V RESOLUTIONS Resolution A.21 (II) REPORT ON REQUEST BY THE FIRST ASSEMBLY FOR AN ADVISORY OPINION OF THE INTERNATIONAL COURT OF JUSTICE ON THE CONSTITUTION OF THE MARITIME SAFETY COMMITTEE The Assembly, Having considered the Advisory Opinion given by the International Court

24、 of Justice on 8 June 1960 on the question of law referred to the Court in accordance with Assembly Resolution A. 12 (I), Resolves that the Maritime Safety Committee elected on 15 January 1959 should now be dissolved, Decides to constitute a new Maritime Safety Committee in accordance with Article 2

25、8 of the Convention as interpreted by the International Court of Justice in its Advisory Opinion, Decides that the measures taken by the Maritime Safety Committee in the course of its sessions during the period 1959 to 1961 are hereby adopted and confirmed. 6 April 1961 Agenda item 10 Resolution A.2

27、elations with the Host State, and Approves the action taken by the Council on these matters, and Further approves the measures taken by the Coun- cil in regard to relationship with the United Nations, the specialized agencies, the International Atomic Energy Agency and the International Hydrographic

34、ragraph (h) of the Con- vention regarding the functions of the Assembly, Noting Part XII1 of that Convention relating to Legal Capacity, Privileges and Immunities and, in particular Article 51, Noting further the Convention on Privileges and Immunities of the Specialized Agencies adopted by 1 the Ge

35、neral Assembly of the United Nations on 21 November 1947, Noting in addition Resolution A. 10 (I) concerning Annex XII to that Convention adopted by the Assembly on 16 January 1959, Having considered the Report of the Council, Recommends those members of the Assembly who have not already done so to

36、apply to the Inter- Governmental Maritime Consultative Organization the provisions of the Convention on Privileges and Immunities of the Specialized Agencies of 21 November 1947, and of Annex XII thereto. 11 April 1961 Agenda item 12(m) Resolution A.26 (II) ADMISSION OF NEW MEMBER STATES The Islamic

37、 Republic of Mauritania The Assembly, Recalling Article 8 of the Convention which pro- vides for the admission of States which are not members of the United Nations and which were not invited to send representaties to the United Nations Maritime Conference held in Geneva on 19 February 1948, Taking

38、note of Article 57 of the Convention relat- ing to signature and acceptance, Noting further that the Council, at the ninth meeting of its fourth session, recommended to the Assembly that the Islamic Republic of Mauritania be admitted as a Member of the Organization, Noting in addition the views of M

39、embers of the Organization represented at the current session and of those Members, not present, which have expres- sed their views in writing, Recognizing that the request for admission pre- sented by the Islamic Republic of Mauritania has been approved in accordance with the provisions of Article

40、8, Invites the Secretary-General to bring this Reso- lution to the attention of the Secretary-General of the United Nations, with whom all instruments of acceptance should be lodged as provided by the terms of Article 57. 13 April 1961 Agenda item 4 Resolution A.27 (II) ADOPTION OF THE RULES OF PROC

41、EDURE The Assembly, Taking note of Article 16, paragraph (b) of the Convention regarding the functions of the Assembly, Having considered the draft Rules of Procedure drawn up by the Council in accordance with the terms of Resolution A.13 (I) of 19 January 1959, Decides to adopt the Rules of Procedu

42、re, the text of which is attached hereto. ANNEX RULES OF PROCEDURE OF THE ASSEMBLY MEMBERSHIP Rule 1 For the purposes of these rules the word mem- ber means member government and shall be deemed to include associate member unless other- wise expressly stated. SESSIONS Rule 2 The Assembly shall meet

43、every two years in regular session and in extraordinary session when- ever deemed necessary by the Council or on request made to the Secretary-General by at least one third of the members other than associate members. The Secretary-General shall inform members of the opening date of each session at

44、least sixty days in advance. Rule 3 Sessions of the Assembly shall be held at the headquarters of the Organization unless convened elsewhere in accordance with a decision of the Assembly or of the Council. Rule 4 The Secretary-General with the approval of the Council may invite states having made ap

45、plication for membership, states which have signed but not accepted the Convention, or states which are mem- bers of the United Nations or of any specialized agency to send observers to sessions of the Assem- bly, and such observers upon invitation by the President and with the consent of the Assemb

46、ly or its subsidiary body concerned, may participate without vote on matters of direct concern to them. Rule 5 (a) The Secretary-General shall invite to be repre- sented at any session of the Assembly: (i) the United Nations, (ii) any specialized agency of the United Nations whose interests and thos

47、e of the Organization are of common concern. (b) The Secretary-General shall invite to be repre- sented by observers at any session of the Assembly: 2 (i) any inter-governmental organization, other than the United Nations and its specialized agencies, with which an agreement or special arrangement h

48、as been made, and (ii) any non-governmental international organi- zation with which the Organization has established appropriate relationship in accordance with Article 48 of the Conven- tion. Rule 6 (a) Representatives of the United Nations and of the specialized agencies may participate without vo

49、te in the deliberations of the Assembly and of any of its subsidiary bodies and shall receive copies of all documents issued to the Assembly, subject to such arrangements as may be neces- sary for the safe-guarding of confidential material. (b) Observers from inter-governmental organiza- tions and non-governmental international or- ganizations may, upon invitation by the President and with the consent of the Assembly, participate without vote in the deliberations at any open meeting of the Assembly in matters of direct concern to them, provided how
