2、ideringa) that the World Administrative Radio Conference for Dealing with Frequency Allocations in Certain Parts ofthe Spectrum (Malaga-Torremolinos, 1992) (WARC-92) allocated frequencies to the broadcasting-satelliteservice (BSS) (sound) and complementary terrestrial broadcasting in bands near 1.5,
3、 2.3 and 2.6 GHz for digital soundbroadcasting to portable and vehicular receivers;b) that Resolution No. 528 (WARC-92) also specifies a coordination procedure to be used for the introduction ofdigital sound broadcasting-satellite systems in the interim period prior to the conference and that the ca
4、lculation methodsand interference criteria to be employed in the application of this procedure be based upon relevantITU-R Recommendations;c) that the ITU-R has recognized that it is very difficult for mobile aeronautical telemetry systems and theBSS (sound) service to share the same spectrum;d) tha
5、t the 1.5 and 2.3 GHz bands contain allocations by footnotes to the mobile aeronautical telemetry systemwhich has a safety of life requirement, and it has not been found possible to share these bands other than by frequencyavoidance or wide geographical separation;e) that as a consequence of conside
6、ring c) and d), it is not possible to use efficiently the spectrum allocated byWARC-92 for the satellite sound broadcasting service;f) that there is now pressure from operators who wish to use the BSS (sound) allocation for its intended purpose,recommends1 that the BSS (sound) service and mobile aer
7、onautical telemetry systems should not be required to operate inthe same frequency band;2 that administrations bring the matter to the attention of a world radio conference, and in the meantime,consider ways to overcome the problems associated with the BSS (sound) and mobile aeronautical telemetry systemsbeing required to operate in the same frequency band._*This Recommendation should be brought to the attention of Radiocommunication Study Group 8.
