5、 call office entails special expenses, but these special expenses are negligible in comparison with the other costs involved in the establishment of an international call. It is therefore preferable not to collect a supplementary charge for the use of a public call office for an international call, but, notwithstanding, the Administrations which collect a supplementary charge in their national services may apply such a supplementary charge to international calls, it being understood that this supplementary charge is not included in the international accounts.
