9、 It is recommended that when the Administrations of the countries in Africa negotiate among themselves agreements on transit traffic, they discontinue cascade accounting and accept that all traffic reach them through direct connection established by operators with whom uniform termination charges ha

11、ield of telecommunications. The ITU Telecommunication Standardization Sector (ITU-T) is a permanent organ of ITU. ITU-T is responsible for studying technical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis. The
12、World Telecommunication Standardization Assembly (WTSA), which meets every four years, establishes the topics for study by the ITU-T study groups which, in turn, produce Recommendations on these topics. The approval of ITU-T Recommendations is covered by the procedure laid down in WTSA Resolution 1.
13、 In some areas of information technology which fall within ITU-Ts purview, the necessary standards are prepared on a collaborative basis with ISO and IEC. NOTE In this Recommendation, the expression “Administration“ is used for conciseness to indicate both a telecommunication administration and a re
14、cognized operating agency. Compliance with this Recommendation is voluntary. However, the Recommendation may contain certain mandatory provisions (to ensure e.g. interoperability or applicability) and compliance with the Recommendation is achieved when all of these mandatory provisions are met. The
15、words “shall“ or some other obligatory language such as “must“ and the negative equivalents are used to express requirements. 19、sit center pays the traffic taking into account a) that transit providers did not apply the indicative target rates of Annex E/D.140; b) that exorbitant transit rates still hinder the total accounting rate (TAR) assessment after transit rates deduction; c) the use of this principle (assessment of TA
20、R after transit rates deduction) to sell off the tariff towards some African countries, the maladjustment of the accounting method per cascade in the current context because of the heaviness of different forms of payment and of non-payment hazards, the regional Tariff Group for Africa (TAF Group) pr
21、oposes to incumbent operators a) to remove the accounting method per cascade; b) to put an end to transit relations with other operators; c) to accept that all the traffic reaches them on direct connections they hold with other operators with which they negotiated a uniform termination charge. This
22、mechanism is such as any traffic terminated in the country is paid by the last transit center which routed it on the network.
