10、anagement of the allocation of terrestrial trunk radio Mobile Country Codes Summary This Recommendation specifies the structure of the terrestrial trunk radio ITSI, and describes the manner by which the ITU-TSB shall allocate and manage the (T)MCC. The administration of the (T)MNC by a National Admi

11、nistration is a national matter and is therefore outside of the scope of this Recommendation. Source ITU-T Recommendation E.218 was approved on 28 May 2004 by ITU-T Study Group 2 (2001-2004) under the WTSA Resolution 1 procedure. ii ITU-T Rec. E.218 (05/2004) FOREWORD The International Telecommunica

12、tion Union (ITU) is the United Nations specialized agency in the field of telecommunications. The ITU Telecommunication Standardization Sector (ITU-T) is a permanent organ of ITU. ITU-T is responsible for studying technical, operating and tariff questions and issuing Recommendations on them with a v

13、iew to standardizing telecommunications on a worldwide basis. The World Telecommunication Standardization Assembly (WTSA), which meets every four years, establishes the topics for study by the ITU-T study groups which, in turn, produce Recommendations on these topics. The approval of ITU-T Recommend

14、ations is covered by the procedure laid down in WTSA Resolution 1. In some areas of information technology which fall within ITU-Ts purview, the necessary standards are prepared on a collaborative basis with ISO and IEC. NOTE In this Recommendation, the expression “Administration“ is used for concis

15、eness to indicate both a telecommunication administration and a recognized operating agency. Compliance with this Recommendation is voluntary. However, the Recommendation may contain certain mandatory provisions (to ensure e.g. interoperability or applicability) and compliance with the Recommendatio

16、n is achieved when all of these mandatory provisions are met. The words “shall“ or some other obligatory language such as “must“ and the negative equivalents are used to express requirements. The use of such words does not suggest that compliance with the Recommendation is required of any party. INT

17、ELLECTUAL PROPERTY RIGHTS ITU draws attention to the possibility that the practice or implementation of this Recommendation may involve the use of a claimed Intellectual Property Right. ITU takes no position concerning the evidence, validity or applicability of claimed Intellectual Property Rights,

22、location of terrestrial trunk radio Mobile Country Codes 1 Scope This Recommendation specifies the structure of the terrestrial trunk radio ITSI, and describes the manner by which the ITU-TSB shall allocate and manage the (T)MCC. The administration of the (T)MNC by a National Administration is a nat

23、ional matter and is therefore outside of the scope of this Recommendation. 2 References The following ITU-T Recommendations and other references contain provisions which, through reference in this text, constitute provisions of this Recommendation. 28、bile Network Code 4 Structure of the ITSI The ITSI is a different numbering resource than the E.212 IMSI, and though the structure has some commonality to ITU-T Rec. E.212 IMSI identity, the ITSI differs in the length of its component parts. 2 ITU-T Rec. E.218 (05/2004) An Individual Terrestrial tru

29、nk radio Subscriber Identity (ITSI) has three component parts: a Terrestrial trunk radio Mobile Country Code (T)MCC); a Terrestrial trunk radio Mobile Network Code (T)MNC); and a network-specific short subscriber identity (SSI). These parts have fixed number lengths. The ITSI structure and format ar

31、nly at the air interface, where each part is separately encoded as a binary string. 5 Allocation and administration of Terrestrial trunk radio Mobile Country Codes (T)MCC) Terrestrial trunk radio Mobile Country Codes have the same digit representation as E.212 Mobile country codes. However, the (T)M

32、CC is a separate and distinct resource. Prior to the ITU-TSB administering the (T)MCC, a terrestrial trunk radio industry body administered the resource. A consequence of this situation is that an initial allocation of (T)MCCs has been made. The initial allocation appears in Annex A. However, it was

33、 recognized that under such an administrative regime, not all Administrations would know of such an allocation. This Recommendation can be taken as notification of the allocation to (T)MCC resources to the Administrations. Annex A shall only be updated when there are subsequent allocations to the E.

34、212 MCC. The same digits shall be used in the (T)MCC list as used in the E.212 MCC list. A (T)MCC shall not be allocated independently of E.212 MCC allocations. If an Administration were to apply for a (T)MCC and that Administration did not have an E.212 MCC, then the ITU-TSB should advise that Admi

35、nistration to apply for an E.212 MCC first. (T)MCC allocation will only occur when a future E.212 MCC allocation is made. A (T)MCC shall be allocated only to national Administrations which have been allocated country-specific E.212 MCC. There shall be no allocation of (T)MCCs to entities other than

36、national Administrations. Where E.212 MCCs have been allocated or in future are allocated to such entities, then the (T)MCC equivalent shall be marked “Reserved“ and should not be used within terrestrial trunk radio systems. 6 Allocation and administration of Terrestrial trunk radio Mobile Network C
