5、N OF CONGESTION CONDITIONS AT TRANSIT EXCHANGESIn the case of congestion at a transit exchange, the following conditions apply:4.4.1 The busy-flash signal or an equivalent signal shall be returned to indicate that there is equipment congestionin the exchange or that no free outgoing circuit is avail

This signal shall be returned within the periods specified.In semi-automatic and in automatic working, the receipt of this signal by the international exchange will causethe clear-forward signal to be sent so as to release the international connection and will give a suitable indication to thecalling subscriber or operator, unless an automatic repeat attempt is made.
