The ITU Telecommunication Standardization Sector (ITU-T) is a permanent organ of ITU. ITU-T is responsible for studyi
11、ng technical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis. The World Telecommunication Standardization Assembly (WTSA), which meets every four years, establishes the topics for study by the ITU-T study groups
12、 which, in turn, produce Recommendations on these topics. The approval of ITU-T Recommendations is covered by the procedure laid down in WTSA Resolution 1. In some areas of information technology which fall within ITU-Ts purview, the necessary standards are prepared on a collaborative basis with ISO
13、 and IEC. NOTE In this Recommendation, the expression “Administration“ is used for conciseness to indicate both a telecommunication administration and a recognized operating agency. Compliance with this Recommendation is voluntary. However, the Recommendation may contain certain mandatory provisions
14、 (to ensure e.g. interoperability or applicability) and compliance with the Recommendation is achieved when all of these mandatory provisions are met. The words “shall“ or some other obligatory language such as “must“ and the negative equivalents are used to express requirements. The use of such wor

INTELLECTUAL PROPERTY RIGHTS ITU draws attention to the possibility that the practice or implementation of this Recommendation may involve the use of a claimed Intellectual Property Right. ITU takes no position con

37、 Recommendation identifies the IMT-2000 Family Member, “GSM evolved UMTS Core Network“. This release of the Family Member is known to the Standards Development Organizations (i.e., ARIB, CWTS, ETSI, T1, TTA, TTC) as the “3GPP Release 5“. The Core Network interfaces identified in this Recommendation
38、and the radio interfaces and radio access interfaces which are identified in ITU-R Rec. M.1457 1 constitute a complete system specification for the 3rd generation mobile system for terrestrial usage of this IMT-2000 Family Member. It is the intent of the ITU-T that the references in this Recommendat
39、ion are only to specifications that specify the network aspects of this IMT-2000 family member. In the event that a referenced specification also includes material that specifies any of the radio aspects of this IMT-2000 family member, ITU-R Rec. M.1457 1 shall take precedence. 2 References1The foll
