3、U). The ITU-T is responsible for studying technical, operating and tariff questions and issuing Recommen- dations on them with a view to standardizing telecommunications on a worldwide basis. The World Telecommunication Standardization Conference (WTSC), which meets every four years, establishes the
4、 topics for study by the -T Study Groups which, in their turn, produce Recommendations on these topics. The approval of Recommendations by the Members of the IT-T is covered by the procedure laid down in WTSC Resolution No. 1 (Helsinki, March 1-12, 1993). IT-T Recommendation S.36 was prepared by ITU
5、-T Study Group 1 (1993-1996) and was approved under the WTSC Resolution No. 1 procedure on the 19th of July 1996. 14、ciples of operation 3.1 When a call is established between two terminals of the INTEX service which operate at different transmission rates, the faster terminal shall align the rate at which it transmits characters to the network to that of the slower terminal. 3.2 The terminal operating at the high
15、er transmission rate shall determine that it is connected to a terminal of a lower transmission rate by examination of the Speed Indicator sequence received from the network at call set-up in accordance with Recommendation U. 102. These Speed Indicator sequences are detailed in Table 1 below. Provis
