FOREWORD ITU (International Telecommunication Union) is the United Nations Specialized Agency in the field of telecommunications. The ITU Telecommunication Standardization Sector (IT-T) is a permanent or
3、gan of the ITU. Some 179 member countries, 84 telecom operating entities, 145 scientific and industrial organizations and 38 international organizations participate in ITU-T which is the body which sets world telecommunications standards (Recommendations). The approval of Recommendations by the Memb
4、ers of IT-T is covered by the procedure laid down in WTSC Resolution No. 1 (Helsinki, 1993). In addition, the World Telecommunication Standardization Conference (WTSC), which meets every four years, approves Recommendations submitted to it and establishes the study programme for the following period
5、. In some areas of information technology which fall within ITU-Ts purview, the necessary standards are prepared on a collaborative basis with IS0 and IEC. The text of ITU-T Recommendation X.742 was approved on the 10th of April 1995. The identical text is also published as ISOLEC International Stan

27、unction which may be used by an appli- cation process in a centralized or decentralized management environment to interact for the purpose of systems man- agement as defined in CCITT Rec. X.700 I ISOAEC 7498-4. This Recommendation I International Standard defines the usage metering function and cons
28、ists of service and generic definitions. It is positioned in the application layer of ITU-T Rec. X.200 I ISOhEC 7498-1 and is defined according to the model provided by ISOAEC 9545. The role of systems management functions is described by CCITT Rec. X.701 I ISO/IEC 10040. This Recommendation I Inter
