、2201 (09/2009) FOREWORD The International Telecommunication Union (ITU) is the United Nations specialized agency in the field of telecommunications, information and communication technologies (ICTs). The ITU Telecommunication Standardization Sector (ITU-T) is a permanent organ of ITU. ITU-T is respo

、nsible for studying technical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis. The World Telecommunication Standardization Assembly (WTSA), which meets every four years, establishes the topics for study by the I

、TU-T study groups which, in turn, produce Recommendations on these topics. The approval of ITU-T Recommendations is covered by the procedure laid down in WTSA Resolution 1. In some areas of information technology which fall within ITU-Ts purview, the necessary standards are prepared on a collaborati

、ve basis with ISO and IEC. NOTE In this Recommendation, the expression “Administration“ is used for conciseness to indicate both a telecommunication administration and a recognized operating agency. Compliance with this Recommendation is voluntary. However, the Recommendation may contain certain man

、datory provisions (to ensure e.g., interoperability or applicability) and compliance with the Recommendation is achieved when all of these mandatory provisions are met. The words “shall“ or some other obligatory language such as “must“ and the negative equivalents are used to express requirements. T

、he use of such words does not suggest that compliance with the Recommendation is required of any party. INTELLECTUAL PROPERTY RIGHTS ITU draws attention to the possibility that the practice or implementation of this Recommendation may involve the use of a claimed Intellectual Property Right. ITU tak

、es no position concerning the evidence, validity or applicability of claimed Intellectual Property Rights, whether asserted by ITU members or others outside of the Recommendation development process. As of the date of approval of this Recommendation, ITU had not received notice of intellectual prope

、rty, protected by patents, which may be required to implement this Recommendation. However, implementers are cautioned that this may not represent the latest information and are therefore strongly urged to consult the TSB patent database at http:/www.itu.int/ITU-T/ipr/. ITU-T Y.2201 (09/2009) 1 Recommendation ITU-T Y.2201 Requirements and capabilities for ITU-T NGN 1 Scope This Recommendation specifies the high-level requirements

、for the development of a set of ITU-T Recommendations which will constitute NGN. The high-level requirements and related capabilities specified in this Recommendation are aligned with the general goals and objectives captured in ITU-T Y.2001 and are based on the objectives of NGN release 2 b-ITU-T Y

、.Sup-7. The requirements are mainly provided from a high-level perspective, and are not intended to constitute precise functional requirements for the different NGN entities. More detailed requirements are outside the scope of this Recommendation. It is recognized that a specific realization of NGN

、may be constituted by an arbitrary set (or superset) of services supported in NGN and of capabilities as specified in this Recommendation. NOTE 1 Text taken from ITU-T Y.2201 uses blue font. Also, Appendix I identifies the main differences in terms of high-level requirements and capabilities between

、 this Recommendation and ITU-T Y.2201. NOTE 2 It is also required to consider how NGN can contribute to energy savings. However, studies for this topic are ongoing in ITU-T Study Group 5 based on the output from the ITU-T Focus Group on ICTs and Climate Change. So requirements from energy savings as

、pects are for further study in this Recommendation. For the output from the ITU-T Focus Group on ICTs and Climate Change, please see b-ITU-T Climate. 2 References The following ITU-T Recommendations and other references contain provisions which, through reference in this text, constitute provisions
