DEFINITIONS 1.1 Alternative worksite is the lo
22、cation used by teleworker while teleworking (e.g., home, telecenter, or other satellite worksite). 1.2 Continuity of Operations Planning (COOP) is defined by the Federal Emergency Management Agency as an effort to ensure that the capability exists to continue essential Agency functions across a wide
23、 range of hazard emergencies. 1.3 Core telework is an approved telework arrangement performed at an alternative worksite on a regular and recurring basis that occurs at least twice each biweekly pay period and does not include episodic telework. 1.4 Eligible employee refers to all employees except t
24、hose meeting one of the following business-based criteria: the position requires on a regular and recurring basis, direct handling of secure materials; an employee performs on-site activities that cannot be conducted remotely or at an alternate worksite; and/or the employees last performance rating
25、of record is below fully successful or the employees conduct has resulted in disciplinary action within the last year. 1.5 Episodic telework is an approved telework arrangement performed at an alternative worksite on an occasional, one-time, or non-regular basis to complete all or discrete portions
26、of a project or to convalesce from a short-term injury or illness. 1.6 External Information System or Component is an information system or component of an information system that is outside of the accreditation boundary established by a NASA organization and for which the organization typically has
27、 no direct control over the implementation of required security controls or the assessment of security control effectiveness. 1.7 Official Worksite (also referred to as traditional or regular worksite) for an employee covered by a telework agreement is the location where the employee normally works
28、absent a telework agreement and is documented on the most recent Notification of Personnel Action (SF-50) as the city or town and state of employees worksite. All pay, leave, and travel entitlements are based on the employees official duty station. 1.8 Telecenter is a General Services Administration
29、 or other approved facility established by state, local, or country governments or private sector organization for use by Teleworkers. Typically a pay arrangement is required. 1.9 Telework is defined as a work arrangement in which an employee regularly performs officially-assigned duties at home or
30、other approved work sites geographically convenient to the residence of the employee. 32、employee is expected to work, job responsibilities, or benefits. 1.10 Telework Agreement is an agreement between an employee and the supervisor outlining the terms and conditions under which the employee performs work at an alternative worksite. 1.11 Telework Agreement Request accessed via WebTADS f
33、rom the employees Leave Balance page begins the automated telework request and approval process. 1.12 Teleworker is an employee who works at an alternative worksite either on a regular and recurring schedule for a minimum of one day per pay week or on a temporary basis. 2. RESPONSIBILITIES 2.1 The D
34、irector, Office of Human Capital, shall be responsible for administering, monitoring, and making necessary modifications to the Telework Program. 2.2 The Telework Program Coordinator shall: 2.2.1 Provide Telework Program orientation via the Office of Human Capital Web site. 2.2.2 Provide daily advic
35、e and guidance as needed to managers and employees on the appropriate use of telework. 2.2.3 Implement the telework program consistent with Federal laws, regulations, and Agency and Center procedural requirements. 2.2.4 Prepare and maintain Telework Program status reports. 2.3 Supervisors shall: 2.3
36、.1 Comply with the procedures as outlined in this MPR. 2.3.2 Consider each assigned position and determine any potential to create a telework opportunity. 2.3.3 Document the telework status of new employees in WebTADS within two weeks after assignment to a position. 2.3.4 Approve or deny an eligible
37、 employees request to telework in a timely manner. 2.3.5 Prior to the commencement of a telework arrangement, ensure that the Telework Agreement clearly outlines the terms and conditions of the telework arrangement. 39、ts with the second-level supervisor and other appropriate organizational entities within the office to ensure avoidance of any hindrance to operations or overall mission of the organization. 2.3.7 Evaluate employee requests for telework participation in a fair and equitable manner, ensuring that res
40、trictions or denials are based on sound business or mission-related criteria. 2.3.8 Ensure that an eligible employee, prior to teleworking, understands and agrees with the terms and conditions of the telework agreement, as well as the work tasks which are expected to be performed while in a telework
41、 status. 2.3.9 Establish communication requirements and methods to ensure the employee is kept informed of relevant information, performance expectations, and progress, and is made aware of such requirements as availability for contact by the supervisor, co-workers, and customers; and schedule staff
42、 or all-hands meetings on days and at times when the majority of employees are present at the official duty station and/or making arrangements for conference call connections for employees at alternative worksite. 2.3.10 Communicate with the employee working at an alternative worksite when there are
43、 emergencies to ensure that the employee is informed of the dismissal or closure procedures. 2.3.11 Discuss the valid need for accessibility to records or reference materials. 2.3.12 Monitor and evaluate employees performance based on the employees performance appraisal plan and the telework agreeme
44、nt; work with the Office of Human Capital to develop any requirements for the employee to provide progress reports on work performed at an alternative worksite. 2.3.13 Terminate, modify, or temporarily suspend telework agreement for mission-related reasons, a decline in employees overall performance
45、, failure to adhere to the terms and conditions of the agreement, changes in office priorities, or because of vacancies or long-term leave of other employees in the office that cause office coverage issues. 2.3.14 Make arrangements for the employee to begin working at the employees official duty sta
46、tion as quickly as possible following an employees request to terminate a telework arrangement, or when the supervisor determines need to temporarily suspend or terminate telework. 2.3.15 Discuss with telework employees the need to protect and safeguard sensitive and confidential information and obt
47、ain supervisory approval if data is used or accessed off-site. Ensure return of materials used or created at the alternative worksite. 2.3.16 As a minimum, annually review the telework agreement of each employee to identify any changes.
