Person(s) with expertise in the subject areas, who develops SHE training for SATERN. 1.2.8 Position Description.

15、 A document used to describe the duties and requirements of a position. 1.2.9 Professional Development Assessment. An assessment performed to determine what training and or certification the employee needs to effectively perform their assigned duties for a position. 1.2.10 SATERN. NASAs Web-based tr

16、aining registration site that allows civil service/contractor employees and supervisors to sign up, monitor, and approve/deny all training registration requests from any internet-ready computer. 1.2.11 CERTRAK. A database where records of employees certification training are retained. 1.2.12 Certifi

17、cation Administrator. The person designated the administrative functions of safety and skill training/certification. 1.2.13 Contractor Point-of-Contact. A Contractor representative who has been trained to query SATERN Training Reports for Contractor employees. 1.2.14 SHE Training Assessment. A quest

18、ionnaire intended to help supervisors to identify SHE training needs for their employees. This questionnaire is located on the SSWP under training resources. A team of Safety, Health and Environmental representatives (civil serv

20、ice and contractor) that review and approve specific and general SHE training materials and courses to be provided to MSFC civil service and contractor employees. 1.2.16 Sponsor. An employee that is responsible for a visitor during their stay at MSFC. 1.2.17 Supervisor. The person who directs and ev

21、aluates the work of a group of subordinate employees and is responsible for employee positions requiring training and/or certification. For the purpose of this instruction, civil service team leaders are not considered supervisors. 1.2.18 SSWP. Database designated for supervisors to plan, document,

22、track safety meetings/ visits, and assessments. SSWP provides a link to the Hazardous Operations database (IHOPs). 1.2.19 Training/Conference/Symposium. Learning that is provided in order to improve performance on the present job. 1.2.20 Training Consultant. The TIO person(s) designated to provide t

23、he administrative functions of training, scheduling, procurement, and documentation. 1.2.21 Training Coordinator. An organizations designee to review training requests for accuracy and completion. 1.2.22 Organization and Leadership Development Office. Assists organizations in developing a high-perfo

24、rming organization and leaders. 1.2.23 Visitor. A person who has a temporary stay at MSFC and is not badged as a permanent employee. 2. RESPONSIBILITIES 2.1 Supervisor shall: 2.1.1 Assess the task, operation, or position to determine the skill or level training needed to perform the operation in a s

25、afe and effective manner. Determine if the task, operation, or position requires MSFC certifications in accordance with Marshall Work Instruction (MWI) 3410.1. 2.1.2 Identify employee SHE training needs, including the need for specialized training and ensuring that employees that are assigned to per

28、ng conditions: (1) when an employees job assignment is changed, (2) if employee is detailed to another organization (receiving organization performs the assessment), or (3) if the employees changes organizations permanently (receiving organization performs the assessment). When contracts are re-bid

29、and if a new contractor is selected, a new SHE Training Assessment has to be completed for all contractors under the new contract. 2.1.5 Assist civil service employees in completing their IDP when needed by reviewing, revising, and approving during the performance cycles. 2.1.6 Complete the NASA Saf

30、ety Center (NSC) Annual Training Needs Survey. 2.1.7 Document any required developmental assignments, OJT, or training courses that prepare the employee adequately for those skills required for the task, operation, or position. (MSFC Form 4333, “Training Requirements Plan.”) 2.1.8 Ensure other neces

31、sary training, proficiency examinations, and OJT, if applicable, are provided, accomplished, and documented. 2.1.9 Direct civil service and/or contractors as appropriate to sign up for courses through SATERN. Contact the TIO training consultant to schedule additional required or special requested tr

32、aining that is not scheduled through SATERN. 2.1.10 Approve electronic training request NF-1735, “Request, Authorization, Agreement and Certification of Training” through SATERN. 2.2 Employee shall: 2.2.1 Complete IDP and submit IDP to their supervisor for approval. 2.2.2 Consult with the supervisor

33、 to determine what professional development or SHE training is required for the task, operation, or position and record the training in the civil servants IDP. Training can be classroom, or Web-based, such as e-Learning. 2.2.3 SATERN internal and external training request should be submitted 10 days

34、 prior to starting date of the course. 2.2.3.1 NSTC training request should be submitted 30 days prior to starting date of the course. 2.2.4 Be responsible for registration fees when their training request does not meet the expedited NSSC process time. 36、mplete and email NSSC course evaluations within 10 days after receipt of email from NSSC requesting verification of course completion. 2.2.6 Register via SATERN, attend, and complete training required for the task, operation, or position as determined by the supervisor. 2.2.7 Provide verification (i

37、.e., MSFC Form 4083, “Personnel Certification”) of training required for certification to the organizations certifying officer when needed. 2.3 Training and Incentives Office shall: 2.3.1 Provide training programs for MSFC employees performing services directly affecting SHE, ensuring course descrip

38、tion is in the course catalog. 2.3.2 Coordinate development of new training course(s) with certifying officer, and maintain appropriate training records for civil service employees. 2.4 Training Coordinator shall: 2.4.1 Review training requests for accuracy and completion. 2.5 MSFC Organizations/Sub

39、ject Matter Experts shall: 2.5.1 Assist SHE Training Subcommittee in evaluating and developing training courses for specified tasks and operations. 2.5.2 Review training material annually to ensure it is current and accurate. 2.5.3 Report the annual review to the SHE Training Subcommittee. 2.6 SHE S

40、ubcommittee shall: 2.6.1 Provide MSFC with an integrated approach to improving Marshall Team member access to appropriate and effective SHE training, and a confidential forum for civil service/contractor employees to discuss issues pertaining to SHE training at the Center. 2.6.2 Plan and implement b

41、oth special improvement projects and sustaining activities designed to support the delivery of appropriate and effective SHE training to the MSFC civil service and contractor workforce. 2.6.3 Be responsible for emphasis areas such as identifying and specifying SHE training requirements; cataloging S

42、HE training resources available at the Center; developing, upgrading, and maintaining SHE training resources to support Center operations; and continuously improving related processes such as SHE training needs assessment and recordkeeping. 44、h MSFC Organizations/Subject Matter Experts to determine acceptable and equivalent SHE training courses for specified tasks and operations. 2.6.5 Serve as the final approval for SHE training modules and equivalent training courses for specified tasks and operations. 2.6.6 Maintain a list of all MSFC

45、 Organizations/Subject Matter Experts. 2.6.7 Ensure that the SHE course is developed in accordance with the certification requirements per MWI 3410.1, Personnel Certification. 2.6.8 Maintain a copy of any approved SHE contractor training courses which are used for certification. The file copy will b

46、e maintained by the Industrial Safety Branch. 2.6.9 Ensure an annual call for organizations subject experts to review their SHE training materials for accuracy and track the responses. 2.7 S and whenever changes occur in responsible organizations, facilities, equipment, materials, chemicals, process

47、es, and/or procedures that could impact employee hazard exposures (see paragraph 2.1.4). 3.8.6 Additional training requirements shall be imposed, if needed, to improve adherence to safe and/or best work practices. 3.8.7 New SHE training requirements not listed in the SHE Training Assessment located

48、on SSWP shall be reported to the Industrial Safety Branch. 3.8.8 Scheduled SHE training courses with enrollment open to the Centers workforce are posted on the SHE Training Web page for information purposes. Information on upcoming SHE training courses is also published periodically in Inside Marsha

49、ll Today and MSFC Employee Television. In addition, SHE training courses are posted on SATERN. (See SHE Training Catalog.) 3.8.9 SHE training of employees shall be documented, and records kept in SATERN as long as a civil service employee fills a position that requires that training. Such records are particularly important for compliance with federal and state regulations that require initial comprehensive training, which serve as a
