18、840.1, “NASA Workers Compensation Program,” and NPR 1840.1, “Management of Workers Compensation Injuries and Illnesses.” This MPR prescribes the Marshall Space Flight Center (MSFC) procedural requirements for workplace injuries and illnesses that result in filing a claim for compensation to the Depa
19、rtment of Labor, Office of Workers Compensation Programs (OWCP) for the administration of the Federal Employees Compensation Act. P.2 APPLICABILITY This MPR applies to the personnel, programs, projects, and activities at Marshall Space Flight Center (MSFC) and MSFCs Michoud Assembly Facility (MAF),
20、including contractors and resident agencies to the extent specified in their respective contracts or agreements. 23、rn them to the WCO. 2.7 Injured Employees Injured employees are responsible for reporting occupational illnesses and injuries to their supervisors and providing medical reports and CA-1 or CA-2 forms to the supervisor for review. 3. PROCEDURE When an occupational injury or illness occurs: 3.1 The Wo
24、rkers Compensation Officer (WCO) shall administer and monitor workers compensation activities, and coordinate with the Nurse Case Manager for all work-related injuries and illnesses. 3.2 MSFC Medical Center Personnel shall provide medical case management through the Nurse Case Manager (NCM). 3.2.1 T
25、he NCM shall: 3.2.1.1 Evaluate all work-related injuries and illnesses, assist employees by providing referral to medical providers or specialists as needed, and consult with MSFC physicians and the WCO on the appropriateness of medical treatment. 3.2.1.2 Perform evaluations to determine the nature
26、and scope of work the injured employee may perform in a limited-duty status and communicates findings to the treating physician for approval. 3.2.1.3 Establish personal contacts and relationships within the outside health care community and maintain a network of medical providers to ensure good comm
27、unication and quality medical care. The NCM accompanies employee as needed. 3.2.1.4 Notify the WCO of all MSFC injuries and illnesses, provide clear and readable medical reports to the WCO, and obtain prior authorization from the WCO for referral to private medical care unless an emergency situation
28、 exists. 3.2.1.5 Coordinate with the treating physician to establish work limitations for all injured employees, obtain medical information from the OWCP or the injured employee as often as necessary within OWCP and Office of Personnel Management regulations to assess the possibility of return to re
29、gular or light-duty assignments. 3.2.1.6 Evaluate the private physicians medical diagnosis, and coordinate with the Office of Human Capital, employees supervisor, and the WCO in establishing temporary and/or permanent light duty assignments in lieu of compensation. 3.2.1.7 Review specific Center job
30、 offers for consistency with medical limitations. 32、 3.2.1.11 Initiate efforts to reemploy recovered or recovering employees as soon as the medical evidence indicates that this is possible. 3.2.1.12 Provide follow-up support until maximum medical improvement is achieved. 3.2.1.13 Inform the WCO and coordinate with the treating physician if findings s
33、uggest a non-work-related causation, or a different diagnosis. 3.2.1.14 Evaluate previously-injured employees currently receiving compensation to determine if the injured employee can perform in a limited-duty status. This evaluation includes providing copies of medical documentation and reports thr
34、ough the WCO to the OWCP. 3.2.1.15 Identify individuals who fail to report for an examination to the WCO that MSFC orders. 3.2.1.16 Assist the WCO in reviewing long-term cases at the OWCP office to ensure quality control assessment of medical disposition of cases. 3.2.1.17 Maintain contact with the
35、WCO, keep the WCO informed of medical status, and provide reports. 3.3 Injured Employees shall: 3.3.1 Report injuries and illnesses believed to be caused by the work environment to their supervisor and seek medical treatment at the MSFC Medical Center. 3.3.2 Complete the appropriate form(s) (CA-1, C
36、A-2, CA-2a, or CA-7), obtain their supervisors signature, and the supervisor return appropriate form(s) to the WCO within 2 working days after receiving the form(s). 3.4 Employees Supervisor shall: 3.4.1 Complete their portion of the CA-1, CA-2, CA-2a, or CA-7 form within 2 working days after receiv
37、ing the form from the employee. 3.4.2 Notify the WCO of a serious injury or death of an employee during duty hours as soon as the supervisor is made aware. 3.4.3 Notify the WCO of evidence to controvert a claim. 39、ll: 3.5.1 Work with the NCM to determine if current position descriptions are consistent with the injured employees limitations and qualifications. 3.5.1.1 If they are not suitable, duties can be modified, where possible, based on acceptable medical documentation and where the accommodations and cha

Position descriptions do not necessarily need to be modified unless the change is long-term. 3.6 The Office of the Chief Financial Officer shall: 3.6.1 Report the cost of workers compensation claims to Center Management. 4. RECORDS 4.1 Records shall be maintained by the WCO and
41、retained/dispositioned in accordance with NPR 1441.1, Schedule 3/56.5 3810. Retain until cut off on termination of compensation, or when deadline for filing a claim has passed. Destroy 3 years after cut off. 4.1.1 Documents in the case files are considered an alternate location for the records which
42、 remain under the jurisdiction of OWCP and are maintained by the WCO. 4.1.2 Their retention and disposal are covered by the OWCP records retirement schedule which requires that case file material be maintained for 2 years after case closure. 4.2 FORMS Completed forms are records that shall be maintained and dispositioned in accordance with Paragraph 4.1 and 4.1.1 (above).
