DEFINITIONS 1.1 Board - The management panel that serves as the final disposition authority for RIDs. This is an ad hoc Board, in accordance with MPD 1150.1. 1.2 Ce
18、nter Management Council (CMC) - The council at a Center that performs oversight of all Center programs and projects by evaluating all program and project work executed at the Center. 1.3 Data Package - Package of Review Documentation and supporting Reference Documents, provided for evaluation during
19、 the review. 1.4 Decision Authority (DA) - The Agencys responsible individual who authorizes the transition at a Key Decision Point (KDP) to the next life-cycle phase for a program/project. 1.5 Designated Governing Authority (DGA) - The management entity above the program, project, or activity level
20、 with technical oversight responsibility. The Center Director or the person or organization that has been designated to ensure the appropriate level of technical management oversight. The DGA is the final approval signature on the Systems Engineering Management Plans (SEMPs), waiver authorizations,
21、and other key technical documents. 1.6 Document Developer - Individual or organization involved in development of the documents comprising the Data Package. 1.7 Disposition - Authorized Individual, Committee, Board and/or Pre-board approval of a proposed plan of action to resolve a RID. 1.8 Editoria
22、l Comments - Comments that do not relate to or affect technical content, e.g., typographical errors, punctuation, grammar, misspelled words, different way of saying the same thing, and format. 1.9 KDP - An event where the DA makes a decision on the readiness of a program/project to progress to the n
23、ext phase of the life-cycle. 1.10 Mission Management Team (MMT) - The management team that evaluates performance during specific missions and makes decisions on implementing mission operations to obtain the mission objectives. 1.11 Peer Review - Independent evaluation by internal or external subject
24、 matter experts who do not have a vested interest in the work product under review. Peer reviews can be planned and focused reviews conducted on selected work products by the producers peers to identify defects and issues prior to that work product moving into a milestone review or approval cycle. 27、-board recommends RID dispositions to the Board, and forwards RIDs to the Board that are out-of-scope as defined in the Review Plan. 1.13 Preliminary Review Item Discrepancy (PreRID) - An identified discrepancy presented to the RID Screening Lead/Committee for evaluation of compliance with the revie
28、w plan RID criteria and ground rules. 1.14 Reference Documentation - Documentation against which the Review Documentation is assessed for compliance. 1.15 Review Committee - A committee who assesses the Data Package for compliance with the review objectives and criteria established in the Review Pla
29、n. In addition, a review committee assesses and recommends the disposition of RIDs. 1.16 Review Documentation - Documentation provided to the Review Committee to be evaluated in accordance with the Review Plan. 1.17 Review Plan - Document provided by the Program/Project Manager (PM), that establishe
30、s the objectives and scope of the Review, entrance and success criteria, data package contents, RID criteria, Review Committee/Review Team roles and responsibilities, and other plans/ground rules for the review. 1.18 Review Team - One or more subsets of the Review Committee that assess a specific ar
31、ea of the data package. 1.19 RID - An accepted PreRID that has been assigned a RID tracking number and is entered into the RID tracking system for disposition. 1.20 RID Actionee - An individual who is assigned a formal action item required to implement an approved action identified in a RID disposit
32、ion. 1.21 RID Closure - Formal approval of RID resolution, based upon documented evidence of completion of actions required by the RID Disposition. 1.22 RID Criteria - The criteria, defined in the Review Plan, used to determine whether or not a PreRID meets the scope and purpose of the review. 1.23

36、liance with review criteria/ground rules. 1.26 Standing Review Board (SRB) - The entity responsible for conducting independent reviews of the program/project per the life-cycle requirements defined in NPR 7123.1 and NPR 7120.5. The SRB is advisory and is chartered to objectively assess the material
37、presented by the program/project at a specific review. 1.27 Technical Authority (TA) - Individuals at different levels of responsibility, who provide an independent view of matters within their respective areas of expertise. There are three distinct types of TAs: Engineering TAs, Safety and Mission
38、Assurance (S and for projects by the DA and TA (or their designees). 1.29 Valid RID - A PreRID that is determined through the screening process to define a legitimate discrepancy. Synonymous with an approved RID. 2. RESPONSIBILITIES 2.1 Program/Project Manager or designee shall: 2.1.1 Determine the
39、formal Technical Reviews to be held for the Program/Project, in accordance with this MPR. 2.1.2 Determine Program/Project readiness for the Review in accordance with 3.2.4. 2.1.3 Develop the Review Plan in accordance with 3.2.12. 2.1.4 Appoint the review Pre-board and Board membership and the Review

45、ission to closure utilizing the process established in the Review Plan. 2.4 Document developers and other Program/Project team members shall: 2.4.1 Prepare presentation materials and data package contents and distribute in accordance with the Review Plan. 2.4.2 Present presentation materials at the
46、kickoff, screening meetings, boards, or other meetings as required in the Review Plan. 2.4.3 Participate as Review Committee members if required in the Review Plan. 2.4.4 Provide support and clarification to Review Committee members in order to facilitate an effective review. 2.4.5 Provide responses
47、 to RIDs as required in the Review Plan. 2.5 Review Committee/Team members shall: 2.5.1 Assess the review documents/items for compliance with reference documents, and ensure technical accuracy and completeness in accordance with review objectives stated in the Review Plan. 2.5.2 Submit PreRIDs that
