11、SION BEFORE USE 1. PURPOSE The purpose of this Marshall Work Instruction (MWI) is to implement instructions pertaining to the property disposal and reutilization functions of the Center. 2. APPLICABILITY 2.1 This MWI applies to the personnel, programs, projects, and activities at Marshall Space Flig

12、ht Center (MSFC) including contractors and resident agencies to the extent specified in their respective contracts/agreements. (“Contractors” for purposes of this paragraph include contractors, grantees, Cooperative Agreement recipients, Space Act Agreement partners, or other agreement parties.) 2.2

13、 The provisions of this MWI applies to all personnel engaged in property disposal and reutilization activities, but does not apply to the disposal of hazardous waste. Hazardous waste disposal shall be in accordance with MPR 8500.1. 3. APPLICABLE DOCUMENTS 3.1 NPR 1441.1, “NASA Records Retention Sche

14、dules” 3.2 NPR 4300.1, “NASA Personal Property Disposal Procedural Requirements” 3.3 NPR 4310.1, “Identification and Disposition of NASA Artifacts” 3.4 MPR 8500.1, “MSFC Environmental Management Program” 3.5 MWI 4200.1, “Equipment Control” 4. REFERENCES None 5. DEFINITIONS 5.1 Artifacts. Artifacts,

15、in accordance with NPR 4310.1, as applied to NASA, are unique objects that document the history of the science and technology of aeronautics and astronautics. Their significance and interest stem mainly from their relation to the following: Historic flights, programs, activities, or incidents, achie

16、vements or improvements in technology, our understanding of the universe, and important or well-known personalities. 5.2 Condition Code. 18、E 5.3 Disposal. The process of transferring NASA excess personal property to another Federal agency, donating, selling, abandoning, or destroying surplus personal property. 5.4 DSPL. The disposal component of the NASA Property Plant and Equipment (PP&E) system. 5.5 Excess. Personal property which is

19、 determined to be unnecessary to the needs and discharge of the responsibilities of an individual, organization, installation, or agency. 5.6 N-PROP. The Web-based front end of the NASA PP&E system. 5.7 Organizational Property Managers. An individual organizationally responsible for providing proper

20、ty oversight to organizational users on all property-related issues. This individual may be delegated signature approval authority by the office manager. 5.8 PDO. Property Disposal Officer is the official appointed by the Installation director responsible for managing the Installations screening, re

21、distribution, and disposal functions per NPR 4300.1. 5.9 Property Custodian. An individual organizationally assigned who is responsible for all controlled equipment assigned to a designated property management area. 5.10 ROI. Report of Incident is a report written by NASA Protective Services Office

22、on any incident that they are called to investigate. 5.11 Safe. Security container. 5.12 Space-Related Artifacts. Space-related artifacts may include, but are not limited to: Objects such as major program vehicle components, unique devices, prototype and proof-test articles, payloads or individual i

23、nstruments, flight spares, astronaut tools and paraphernalia, design concept models, and high-fidelity simulators. Aeronautics artifacts include, but are not limited to: Experimental aircraft, test and simulation devices, prototype systems, structural and test models, and flight-tested materials. 5.

24、13 SRS. Service Request System is the Web-based request system for MSFC services. 5.14 Survey Report. A report of administrative action taken to investigate and review lost, damaged, destroyed, or believed stolen Government property and to assemble pertinent facts and to determine the extent of such

25、 loss, damage, destruction, or theft. 6. INSTRUCTIONS Customers requiring disposal of property shall maintain responsibility for all property until picked up by appropriate contractor. 27、, a description of the items relationship to the historically significant program or project, system, subsystem, prototype, test unit, or facility shall be required. 6.1.1 The artifact shall be accompanied by other identifying documents such as operating handbooks, summary reports, drawings, log boo

28、ks, photographs, videotapes, motion picture film, audio tapes, and historically-significant telemetry and test data. Note: If possible, a recent photograph of the artifact should accompany the turn-in document. 6.2 The user shall ensure equipment is rendered free of any hazardous material or waste p

29、rior to processing for turn-in action and that all facilities have been disconnected, such as electrical, plumbing, air conditioning, etc. 6.2.1 For reasons of both safety and user accountability, under no circumstances shall the customer/user place excess property in the halls/building corridors. A

30、ctionee Subpart All Actions Shall Be Performed 6.3 Disposal Turn-ins for Non-Controlled Equipment Customer/User 6.3.1 Accesses service online via the MSFC SRS and follows the link to Property Disposal Services and the online instructions for non-controlled equipment. 6.3.2 Submits the following basi

31、c disposal information for property management in the following categories: Requestor name Organization code Telephone number Location of equipment (building and room number) Organizational property managers name Office managers name (has this request to excess been discussed with office manager pri

35、survey report if required in accordance withMWI 4200.1. 6.4 Disposal Turn-ins for Controlled Equipment Customer/User 6.4.1 6.4.1.1 Contacts the property custodian, who will initiate the excess request. OR, Accesses service online via the MSFC SRS. SRS 6.4.2 Directs user to the Property Disposal Serv

36、ices link, and then to N-PROP. Customer/User 6.4.3 Follows the online instructions for controlled equipment excessvia N-PROP. N-PROP 6.4.4 Receives and processes information. 6.4.4.1 Sends notification to property custodian via e-mail with embedded link to acceptance screen for action. PC N-PROP 6.4

37、.5 6.4.6 Reviews and either accepts or rejects. If rejected, cancels request and sends notification to customer. 6.4.6.1 If accepted, equipment record becomes inactive, a case number is assigned in DSPL, and a transportation document is created. LSC 6.4.7 Processes all disposal actions through final
