12、7, NACE International SP0386-2007 NACE International i _ Foreword This standard practice encompasses the requirements for expert application of a quality coating system to the interior surfaces of covered steel hopper rail cars that have been prepared to a specified, recognized standard. Qualified i

13、nspection of the completed coating system and testing by the use of adequate, readily available instruments are also covered in this standard. Customers of plastics and food service products are requiring a higher level of cleanliness and rust-free interior surfaces in covered hopper rail cars. Hopp

14、er car owners and coating applicators alike have found the need to reevaluate their specifications and application procedures in an effort to overcome problem areas of application such as weld seams in the vapor space. Coating manufacturers, coating applicators, and those who have contracting author

15、ity for hopper car internal coating installation should be able to use this standard to ascertain the facilities, equipment, and personnel needed to satisfy the requirements for hopper car coating systems in critical service. This standard is applicable for hopper car coating systems when the intend

16、ed service requires the degree of rust-free surface and cleanliness that is being requested for coating systems in the plastic, food, and chemical industries. Because there was not an industry standard for coating the interior of covered hopper cars that recognized the emerging need for a high-quali

17、ty hopper car coating system, this NACE standard was originally prepared in 1986 by Task Group (TG) T-6A-56, a component of Unit Committee T-6ACoating and Lining Materials for Immersion Service. It was revised in 1992 by Task Group T-14C-2Exterior Coatings for Rail Cars, and reaffirmed in 1997 by Un

18、it Committee T-14C. It was reaffirmed in 2003 by Specific Technology Group (STG) 43Transportation, Land, and revised in 2007 by TG 332Application of a Coating System to Interior Surfaces of Covered Steel Hopper Rail Cars in Plastic, Food, and Chemical Service. It is issued by NACE under the auspices

19、 of STG 43. In NACE Standards, the terms shall, must, should, and may are used in accordance with the definitions of these terms in the NACE Publications Style Manual, 4th ed., Paragraph 7.4.1.9. 23、escribes a procedure for the application of a coating system to the interior surfaces of covered steel hopper rail cars used primarily in the plastic, food, and chemical industries. 1.2 The requirements for surface preparation, coating application, inspection, and quality tests necessary for interna

24、lly coating a covered steel hopper car are covered in this standard. 1.3 This standard calls attention to basic safety precautions regarding the handling and use of coating materials and solvents. Chapter 1 of NACE Publication TPC 21contains more detailed information. Material safety data sheets (MS

25、DS) supplied by the coating manufacturer provide specific safety information. 1.4 Appendix A (nonmandatory) is a suggested inspection report form for covered hopper car coating systems. 1.5 Appendix B (nonmandatory) describes essential facilities and equipment for application of a coating system to

26、the interior of covered hopper cars. _ Section 2: Definitions Catalyzed Coating: A coating consisting of two or more components, which, after combining and mixing of the components, has a limited pot life. One of the components is commonly called a curing agent, converter, or accelerator. Coat: One

27、layer of a coating applied to a surface in a single continuous application to form a uniform film when dry. Coating System: The complete number and types of coats applied to a substrate in a predetermined order. (When used is a broader sense, surface preparation, pretreatments, dry film thickness (D

28、FT), and manner of application are included.) Coating Applicator: Firm that is executing the specified work. Contracting Authority: Person(s) responsible for the approval of a completed hopper car coating system. DFT Measurement: An average of three DFT readings.DFT Reading: A single DFT gauge deter

29、mination. Discontinuity: An interruption in the normal physical structure or configuration of a coating such as cracks, laps, seams, inclusions, porosity, or holidays. A discontinuity may or may not affect the usefulness of the coating. Holiday: A discontinuity in a protective coating that exposes u

30、nprotected surface to the environment. Holiday Detector: A device that locates discontinuities in a coating applied to a conductive surface. Orange Peel: The dimpled appearance of a dried coating resembling the surface of an orange. Pinhole: A minute hole through a coat or coats that exposes an unde

31、rlying coat or the substrate. Pot Life: The elapsed time within which a coating can be effectively applied after all components of the coating have been thoroughly mixed. Quality Assurance: Comprises all those planned and systematic actions necessary to provide specified documentation and adequate c

32、onfidence that the coating system will perform satisfactorily in service. Quality Control: Comprises those quality assurance actions related to the physical characteristics of the entire coating systems application as a means of providing compliance with specified requirements. Rust Bloom: Discolora

33、tion indicating the beginning of rusting. Shelf Life: The maximum length of time packaged materials (e.g., coating materials) can be stored at specified conditions and remain in usable condition. SP0386-2007 2 NACE International _ Section 3: Areas of Responsibility 3.1 Contracting Authority 3.1.1 An

34、 inspection of the applicators coating facilities and equipment shall be performed. Such inspection should be conducted before the coating project is sent out for bids. 3.1.2 A prejob conference shall be scheduled prior to the beginning of the coating work. The conference shall include representativ

35、es of the contracting authority, inspection agency, coating manufacturer, and coating applicator. The applicator shall include the quality control supervisor and responsible shop personnel directly involved in the coating application. 3.1.3 This standard shall be reviewed along with any other relate

36、d specifications at the prejob conference. Any points of misunderstanding regarding pertinent standards shall be clarified. 3.1.4 Inspection forms shall be approved by the contracting authority. 3.1.5 Quality assurance shall be the responsibility of the contracting authority. 3.1.6 The coating appli

37、cator shall be provided with any information regarding the history of the car to be coated that is deemed essential for the applicator to know in order to prepare the surface properly in a safe and responsible manner for reception of a coating system. 3.1.7 The contracting authority shall specify th

38、e type of coating, color, number of coats to be applied, minimum and maximum allowable DFT, and number of allowable discontinuities. 3.2. Coating Applicator 3.2.1 The quality control supervisor and responsible supervisory shop personnel directly involved in the coating application shall be present a

39、t the prejob conference scheduled by the contracting authority. 3.2.2 Quality control shall be the responsibility of the coating applicator. 3.2.3 Suitable access shall be provided for shop personnel and coating inspectors when work is in progress on subject cars. 3.2.4 The work shall be performed i

40、n compliance with all applicable Association of American Railroads (AAR),(1)Canadian Transportation Agency (CTA),(2)Federal Railroad Administration (FRA),(3)Department of Transportation (DOT),(4)local, state, and other pertinent regulations. 3.2.5 The coating applicator shall be responsible for pers

41、onnel safety in handling, application, environmental regulations, and disposal as it relates to the specified coatings. Relevant information shall be obtained from sources such as the MSDS supplied by the coating manufacturer. 3.2.6 Current application instructions shall be reviewed by the personnel

42、 directly involved in applying the materials. 3.2.6.1 Current application instructions shall be retained at the application site. 3.2.7 When required, the coating applicator shall provide approved inspection forms and forward the completed forms to the contracting authority, retaining a copy on file

43、 for a minimum of one year for each coating system installation. 3.2.8 The coating applicator shall inform both the contracting authority and coating manufacturer when an application problem that can affect the quality of the finished coating system or significantly alter the delivery schedule arise

44、s. 3.2.9 The coating applicator shall obtain technical assistance from the coating manufacturer if the applicator is inexperienced or unfamiliar with the specified coating system. 3.2.10. The contracting authority shall approve metal repairs to the interior of the hopper car before such repairs are

45、initiated.
