5、: File 30-13G Keywords: Paint Processing 1.0 APPLICATION This specification covers compatibility and corrosion protection requirements for drawing compounds and rust preventatives used either in the manufacturing process or for rust protection of steel bumpers or other parts which are subsequently p
6、ainted in Navistar facilities. 2.0 SCOPE This specification covers the requirements for cleanability, corrosion protection, and qualification of materials. 2.1 Restricted Chemical Substances Effective January 1, 2007, all product supplied to the requirements of this specification must comply with th
7、e requirements of the CEMS B-50 specification. 3.0 REFERENCE DOCUMENTS Unless otherwise specified, the latest issue of all referenced standards shall apply. The following standards, specifications and regulations are referenced in this specification. Quality System Standard ISO 9001 or TS-16949 CEMS
8、 B-50 NAVISTAR Manufacturing Standard MS-D-13 CFR Title 29, Part 1910 4.0 GENERAL REQUIREMENTS Materials shall be suitable for their intended use and compatible with the particular cleaning operation utilized by the Navistar facility in preparing the parts for painting. 4.1 Cleanability Materials sh
9、all be easily and completely removed in a two stage (wash/rinse) cleaning operation, using a mild alkaline cleaner at 43C (110F) minimum with a nozzle pressure of 138 kPa (20 psi). AUGUST 2009 Page 2 of 3 Maximum storage period prior to cleaning shall be 90 days. Parts washed in this manner and then phosphate c
11、oated shall be capable of being painted without evidence of paint popping, blistering, or small uncoated areas. 4.2 Corrosion Protection Material shall be capable of providing corrosion protection for indoor storage for a period of 90 days minimum. “Material“ shall be defined as the drawing compound
12、 or the drawing compound plus any additional rust preventative used by the part manufacturer for storage or in-transit protection. 5.0 QUALIFICATION The manufacturer of the bumper or other part shall be responsible for selection and qualification of all materials. The using Navistar plant shall subm
13、it data concerning their cleaning system as well as samples of the cleaning compound as required by the part manufacturer. 6.0 SOURCE APPROVAL AND QUALITY CONTROL 6.1 Supplier Requirements All suppliers to Navistar are required to be registered to ISO 9001 Quality System Requirements. Navistar will
14、also accept TS-16949 registration as long as the supplier can also fulfill all AIAG PPAP (Production Part Approval Process) documentation and approval requirements. Suppliers must maintain their certification with an accredited registrar and must furnish copies of registration certificates to their
15、Navistar Corporate Buyer upon request 6.2 Approval Parts supplied against contracts or purchase orders citing this specification shall be equivalent in all respects to those samples, which were approved by the purchaser. No changes in formulation or processing practices are permitted without approva
16、l. In the event that changes occur in material properties, processing practices, or labeling, the supplier shall notify Materials Engineering at TDTC and Navistar Purchasing and Supplier Development of the proposed change(s). Test data indicating conformance to all requirements of this specification
17、, test samples, and new/amended/updated Material Safety Data Sheet(s) (MSDS), in accordance with CFR Title 29, Section 1910, shall be submitted with the request for change. 6.3 Process Control The supplier shall either perform and report results of tests on specific lots of parts produced using ISO
18、9001 or TS-16949 guidelines, or provide statistical evidence of the lot having been produced in a state of statistical control and with a process capable of providing all required properties. The part supplier and the plant metallurgist and/or the quality control manager of the using NAVISTAR plant
19、may determine testing and reporting requirements on specific products. 7.0 SHIPPING, PACKING AND IDENTIFICATION Shipping and identification shall be in accordance with Navistar Manufacturing Standard MS-D-13. When packaged for resale, containers, packaging and identification shall be in accordance w
20、ith requirements set forth by the Parts Marketing Division of the Parts Operation at Cantera in Warrenville, Illinois.
