2、e of this commercial item description for all Federal agencies. 1. SCOPE. This commercial item description (CID) covers self-propelled, diesel-engine-driven, hydraulic operated, 12 and 20 cubic yard old3) (9.17 and 15.29 cubic metre (m3) heaped capacity, earth moving, scraper-tractors. The scraper-t

3、ractors covered by this CID are used for earth moving in construction projects. 2. CLASSIFICATION. The scraper-tractors shall be of the following types as specified (see 7.2): Type I Type II - Two driven traction wheels, 4 by 2. - Four driven traction wheels, 4 by 4. 3. SALIENT CHARACERISTICS. 3.1 S

4、tandard commercial uroduct. The scraper-tractors shall, as a minimum, be in accordance with the requirements of this CID and shall be the manufacturers standard commercial product. Additional or better features which are not specifically prohibited by this CID but which are a part of the manufacture

5、rs standard commercial product, shall be included in the scraper-tractors being Wshed. A standard commercial product is a product which has been sold or is being currently offered for sale on the commercial market through advertisements or manufacturers catalogs, or brochures, and represents the lat

6、est production model. 8、under a specific contract shall be identical to the extent necessary to ensure interchangeaility of component parts, assemblies, accessories, and spare parts. 3.3 Desian. 3.3.1 Safety. Ail moving parts, parts subjected to high operating temperatures, and parts energized electrically which are of suc

9、h a nature or so located as to become a hazard to operating and maintenance personnel shall be insulated, enclosed, or guarded. Protective devices shall not impair the operating functions. Platforms, steps, handholds, and rails shall be fiimished and located, where necessary, to ensure safe, easy ac

10、cess by personnel to those areas requiring fiequent maintenance or service. Ail safety systems provided for the operator shall be in accordance with Occupational Safety and Health Standards (OSHA). The scraper-tractors sha be provided with not less than the following safety equipment a. Windshield w

12、ving wheels, front and rear. 3.3.2 Drive axles. The drive axles of the tractorsand scrapers shall be equipped with an increased traction Werential device, and utilize planetary positive reduction gearing or direct spur gear reduction gearing. 3.3.2.1 Type I scraper-tractor (4 by 2). The tractor of t

13、he type I scraper-tractor shall have two wheels driven by a single selfantained engine. The tractor shall be coupled to tow the scraper equipped with two nondriven wheels. 3.3.2.2 Type II scraper-tractor (4 by 4). The tractor of the type II scraper-tractor &ail have two wheels driven by a single sel

14、f-contained engine. The tractor shall be coupled to tow the scraper, which shall be equipped with a singe selfantained engine mounted on the rear end of the scraper to provide power to two driven wheels. 3.3.3 Power to weight ratio. The scraper-tractor gross weight ratio to the net flywheel horsepow

15、er (hp) (watt 0) shall be not greater than 375 pounds (lb) per hp (170 kilogram (kg) per W) for the type I (4 by 2), not greater than 345 lb per hp (1 56 kg per W) for the type II (4 by 4). 3.3.4 Capacities, cutting and spreading dimensions, airning radius, and travel speeds. The scraper-tractor sha

19、3.5 Tractor frame. The tractor frame shall support or incorporate as integral parts the towing device(s), crankcase guard, fenders, oscillating hitch assembly, operators stations, powerplant, and power train. Towing device) shall withstand a pulling force of not less than 150 percent of the scraper-

20、tractors gross vehicle weight (see 7.4.1). The crankcase guard shall protect the crankcase, flywheel housing, accessories, and her assemblies exposed to damage from projecting obstructions likely to be encountered during normal earth moving operations. 3.3.6 Scraper frame. 3.3.6.1 Draft frame. The d

21、raft frame shall consist of the hitch assembly housing, gooseneck, and yoke. The draft frame shall be equipped with a positive mechanical locking device to prevent separation of the tractor and scraper during lifting operations and maintenance functions. 3.3.6.2 Push frame. The push frame shall inco

22、rporate towing hook(s) and either a push plate or roller mounted on the rear of the scraper. The frame shall support the rear engine and power train on the type II (4 by 4) scraper-tractor. The push plate or roller and fime shall withstand the forces applied to it without deformation or breakage, wh

23、en the scraper-tractor is push-loaded with other equipment of equal size. 3.3.7 Scraper bowl. The scraper bowl shall be of the front loading, front-lifting, open-bowl type, complete kith apron, blade base, ejector, cutting edges, and side bits. The complete bowl operation shall be hydraulically oper

24、ated. The bowl shall be power raised and power lowered and shall hold any position through its travel range with any load throughout the capacity range. A mechanical means &ail be provided for locking the bowl in the raised position. The bowl shall be free of overload beams, structures, and hydrauli

25、c components that would obstruct loading by means of crane shovels, draglines, and loaders. The bowl shall withstand, without permanent deformation or damage, all operating forces of the apron and ejector. 26、000b2 O48 D A-A-59243 heaped payload without permanent deformation or damage and without deflecting in overall width to an extent which would aversely afkt operation or cause excessive rub plate wear. In no case shall the overail width deflection be greater than 0.50-inch (12.7 mm). 3.3.7.1 Cutting

27、edges. The cutting edges shall consist of not less than three sections or more than four sections. All sections shall be reversible with two sections interchangeable. The cutting edges shall have a Cutting width not less than that specified in table I. 3.3.7.2 Side bits. The side bits shall be rever

28、sible side-to-side and interchangeable. 3.3.8 TransmisSion(s) and torque converter(s). The scraper-tractor shall have fiill torque power shift transmission(s) and torque converter(s). The transmission system shall provide not less than five forward and one reverse speed. Both transmissions of the tr

29、actor and scraper for the type II (4 by 4) shall be controlled and shifted together. Torque converter oil coolers shall be furnished. The coolers shall maintain the temperature of the oil entering the converters at a temperature of not greater than 275 degrees Fahrenheit (OF) (135 degrees Celsius (“

30、C). Tractor torque converter oil temperature indicators or high temperature waming devices shall be provided and located at the operators station. The torque converter oil temperature may be monitored by an audible warning system. 3.3.9 Steering mechanism. The steering mechanism for the scraper-trac

31、tor shail be power steering or power-assisted steering. The steering mechanism shall be capable of turning the tractor 90 degrees right or left of the longitudinal centerline of the scraper. 3.3.10 Brakes. 3.3.10.1 SeMce brakes. The scraper-tractor shall be equipped with full air service brake syste

32、m. The brake system sha stop a fiilly loaded scraper-tractor from a speed of 20 miles per hour (mph) (32 kilometre per hour (km/h) within 90 feet (27 m) from the point of brake pedal application. Brakes shall be equipped with an emergency stopping system to provide braking in the event of air pressu

33、re loss. Air reservoir shall have moisture bleeder(s). 3.3.10.2 Air parking brake system. The scraper-tractor shall be equipped with an air parking brake system. The parking brake shall hold a fully loaed scraper-tmctor on a 20 percent grade without the assistance of the service brakes. 3.3.11 Wheel

34、s, rims, and tires. The drive wheels of the tractor and wheels of the scrap shall be of the same size and interchangeable fiont to rear. The tires shall be wide base, tubeless, with all- dn-type tread. Tire and rim sizes, ply rating, and load rating at 30 mph (48 km/h) shall conform to either the TR

35、A Yearbook or the ETRTO Standards Manual recommendations. Tires shall be of rated capacity of not less than equal to the load imposed on each tire, measured at each wheel at the ground, with scraper-tractor loaed to rad gross vehicle weight. 3.3.12 Engine). 38、rque converter oil temperature indicator. h. Radiator guard. 3 -3.12.1 Batteries. Batteries shall be wet-charged, with electrolyte, and with sealed caps to prevent the intrusion of atmospheric moisture. 3.3.12.2 Exhaust. The engine($ shall be equipped with exhaust muffler and stack. The exhaust stac

39、k outlet(s) shall be provided with rain caps, 45degree or 90-degree bends, or automatic moisture drain. 3.3.13 Lighting. The lighting system shall be 12 volts and shall include the following: a. Two headlamps and two forward directed floodlamps or four headlamp bright and dim system. b. Not less tha

40、n two scraper floodlamps directed to illuminate the bowl, apron, and cutting edge at each side. c. Instrument panel lamp(s) to illuminate all instruments. 3.3.14 Hydraulic system. A hydraulic system shall be utilized for transmitting engine power to the mechanisms that operate the apron, bowl, eject

41、or, and steering. The hydraulic system shall withstand a bursting pressure of four times the working pressure. The system, including hoses, shall be suitable for operating temperatures ranging fiom - 20 OF to 250 OF (- 28.8 OC to 12 1.1 OC). The hydraulic system shall be fimished with full flow filt

The operators sation shall consist of a shock absorbing operator seat, steering wheel, a safety glass windshield equipped with power-operated windshield wiper), instrument panel, operating controls, and a rollover protective

43、structure conforming to SAE J 1040. The seat shall be equipped with a seat belt conforming to SAE J 386. All controls and instruments that are not already identified to show their intended function or operation shall be clearly identified for their intended operation and function with permanently ax

44、ed identification. Decals shall not be used. Controls shall be located within the dimensional spaces specified in SAE J 898. All instruments and markings shall be in the English language or International-type symbols. All instruments and markings shall be readily visible to the operator when seated

Closed cab accessories shall include a rearview mirror of the adjustable type, with a s

47、ize of not less than 4 inches by 8 inches (102 mm by 203 mm) and mounted on the le& exterior ofthe cab. The enclosed cab shall be furnished with an air conditioner, heater, and defroster. The air Conditioner shall be the manufcturers standard for maintaining the operators comfort level with outside

48、temperatures up to 115 “F (46 OC). The heater and defioster shall be the manufkctwers standard for maintaining the operators comfort in temperatures down to - 20 “F (- 38 OC). 49、ise limits. The sound level at the operators Station shall be measwed in accordance with SAE J 88 and SAE J 919. If the sound level in the area occupied by the operator is 85 decibels (db(A) or greater, a warning plate shall be permanentiy fixed in a conspicuous location at the operators control station. The warning plate shall contain the following: “CAUTION - HEARING PROTECTION REQUIRED.” The plate shall have a yellow background with black lettering and shall be of corrosion resistant material.
