SCOPE. This commercial
2、item description covers requirements for an inherently buoyant life preserver with collar for use on U. S. Navy surface ships and submarines by personnel performing any shipboard work except flight deck operations. 2. SALIENT CHARACTERISTICS. 2.1 Performance characteristics. The vest shall meet and
3、pass Type I personal flotation device (PFD) requirements in accordance with 46 CFR, subparts 160.002 and 160.055. The vest shall provide a minimum of 22 lbs of buoyancy, be able to turn an unconscious person that is face down in the water to an upright and slightly backward position, and provide an
4、adequate freeboard position to the wearer in offshore waters. 2.2 Design and construction. The inherently buoyant life preserver with collar is a PFD constructed in a vest style design and has a collar to provide head support. The vest shall contain SOLAS grade reflective tape and have pockets to co
5、ntain accessories as described in 2.2.5. The back of the vest shall contain a 1-inch high by 3-inch wide opening, horizontally centered about the back centerline of the vest, and located vertically between the wearers shoulder blades to allow a safety harness D-ring to fit thru the preserver. The ve
6、st shall contain a body adjustment strap and a chest strap. The vest design shall provide channels for routing the man overboard indicator (MOBI) antenna from its pocket to the top of the collar without affecting the transmission signal. (see Figures 1, 2, and 3) 2.2.1 Outer shell material. The vest
7、 shell shall be fabricated from a polyurethane-coated, 210-denier nylon material in an oxford weave and in color orange. The fabric shall have a minimum break strength of 90 lbs in each direction when tested in accordance with ASTM D5034 and minimum tear strength of 8 lbs in each direction when test
8、ed in accordance with FED-STD-191, method 5134. 2.2.2 Buoyant foam. The buoyant foam shall be closed-cell PVC. 2.2.3 Securing straps. The body strap shall be minimum 1-inch wide nylon, polyester, or polypropylene webbing secured with a D-ring, O-ring, slide adjuster, and snap hook ends. The chest st
9、rap shall be minimum 1-inch nylon, polyester, or polypropylene webbing secured by a metal or plastic slide buckle. 2.2.4 Sizing. The vest shall be a universal size (chest size 30 to 52 inches). 2.2.5 Accessories pockets. There shall be two pockets sized to hold the following: a. Distress marker ligh
10、t (see 6.3) b. Flat whistle (see 6.3) c. Sea dye marker (see 6.3) d. The left front pocket, located on the left front of the vest, shall be divided into two sections, which are to contain a
13、 whistle and a distress marker light. Each section of the pocket shall have an eyelet near the top of the pocket to attach an accessory cord for each device. It shall also have a hole in the flap to allow the bulb portion of the distress marker light to be seen while in the pocket. 2.2.5.2 Right fro
14、nt pocket. The right front pocket (with a divider) shall be located on the right side of the vest shall contain the sea dye marker and the MOBI. This pocket shall have an eyelet near the top of the pocket for the sea dye marker. It shall also have a hole in the top of it to allow the passage of the
15、MOBI antennae and one in the side to allow the MOBI to be turned on or off. The flaps of the pockets shall be secured to the pockets by hook and pile. 2.2.6 Accessories securing cords. The distress marker light, sea dye marker, and flat whistle shall be secured to the accessories pocket with a nomin
16、al 1/16-inch diameter nylon, polyester or polypropylene cord 24 inches in length, having a minimum tensile strength of 90 lbs when tested in accordance with ASTM D4268. 2.2.7 Distress marker light patch. The left collar shall contain a 2- by 4-inch loop tape patch to temporarily attach the distress
17、marker light for man-overboard situations. The distress marker light shall have a 1- by 2-inch nylon hook tape patch adhered to the back of the light. 2.2.8 Labeling. In addition to the labels/marking required by Code of Federal Regulations, there shall be a label marked with the Manufacturer Name,
18、Vest Model Number, National Stock Number, Contract Number, and Lot Number. 2.3 Environmental requirements. All components shall be UL recognized for use in PFDs, including accelerated weathering to UL 1191. 3. REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to use recovered materials t
19、o the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). 4. PRODUCT CONFORMANCE PROVISIONS. The products provided shall meet the salient characteristics of this Commercial Item Description, conform to the producers own drawings, specification
20、s, standards, and quality assurance practices, and be the same product offered for sale in the commercial marketplace. The government reserves the right to require proof of such conformance. 5. PACKAGING. Preservation, packing, and marking shall be as specified in the contract or order. 6. NOTES. 6.
