2、d Agencies of the Department of Defense. 1. SCOPE 1.1 Scope. This specification establishes the requirements for the procurement of one type of shipping and storage container for the PHOENIX Missile APd-54A Armament Sect ion. 2. The following documents form

8、 a part of this specification to the extent specified herein. Unless otherwise in- dicated, the issue in effect on date of invitation for bids or request for proposal shall apply. AMERICAN SOCIETY FOR TESTING AND MATERIALS: ASTM D1692-76 Rate of Burning and/or Extent and Time of Burning of Cellular

9、Plastics using a specimen supported by a horizonal screen, Standard Test Method 4. (Application for copies should be addressed to the American Society for Testing and Materials, 1916 Race Street, Philadelphia, PA 19103.) 3. REQUIREMENTS 3.1 General Requirements 3.1.1 Construction. The CNU-l63/E Cont

10、ainer shall be manufactured in accordance with NAVAIR Data Lists (DL) 67A242F1 and all documents referenced herein. 3.1.2 Conflicting Requirements. Conflicting requirements arising between this specification and any specification, publication or drawing listed herein shall be referred in writing to

11、the procuring agency or Contracting Office for interpretation and clarification. 3.1.3 Preproduction Sample. Unless otherwise specified in the contract or purchase order (see 6.2), two (2) preproduction samples of the container shall be manufactured using methods and procedures proposed k. -2- Provi

The sample will be tested as specified in Section 4 here- in for the purpose of determining that, prior to starting production, the contractors product

13、ion methods are capable of yielding items that comply with the technical requirements of this specification. 3.2 Performance Requirements and Product Characteristics. Con- . tainers covered by this specification shall be capable of meeting the following performance requirements and product character

14、istics. 3.2.1 Antistatic Test. The container shall be judged non-conduc- tive when successfully passing the test described in 4.4.0. 3.2.2 Self -Extinguishing. The container shall be judged self: extinguishing (non-burning) when successfully meeting the definition of non-burning of ASTM D1692, Part

15、27, as demonstrated by test in 4.4.1. 3.2.3 Shock and Vibration. There shall be no evidence of struc- tural failure or inability of the container to protect its contents when the container is subjected to the following tests: a. Low Order Repetitive Shock - 4.4.2 b. Rotational Drop - 4.4.3 c. Impact

16、 - 4.4.4 3.2.4 distortion, temporary distortion damaging the contents, or development of an unstable configuration when the container is subjected to the stacking Stacking. There shall be no evidence of breakage or permanent * test described in 4.4.5. 3.3 Workmanship. Workmanship in the fabrication

17、and assembly of containers, shall be of sufficiently high quality to assure that completed equipment will comply with all requirements of this specification. Part- cular attention shall be paid to bonding, painting, riveting, and marking. , The assembled containers shall be thoroughly clean of all d

18、irt, chips, and other foreign matter. The standards of workmanship exhibited in any ap- proved preproduction sample, subject to any qualification stated in the Governments notice of approval, shall be determinative of the requirements of the contract relative to workmanship insofar as not specifical

19、ly covered by applicable specifications. 4. QUALITY ASSURANCE PROVISIONS 4.1 Responsibility for Inspection. Unless otherwise specified I in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements as specified herein. Except . as otherwise spec

20、ified in the contract or order, the contractor may use his ovm or any other facilities suitable for the performance of the in- spection requirements specified herein, unless disapproved by the Govern- ment. The Government reserves the right to perform any of the inspections -3- I. Provided by IHSNot

22、ions. Inspection of the container shall be classified as follows: a. First Article Inspection (see 4.4) b. Quality Conformance Inspection (see 4.5) 4.3 First Article 4.3.1 First Article Sample. Two (2) preproduction samples of con- tainers manufactured in accordnace with 3.1.1 and 3.1.3 shall be sub

23、jected to the preproduction tests detailed in 4.4. Acceptance of the preproduc- tion samples shall be based on no defects in the samples. 4.4 First Article Inspection. Preproduction samples; after satis- factorily passing the examinations of 4.5.1 shall be subjected by the Naval Weapons Station Earl

24、e, Colts Neck, New Jersey 07722, to the following tests: 4.4.0 for 6 hours and cooled at room temperature for a minimum of 112 hour prior Antistatic Test. The sample container shall be dried at 100F to conducting this test. The container half (top or bottom) shall be placed on a non-conductive (elec

25、trical) surface and a flat section shall be stroked ten (10) times with a cat skin (Control Scientific Company, catalogue no. 78640). The container half will not be touched (grounded) while being tested. A Keithley Static Meter, Model 600A, detecting head no, 2501, will be held such that trhe lip is

26、 318 inches from the surface tested. The reading shall be taken within 20 seconds after the last cat skin stroke. The maximum reading shall not exceed 2.0 kilovolts. 4.4.1 Burn Test, Containers shall be judged “self-extinguishing“ when tested in accordance with ASTM D1692, Part 27. 44.2 Low Order Re

27、petitive Shock Test. The loaded container shall be tested at ambient temperature in accordance with MIL-STD-648 DaragraDh * -. 5.2.2 and shall meet the requirements of 3.2.3. 4.4.3 Cornerwise (Rotational) Drop Test. The loaded container shall be tested at -200F and +1400F in accordance with FD-STD-1

28、01 Method 5005 level B and shall meet the requirements of 3.2.3. 4.4.4, Incline Impact Test. The loaded container shall be tested at -20F and +1400F in accordance with FED-STD-101 Method 5023 with op- tional timber except endwise impacts shall be at a velocity of 10 feet per second and shall meet th

The loaded container shall have a super- imposed load of 1,680 pounds applied for a period of one hour

30、on its load bearing area and shall meet the requirements of 3.2;4. 4.5 Quality Conformance Inspection 4.5.1 Examination. Containers shall be examined for compliance with the requirements of NAVAIR Data List DL 67A242F1 (see 4.5.2). 4.5.2 Lot and Acceptable Quality Level. All containers of the same d

31、esign and configuration, manufactured under the same conditions and presented for acceptance at one time, shall be considered an inspec- tion lot for quality conformance tests. Inspection shall be conducted in accordance with MIL-STD-105 at Level II with an Acceptable Quality Level (AQL) of 1.0. 4.5

32、.3 Test and Equipment and Test Facilities. Unless otherwise specified, the manufacturer (see 4.1) shall furnish and maintah all normal test equipment, facilities and personnel necessary for performing all quality conformance tests. The test equipment shall be adequate in quantity, and unless definit

33、e requirements are specified, they shall be of sufficient accuracy and quality to permit performance of the required quality conformance test. 5.5.4 Test Conditions. Unless otherwise specified in a particulr test, all tests shall be performed at a temperature between 500F and 90F with ambient humid

34、i ty . 4. Certification of Conformance. The manufacturer shall pro- vide in writing a certificate of conformance, certifying that the material of all containers manufactured is ir? accordance with MIL-P-l9644C, Type II, Fire Retardant Class I, 2 lb/ft3 density. 5. PREPARATION FOR 3ELIVERY 5.1 Preser

35、vation. Twenty-four (24) units of fresh desiccant, MIL-D-3464, shall be placed in each container and the container cover secured. 5.2 Packing. Each container shall be overpacked in a fiberboard carton and taped closed. 5.3 In addition to any special. marking required by the contract or purchase orde

36、r, containers shall be marked in accordance with the applicable marking drawing and EIZL-STD-129. 6. NOTES 6.1 Intended Use.
