2、and is available for use by all departments and agencies of the Department of Defense. 1. SCOPE 1.1 Scope. This specification covers the requirements for the preparation of Technical Manual Data Lists (TMDL) and Technical Manual Data Cards (TMDC) for Contractor Furnished Equipment (CFE) including Pe
3、culiar Support Equipment (PSE). These lists and cards are used primarily to determine whether or not technical manuals (TM) are required for support of CFE items installed on weapons systems, weapons, major components, or equipment systems. 2. APPLICABLE DOCUMENTS 2.1 Issue of documents. The followi
4、ng documents of the issue in effect on the date of invitation for bids or request for proposal, form a part of the specifi- cation to the extent specified herein. 8、cting officer.) 3. REQUIREMENTS 3.1 General. TMDCs shall be prepared for CFE items capable of independent maintenance and installed in or furnished as accessories or supporting equipment for a system or end article. shall be prepared concurrently for equipment manufactured by the system/equipment co
9、ntractor or equipment procured from vendors. Vendor items modified by the sys- tem/equipment contractor to an extent requiring assignment of the system con- tractors part number are also to be included. Items previously reported on other contracts for another system or equipment shall be reported ag
10、ain showing new recommendations. When more than five TMDCs are prepared, a TMDL 3.1.1 Requirements for TMDCs. TMDCs shall be prepared only after the system/ equipment contractor has definitely established design incorporation of a ven- dor item or after an item to be manufactured or modified by that
11、 contractor has been approved by the procuring activity. shall not be reported. Additional items and changes to original items must be reported as procurement or manufacture thereof is established. These items shall be added by revision to the TMDCs previously prepared (see 3.5). 3.2 Abbreviations.
12、Abbreviations shall be limited to those in accordance with MIL-ST-12 and their use shall be restricted to an absolute minimum. Contemplated design incorporations 3.3 Manufacturers code. Manufacturers code designations shall conform to Handbook H4-1 and H4-2, Federal Supply Codes for Manufacturers. 3
13、.4 Follow-on contracts. For follow-on contracts (repeat procurements) which call for revisions or supplements to the basic TMDCs, only revisions are to be prepared. A new complete set of cards shall not be required for each additional procurement of the same end article. 3.5 Revisions. Revised TMDCs
14、 shall be prepared for items that delete, replace, supersede, supplement items previously reported, or when a change in maintenance philosophy has occurred. those spaces. changed and the change shall be explained in the remarks space. The remarks space shall also explain the purpose of issuing new c
15、ards such as “Original part no. 4624 not used,“ “This item used on serial no. 4624 and sub- sequent,“ “This item supersedes part no. 4624,“ and “Correction of part no. 4624,“ or depot item now requiring intermediate level coverage. TIIDCs shall be prepared when alternate CFE is adopted for use on the end system/equipment. The cards shall indicate that these items are al- ternates
17、and shall give the part nunbers for which they are alternates in the space for remarks. 3.7 Numbering. Basic TPDCs shall be numbered consecutively by the contractor . starting with the number 1. Additions to the basic cards shall be numbered to continue the original numeric sequence. A revised card
18、which replaces a pre- vious card shall be assigned the same numher as the card it replaces but with a letter suffix (example: 2A replaces 2; 3C replaces 3B). TIDCs for support equipment shall be separately sequenced starting with the number 1 preceded by the letter S (example: Sl, S2, S49, etc.) 3.8
19、 Preparation of Tf.inCs. TFDCs shall be prepared for the requiring activity on EJATSF Card Form 5600/214 (see Figure 1). This form consists of a card which may be reproduced as required. The form shall be completed hy typing informa- tion required on the card (front side only). Overflow information
20、may be pre- pared on supplemental 5“ X 8“ index cards attached to the header card. TMDC copy requirements shall he in accordance with Technical ? or b. This space shall contain the cost per item in reason- ably accurate round numbers. 3.8.1.12 Recommendation for coverage. This space shall contain the contrac
26、tors . recommendation as to whether or not a TM, source data, or both are required for . support of an item. In making the recommendation, the contractor shall give con- sideration to quantity of item used, item cost, degree of repairability, availa- bility and adequacy of commercial item data, usab
27、ility of existing manuals for similar item, degree and type of information required for item support, and suit- ability of engineering drawings and data packages particularly at depot level. Recommendations shall be based on logistic support or maintenance engineering analysis and shall be specific
28、as to the type of manual coverage contemplated, e.g., intermediate maintenance, depot maintenance, illustrated parts breakdown (IPB), depot/IPB manuals, source data, checklist manuals, calibration procedures manuals. The following information shall be included. 3.8.1.12.1 Manual title. Insert title.

If the title of the puhlitation is classified, the letter C or C shall he inserted to indicate the title is confi- dential or secret

If the contents of the publicatkon are Classified, the letter C or S shall be inserted to indicate the hiahest clas- sification of any of the contents. are unclassified. The letter U will indic
32、ate that the contents 3.8.1.12.6 Specification number. The number of the specifications (current . issues) to which the manual shall be prepared shall be inserted. 3.8.1.12.7 Estimated cost. The estimated cost of preparing each manual shall be shown. 3.8.1.12.8 Estimated page units. The estimated nu
33、mber of page units that a . new manual, revision, or change will contain shall be shown. 3.8.1.12.9 Delivery after receipt of order. After receipt of order, insert length of time it will take contractor to prepare reproducible copy of the publication(s) recommendeded, i.e., 30, 60, or 90 days or 4,
34、5, or 6 months as appropriate. 3.8.1.12.10 Publication requirement code. Insert publication requirement-codes (see NAVAIRIIJST 5600.7). 3.8.1.12.11 Component pilot rework (CPR). is required. Check whether or not a CPR package 3.8.1.12.12 Equipment delivery. The delivery date of the equipment shall b
35、e given. 3.8.1.12.13 Logistic Support Analysis (T,SA)/Source, Plaintenance, and Recoverability (SM&R)/Maintenance Engineering Analysis Record (MEAR) control number or code. The control numbers or codes assigned shall be shown as applicable. 3.8.1.12.14 Microfilm cartridge number When applicable, the
36、 appropriate microfilm cartridge number(s) in which the manuals are included shall be shown. 3.8.1.12.15 Remarks. Any pertinent information may be entered here. 3.8.1.12.16 Superseded part number. This space shall be filled in only in re- visions. When a new itern added by revision completely supers

A TIDL shall be prepared with the TlIDCs when more than five cards are prepared. The TMDL shall state the contractors name and address, applicable contract
40、 number(s), nomenclature, model designation of the end article(s) to which cards apply, the number of cards being prepared (e.g., card no. 1 through 175), and the estimated cost for each manual recom- mended. The TMDL for revisions shall list the cards in the revision and indi- cate whether or not p
41、revious cards are superseded. 3.10 TlDC form (NATSF 5600/214). TIIDC form NATSF 5600/214 should he obtained via the Contract Administrative Field Representative from the Naval Air Technical Services Facility, Philadelphia (assigned project coordinator or data manager) or the Figure 1 format depicted
42、 in this specification may be reproduced for use as required. 4 0 QUALITY ASSURANCE PROVISIONS 4.1 Responsibility for inspection. Unless otherwise specified in the contract, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise spec
43、ified in the contract, the con- tractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein unless disapproved by the govern- ment. The government reserves the right to perform any of the inspections set forth in the specification wher
44、e such inspections are deemed necessary to as- sure supplies and services conform to prescribed requirements (see 6.2.1). 5. PACKAGING 5.1 Packaging requirement . delivery without damage. Procurement documents should specify: a. Title, number, and date of this specification. h. Responsibili
49、ty for inspection (see 4.1). 6.2,2 Data requirements. which incorporates DD Form 1423 and invokes the provisions of 7-104.9(n) of the Defense Acquisition Regulations, the data requirements identified below will be developed as specified by an approved Data Item Description (DD Form 1664) and delivered in accordance with the approved Contract Data Requirements List (DD Form 1423) incorporated into the contract.
