17、cedence. 3. REQUIREMENTS 3.1. First article. Unless otherwise specified, (see 6.2), the contractor shall furnish three units for first article inspection (see 4.3). The first article shall be manufactured using the same methods, procedures, and tooling proposed for production. Approval of the first
18、article by the procuring activity shall not relieve the contractor of the obligation to supply equipment conforming to this specification. Changes or deviations in production units from the approved first article baseline shall require written authori- zation by the procuring activity. 3.2 Materials
19、. Materials used in fabrication of the water tank module shall be as specified on Drawing No. 845008A0000. Materials shall be free of defects and imperfections that might affect the serviceability and appearance of the finished product, Substitute material shall not be utilized prior to written auth
20、orization by the procuring activity. Materials not specified shall be selected by the contractor and shall be subject to all provisions of this specification. Materials shall not impart odor, color, or taste to the water, and shall conform to the requirements of the Environmental Pr
22、otection Agency (EPA) . 3.3 Design and construction. The water tank module shall be fabricated and assembled in accordance with Drawing No. 845008A0000 and as specified herein. 3.3.1 Safety approval. Necessary actions as prescribed in 49CFR451 (see Code of Federal Regulations) shall be accomplished
23、to obtain approval of the containers by an appropriate Convention for Safe Containers (CSC) approval authority (see 49CFR451), Sub- part B - “Approval of New Containers“ and the required CSC Safety Approval Plate shall be provided an affixed to the container as prescribed in 49CPR451, Subpart C - “S
24、afety Approval Plate.“) The notice of approval received from the approval authority which authorizes the attachment of CSC Safety Approval Plates shall. be furnished to the contracting officer within 30 days of receipt by the contractor. The contractor shall also provide a certificate to the contrac
25、ting officer stating the serial number, model number, and any pertinent manufacturing identification numbers of the tanks that are covered under each specific Notice of Approval. ments of ZZ-H-561, grade A, type I, style A, class 2. 26、equire- ments and be suitable for use with chlorinated potable water; 3.3.2 Hose. All hose and hose assemblies shall meet the require- 3.3.3 Insulation. The water tank module shall be insulated as specified on Drawing No. 845008A0000. 3.3.4 Cleanliness. All interior surfaces of the water tank module
27、 and components which come into contact with potable water during fillings, storage, transport and dispensing operations shall meet the cleanliness requirements of the EPA. 3.3.5 Welding and welders. 3.3.5.1 Weldinq. The water tank module and its components shall be welded in accordance with Drawing
28、 No. 845008A0000. Welding shall meet the requirements of MIL-W-8611. The surface of the parts to the welded shall be free from rust, scale, paint, grease, or other foreign matter. Spot, tack, or intermittent welds or greater strength shall not be permitted, unless other- wise cited in Drawing No. 84

Faulty welments shall be corrected by welding only. Peening shall not be utilized to correct faults. Weld spatters shall be removed.
31、 All parts shall be properly aligned and meshed and operable without interference, tight spotsr or other irregularities. 3.3.5.2 Welders. All welders shall be qualified for the types of welds required in the fabrication of water tank modules. Before assigning any welder to welding work, the contract
32、or shall provide the contracting officer with certification that the welder has passed qualification tests as prescribed by either of the follow- ing listed codes for the type of welding operation to be performed and that such qualification is effective as defined by that parti- cular code. Welding electrodes shall meet the require- ments of either MIL-E-19933 or MIL-E-22200/2. Electrodes used to weld class 304L corrosion-resisting steel shal
34、l be type MIL-309 or MIL-310 only. 3.3.6 Casting and forgings. Castings and forgings shall be manufactured in accordance with Drawing No. 845008A0000. All cast- ings shall be sound and free from patching, inclusions, misplaced coring, warping, or any other defect that reduces the castings ability to
35、 perform its intended function. Forgings shall be uniform in quality and condition, and shall be free from tears, cracks, seams, laps, internal ruptures, imbedded scale, segrega- tion, and other defects. a 3.3.7 Bolted and pinned connections. Bolt and pin holes shall be accurately punched or drilled
36、 and shall have the burrs removed. Washers or lockwashers shall be provided in accordance with good commercial practice and all bolts, nuts, and screws shall be tight. 3.3.8 Machine work. Quality of machine work shall meet accepted standards of the manufacturing industry. Where machined surfaces are
37、 required, adequate thicknesses shall be shown on the drawings, making due allowances for heat treating, hardening, finish grind- ing, and plating or coating based on shop experience and judgement. 3.3.9 Metal fabrication. Metal used in the fabrication of the water tank modules shall be free from ki
38、nks and sharp bends. The straightening of material shall be done by methods that will not cause injury to the metal. Shearing and chipping shall be done accurately. Flame cutting, using a tip suitable for the thickness of the metal, may be employed instead of shearing or sawing. Re- entrant cuts may
39、 be made with controlled means in order to ensure uniformity of size and shape. Parts and components shall be marked in accordance with MIL-STD-139. 3.9.3 Identification plate. The water tank module identification plate shall be in accordance with Drawing No. 845008A0000. 3.
48、9.4 Instruction plate. The water tank module instruction plate shall be in accordance with Drawing No. 845008A0000. 3.10 Workmanship. All parts, components, and assemblies of the unit including castings, forgings, molded parts, stampings, seals and sealing agents, machined surfaces, and welded parts
49、 shall be clean and free from any defects thac will reduce the capability of the water tank module to meet the requirements specified herein. Any components and assemblies which have been repaired or modified to overcome deficiencies shall not be used without prior approval of the contracting officer. External surfaces shall be free from burrs, slag, sharp edges, and corners except where sharp edges and corners are required. 4. QUALITY ASSURANCE PROVISIONS 4.1 R
