19、ble laws and regulations unless a specific exemption has been obtained.3. REQUIREMENTS3.1 First m-tick. When specified (SCC 6.2), a sample shall be subjcctcd to first articleinspection (see 6.5) in accordance with 4.3.3.2 Materials. The contractor shall select the materials used for producing the po

20、lyurethanefoam specified herein. Unless othcwise specified (see 6.2), the foam shall be prepared by mixingnot more than two materials, and not more than one material shall contain isocyanate groups.When specified (see 6.2 and 6.4.2), the cured foam shall not liberate halogen containing substancesint

21、o the atmosphere.3.2.1 Material safety data sheet (MSDS). The contracting activity shall be provided a materialsafety data sheet (MSDS) at the time of the contract award, The MSDS shall be provided inaccordance with the requirements of FED-STD-313 and 29 CFR 1910.1200, HazardCommunication Standard.

22、When FED-STD-313 is at variance with the CFR, 29 CFR 1910.1200shall take pree.edenc-e. FED-STD-313 shall bc modified and supplemented accordingly. The MSDSshall be included with each shipment of the material covered by this specification (see 6.6).3.3 Physiesd properties of cured foam. The physical

23、properties of the cured foam shall be asspecified in table I when tested.3.4 Color. The color shall be the natural color of the product-3.5 Odor. The cured foam shall be free of any objectionable odor.3.6 Homogeneity of fonm. The cured foam shall be free of non-foamed or soft, taclq particles.The fo

24、am shall be composed of small CCIISof approximately the same size.3.6.1 Blow holes. Blow holes shall be not larger than 1/2 inch, largest dimension, and notmore than one blow hole shall occur in any projected area of 6 by 6 inches (see 4.6.2). Not morethan three blow holes shall be in three adjacent

25、 l-inch thick layers of the cut sample block (see4.6.2.1). The materials shall have no adverse effect on the health of personnel whenused for its intended purpose

38、. Questions pertinent to this effect shall hc referred by the contractingactivity to the Naval Medical Command (NAVMEDCOM) who will act as an advisor to thecontracting agency.3.11 Worknmnship. The materials shall bc homogeneous and free from contaminants andforeign materials. Solid materials shall b

39、e free from lumps or coarse particles.4. QUALITY ASSURANCE PROVISIONS4.1 Responsibility for inspection. Unless otherwise specified in the contractor purchase order,the contractor is responsible for the performance of all inspection requirements (examination andtests) as specified herein. Except as o

40、therwise specified in the contract or purchase order, thecontractor may use his own or any other facilities suitable for the performance of the inspectionrequirements specified herein, unless disapproved by the Government. The Government resetvesthe right to perform any of the inspections set forth

41、in the specification where such inspections aredeemed necessary to ensure supplies and semices conform to prescribed requirements.4.1.1 Responsibility for compliance. All items shall meet all requirements of sections 3 and5. The inspection set forth in this specification shall become a part of the c

42、ontracts overallinspection .-system or quality program. 43、-,-,-MIL-P-21929Csupplies submitted to the Government for acceptance comply with all requirements of the contract.Sampling inspection, as part of the manufacuIing Operations, is an acceptable practice to ascertainconformance to requirements, however, this does not authorize submission of known defec

44、tivematcriai, cihcr indicated or actual, nor does it commit the Government to accept defectivematerial.4.2 Cksificatimt of inspections. The inspec!icm requirements specified herein are classifiedas follows:a. First articie inspection (see 4.3)b. Quality conformance inspection (see 4.4).4.3 First art

45、icle inspection. Firstarticie inspection shaii consist of the examinations and testsas specified in 4.4.3, 4.4.4, and 4.6.4S.1 First article samples. The firstarticle sample of the materials ruired for productionof the foam shall be sufficient for not less than three sample blocks (see 4.5.2). Two s

46、ample blocksshall be furnished to the contracting activity. When conditions for the use of materiais whichdeviate from those covered by the instruction sheet are specified (see 6.2), first articie samples ofthe foam shall be prepared at the lower and higher temperature extremes of the specifiedtempe

47、rature range for the materiais, mold, and cure, as applicable. Uniess othexwise specified (see6.2), acceptance of the first article samples shall not depend on completion of the storage life test(see 4.6.1 1). Production shall not be conducted without prior contracting activity approval.4.4 Quality

48、conformance inspection. Quality conformance inspection shall consistof theexaminations specified in 4.4.3.1, 4.4.3.2, and 4.4.4.1, and the tests specified in 4.6.1, 4.6.4, 4.6.7,4.6.8, 4.6.9, and 4.6.12 (see 6.3).4.4.1 Lot. For quality conformance inspection, a lot shall consist of all materials in

49、the ratiosrequired for preparation of the foam and offered for delivery at one time (see 6.3).4.4.2 Sampling.4.4.2.1 Sampling for exnminntion of mnterials. Unless otheruke specified (see 6.2), samplingfor examination of materials shall be in accordrmce with table II.4.4.2.2 Sampling for examination nnd test of cured foam. The sample for examination and testof the cured foam shall be one sample block prepared in
