2、ems Command, Department of the Navy, and is available for use by all Departments and Agencies of the Department of Defense. 1. SCOPE 1.1 Scope. This specification establishes the requirements for a fast drying, solvent type, gloss black paint for application on steel anchor chains. 1.2 Classificatio

3、n. The paint shall be of the following types, as specified (see 6.2.1): Type I - Paint with non-photochemically reactive solvents Type II - Paint with maximum solvent amount of 340 grams (see 3.3.1.1). per liter (see 3.3.1.2). 2. In the event of a conflict between the text of this specification and the references cited herein (except for associated detail specifications, specification sheets or MS standards), the t

19、ext of this specifi- cation shall take precedence. Nothing in this specification, however, shall supersede applicable laws and regulations unless a specific exemption has been obtained . 3. REQUIREMENTS 3.1 First article. When specified in the contract or purchase order, a sample shall be subjected

20、to first article inspection (see 4.3 and 6.3). 3.2 Material. 3.2.1 Formula. The paint shall be composed of chlorinated rubber and plasticizer dissolved in solvents. 3.3.1. Carbon tetrachloride and benzene shall not be used. Asbestos and components containing asbestos are prohibited, order, a certifi

The material shall have no adverse effect on the health of personnel when used for its intended purpose (see

24、4.2.2). The manufacturer of the material shall disclose the formulation of his product to the Navy Bureau of .Medicine and Surgery, Navy Department, Washington, DC 20372. 25、y information, which will be held in confidence by the Bureau of Medicine and Surgery, shall include: the name, formula, and approximate per- centage by weight and volume of each ingredient in the product; the results of any toxicological testing of the product; identification of its pyrolysis produ

26、cts; and any other information that may be needed to permit an accurate appraisal of any toxicity problem associated with the handling, storage, applica- tion, use, or disposal of material, Questions pertinent to this effect shall be referred by the contracting activity to the Naval Medical Command

27、(NAVMEDCOM) which will act as advisor to the contracting activity. 3.2.4 Material safetv data sheet. The contracting activity shall be provided a material safety data sheet (MSDS) at the time of the contract award. The MSDS shall be provided in accordance with the requirements of FED-STD-313 and 29

The solvent shall conform to the requirements herein specified.

31、 3.3.1.1 Type I solvent shall conform to the following requirements: (a) A combination of hydrocarbons, alcohols, aldehydes, ethers, 5 percent maximum. esters, or ketones having an olefinic or cycloolefinic type of unsaturation except perchloroethylene: atoms to the molecule except ethylbenzene, met

33、 or networking permitted without license from IHS-,-,-3.3.1.2 Type II paint shall have a maximum volatile organic content (less water) of 340 grams per liter. 3.4 Oualitative requirements. The paint shall conform to the qualitative O requirements specified herein. 3.4.1 Dry oDacity. A maximum of 7.0

34、 milliliters (mL) per 0.948 square meter of the paint shall be required to obtain a dry film contrast ratio of 0.92 (see 4.5.9). 3.4.2 Color and gloss. The color and gloss of the paint shall match the dry color chip no. 17038 of FED-STD-595 (see 4.5.10). 3.4.3 ApDearance. The material shall appear s

35、mooth, uniform, and free from dirt, grit, clots, gel bodies, or other insoluble matter (see 4.5.11). 3.4.4 Heat resistance. The dry film shall not deform, blister, crack, emit . odors, or exhibit any visible evidence of deterioration and shall show no transfer of paint (see 4.5.12). 3.4.5 Salt spray

36、 resistance. .milligrams dissolved iron (see 4.5.13). Test specimens shall show a maximum of 3.0 3.4.6 Oil resistance. The dried paint film shall show no loss of adhesion (see 4.5.14). 3.4.7 Adhesion. The dried paint film shall show no loss of adhesion (see a 4.5.15). 3.4.8 Stability. 3.4.8.1 Filled

37、 containers. The paint, as received in its filled original container, shall be readily mixable, either by paddle, shaker, or mechanical stirrer, to a smooth, uniform consistency and shall conform to all requirements as specified herein. The paint shall not curdle, liver, gel, seed or develop any oth

40、allet construction, members, blocking, bracing, and reinforcing shall be fire-retardant treated material conforming to MIL-L-19140 as follows: Level A and B - Type II - weather resistant Level C - Type I - non-weather resistant Category 1 - general use. Category 1 - general use. (2) Fiberboard, When

41、 specified (see 6.2.1), fiberboard used in the construction of class-domestic, non-weather resistant fiberboard, and cleated fiberboard boxes including interior packaging forms such as die-cuts, cells, pads, separators, and partitions where required shall meet the flame spread index and the specific

42、 optic density requirements of PPP-F-320 and amendments thereto. 43、 attached to the shipping document for each destination (see 3.2.4). 6. NOTES 6.1 Intended use. This paint is intended for use as a coating for steel anchor chains. This product may be applied where air pollution regulations apply 6.2 Ordering data, 6.2.1 Acauisition reauirements. Acquisition docume

44、nts should specify the f o1 low ing : Title, number, and date of this specification. Type required (see 1.2). First article sample, when required (see 3.1). Identification markings required (see 3.5). Inspection conditions, if other than as specified (see 4.2.1). When ingredients are to be provided

45、for test purposes (see 4.4.5). Level of packaging and level of packing required (see 5.1). Size of container required (see 5.1). When fire-retardant requirements are not required (see 5.1). The following Data Item Descrip- tions (DIDs) must be listed, as applicable, on the Contract Data Requirements List (DD 1423) when this specification is applied on a contract,
