The coating compound furnished under this speci-fication shall be products which are qualified for listing on the appli-cable qualified products list at the time set for
6、opening of bids (seeQ.3 and 6.3).a71 3.2 Material composition. The compound shall have a compositionthat complies with the requirements of this specification and is asbestos-free. A certificate of compliance shall be required that the compoundis asbestos-free (see 6.2.2). The compound shall be suita
7、ble for the pur-pose intended, without heating or the addition of any other ingredients.It shall not contain any ingredient which a75ay affect the serviceabilityOr have a harmful effect o“ the thermal insulation or metal Surfaces onwhich it is intended to be used. It shall be free of grit. lumps, an
8、dskins: and from any toxic ingredients which may adversely affect the healthof workmen using it. The compound shall be suitable for application witha stiff brush or trowel.3.3 Stability.3.3.1 Storage stability. The compound shall not liver, settle orotherwise deteriorate when stored for a period of

15、ound as part of FED-STD-313. The14SDS shall be included with each shipment of the material covered by thisspecification.u. QUALITY ASSURANCE PROVISIONS4.1 Responsibility for inspection. Unless otherwise specified inthe contract. the contractor is responsible for the performance of allinspection requ
16、irements as specified herein. Except-as otherwise specifiedin the contract, the contractor a75 ay use his own or any other facilitiessuitable for the performance of the inspection requirements specifiedherein, unless disapproved by the Government. The Government reserves theright to perform any Of t
17、,he inspe=t,in get forth in the Speciffcat. iOnwhere such inspections are deemed necessary to assure supplies and SerVicesconform to prescribed requirements.U.2 Classification of inspections. The inspection requirementsspecified herein are classified as follows:(a) Qualification inspection (see 4.3)
18、.(b) Quality conformance inspection (see 4.4).4.3 Qualification inspection. Qualification inspection shall be d:,conducted at a laboratory satisfactory to the Naval Sea Systems Command. -:.Qualification tests shall consist of the tests speoified In 4.5 (see 6.3). .,;:4.4 Quality conformance inspecti
19、on. The quality conformance inspec-tion shall consist of the examination of filled container.$ in accordancewith U.U.4, and the tests of the. compound samples in accordance with 4.5.3,and 4.5.4. If any sample fails “any test, the represented lot shall berejected.4.4.1 Lot. For purposes of inspection
20、. a lot shall consist of allCompound frone production batch offered for delivery at one time.4.4.2 Sampling for examination of filled container. A randomsample of fiiled containers shall be seleoted from each lot in accordancewith MIL-STD-105 at inspection level I and acceptable quality level eqtial

The com
24、pound shall be stored for a period of 1year in an airtight container. At the end of this period, the compoundshall be examined to determine conformance with 3.3.1.0.5.1.2 Freeze thaw stability. The compound shall be subjectedto a temperature of 16QF for 16 hours and returned to room temperaturebefor
25、e testing for stability.0.5.2 Water vapor permeability.4.5.2.1 APP aratus. The apparatusE 96.Q.5.2.2 Procedure. The procedureshall be as specified in ASTMshall be procedure B:of ASTM E 96.0.5.2.3 Test specimens. The supporting a75embrane of the test speci-a75 en shall be of any porous, semi-rigid ma
26、terial such as the glass-clothfacing of fibrous glass hull insulation board. A 1/16 inch wet coat ofthe compound shall be applied to the supporting a75embrane by means of adoctor blade. The membrane shall be of size to yield 4 specimens. Thecoated specimens shall be air-dried for 72 hnurs prior to a
27、ssembly.a“ce 3AS%”I0.5.4 Flexibility.4.5.4.1 Apparatus.The flash point ehall be determined in accord-The apparatus shall consist of the following:(a) A tin plate panel 8 by 18 inches, clean and dry in accord-ance with;method 2012 of FEO-STO-141.(b) A film applicator with a clearance of I/16 inch and
28、 a gapof sufficient size to make a film 3 to 6 inches wide.(c) A steel a75andrei 1/4 inch in diameter and 6 inches long sup-ported at each end.a71 4.5.4.2 Procedure. The 8 by la-inch tin panel shall be placed ona flat aurfaae. Using the film applicator. a film of the oompound 18inohes long a75nd 3 t
29、o 6 inches wide shall be applied on the panel. Thecoated panel atxall be air dried for 72 hours at 73F : 1F and 50 PerOent :2 percent R.li. Four l-l/2- by 4-inch strlpa shall be out from the ooatedportion of the panel. Two of the strips shall be placed in an electricair circulating oven and baked at
30、 158F 2F for 48 hours. The othertwo strips shall be placed in fresh water at a te-mperature of 75F for48 hours. The strips shall be removed from the oven and water and allowedto come to room temperature. Then the strips shall be bent rapidly overthe surface of the mandrel. The strips snail be examin
31、ed for cracks atthe bend. 32、65c4.5.5 Mater resistance. The test strips prepared in accord arice with4.5. U.2, and immersed in water for the specified time, shall be observedfOr evidence of leaching disintegration, loss of adhesion or other indica-tions of volubility in water.U.5.6 Corrosion protection.4.5.6.1 Ap paratus. The a
33、pparatus used shall be as specified inAST14 B 117.4.5.6.2 Procedure. A 0.125 inch wet coating of the compound shallbe applied to unprimed steel panels and air dried for 30 days. A lineshall be scribed through the coating with a sharp instrument so as to ex-pose the underlaying a75atal surface before
34、 testing. The coated panels shallbe subjected to salt spray for 30 days. Then the panels shall be examinedfor signs of rusting or corrosion.U.5.7 Paint compatibility. A block of thermal insulation c.enform-ing to class 2 of 141L-I-2819, by 4 by 2 inches thick shall be coveredwith a continuous piece
35、of fiber glass cloth cut so there are a a75inimumnumber of seams. The cloth shall be secured tightly to the surface ofthe block. A coat of type II compound shall be applied and allowed todry for 72 hours. A coat of enamel conforming to MIL-E-17970 shall thenbe applied to the specimen. Adhesion shall
36、 be determined in accordancewith a75ethod 6301 of FEO-STD-141.4.5.0 Fire resistance.U.5.8.I Procedure. A strip of fiberglass tape 6 inches long, 1-1/2to 2 inches wide and 0.005 to 0.007 inch thick shall be given a thin coat(approximately 30 roils, wet) of vapor-barrier coating and then dried inan el
37、ectrically heated oven for 2 ho”urs at 220F. The specimen shall beremoved and suspended vertically from a clamp covering the upper 1/2 inchof the specimen. A Bunsen burner with a l-inch blue flame shall be placedat the bottom of the free end of the specimen so that 1/2 inch of thespecimen is in the
38、burner flame. The burner shall be removed at the endof 5 seconds, and the duration of any residual burning recorded./“-.Q.:4.5.9 Packaging inspection.
