2、 the Department of Defense. 1. SCOPE 1.1 This specification covers the requirements for one type of flagstaff stand. 2. APPLICABLE DOCUMENTS 2.1 Government documents. 2.1.1 Specifications, standards, and handbooks. Unless otherwise specified, the following specifications, standards, and handbooks of

In the event of a conflict between the text of this specification and the references cited herein, the text of this specification shall take precedence. Nothing in this document, however, supe

14、rsedes applicable laws and regulations unless a specific exemption has been obtained. 3. REQUIREMENTS 3.1 Standard samples. Standard samples are furnished solely for guidance and information to the contractor (see 6.3). Variation from this specification may appear in the standard sample, in which ca

15、se, the specification shall govern. 3.2 First article. Unless otherwise specified (see 6.2), before production is commenced, a finished stand shall be submitted, or made available to the contracting officer or his authorized representative for approval. The approval of the first article authorizes t

16、he commencement of production but does not relieve the contractor of responsibility for compliance with all applicable provisions of the specification. The first article shall be manufactured by the contractor in the same facilities to be used for the manufacture of the production items. 3.3 Materia

17、ls. 3.3.1 Wood. All wood used for the stand shall be plain sawed hardwood oak, dried to moisture content of 6 to 10 percent at time of assembly. The wood pieces shall be sound, free from knots, decay, checks and cross grain, or any other fabricating defects affecting strength, wear or finish. 3.3.2

18、Adhesive. The adhesive shall conform to type III of MMM- A-188. 3.3.3 Varnish. The varnish shall conform to TT-V-121. 3.4 Desiqn. The stand shall be the U. S. Marine Corps design shown on Drawing No. 71C5035A0000. 3 Provided by IHSNot for ResaleNo reproduction or networking permitted without license

19、 from IHS-,-,-MIL-S-28782A 83 = 777970b 0472541 7 M 4 3.5 Construction. The construction shall conform in all respects to Drawing No. 71C5035A0000 and as specified herein. 3.5.1 Fabrication. The stand shall be fabricated of hardwood specified in 3.3.1. Each wood piece shall be completely machined in

20、cluding properly fitted mortise and tenon; exposed wood shall be sanded smooth and sharp edges shall be broken. 3.5.2 Gluina. All gluing shall be done with the adhesive specified in 3.3.2. Adhesive shall be applied to the mating surface in an adequate and uniform manner as recommended by the glue ma

21、nufacturer. Assembly periods and clamping or pressing time shall be in accordance with the glue manufacturers instructions. 3.5.3 Finish. All exposed surfaces of the stand shall have two coats of varnish conforming to 3.3.3. The first coat of varnish shall be thoroughly dried and lightly sanded befo

22、re application of the second coat of varnish. 3.6 Finished measurements. The finished flagstaff stand shall conform to the measurements shown in Drawing No. 71C5035A0000. 3.7 Markina. Each stand shall have an adhesive label placed on the side of one leg containing the following information: NSN Cont

23、ractor Contract No. 3.8 Workmanship. The finished stands shall conform to the quality and grade of product established by this specification. The occurrence of defects shall not exceed the applicable acceptable quality levels (AQL). 4. QUALITY ASSURANCE PROVISIONS 4.1 Responsibilitv for inspection.

24、Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements (examinations and tests) as specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own or any other fa

25、cilities suitable forthe performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure supplies and services c

26、onform to prescribed requirements. 4.1.1 Responsibility for compliance. The inspec

27、tion set forth in this specification shall become a part of the contractors overall inspection system or quality program. The absence of any inspection requirements in the specification shall not relieve the contractor of the responsibility of assuring that all products or supplies submitted to the

28、Government for acceptance complywith all requirements of the contract. Sampling inspection, as part of manufacturing operations, is an acceptable practice to ascertain conformance to requirements, however, this does not authorize submission of known defective material, either indicated or actual, no

29、r does it commit the Government to acceptance of defective material. 41.2 Certificate of compliance. Where certificates of compliance are permitted, the Government reserves the right to check test such items to determine the validity of the certification. 4.2 Classification of inspection. The inspec

30、tion requirements specified herein are classified as follows: a. First article inspection (see 4.4) b. Quality conformance inspection (see 4.5) 4.3 Inspection conditions. Unless otherwise specified all inspections shall be in accordance with the provisions set forth in MIL-STD-105. 4.4 First article

31、 inspection. When a first article is required (see 6.2), it shall be examined for the defects specified in 4.5.3.2 and 4.5.3.3. The presence of any defect or failure to pass any test shall be cause for rejection of the first article. The number of units to be inspected shall be specified by the cont

32、racting officer (see 6.4). 4.5 Quality Conformance Inspection. 4.5.1 Component and material inspection. In accordance with 4.1 above, components and materials shall be tested in accordance with all requirements of referenced specifications, drawings and standards unless otherwise excluded, amended,

33、modified or qualified in this specification or applicable purchase document. Inspection shall be made during the manufacturing process for conformance to the following processes. Whene

35、ver nonconformance is noted, correction shall be made to affected items and process. The Government reserves the right to exclude from consideration for acceptance any material for which in-process inspection has indicated nonconformance. 46、ied in Drawing No. 71C5035A0000 shall be classified as a defect. The inspection level shall be S-3 (see 6.5). 4.5.4 Examination of preparation for deliverv recruirements. An examination shall be made to determine compliance with packaging, packing, and marking requirements of Section 5 of this speci

47、fication. The sample unit shall be one shipping container fully prepared for delivery with the exception that it need not be sealed. Defects of closure listed below shall be examined on shipping containers fullyprepared for delivery. The lot size shall be the number of shipping containers in the end
