This standard is approved for use by all Departments andAgencies of the Department of Defense.2. This standard covers the establishment andimplementation of an Electrostatic

3、 Discharge (ESD) ControlProgram for any activity that designs, tests, inspects, services,manufactures, processes, assembles, installs, packages, labels,or otherwise handles electrical or electronic parts, assembliesand equipment susceptible to damage by static electricity. Thisdocument provides cont

4、rol program requirements for ESD sensitive(ESDS) items susceptible to damage from discharges of up to15,999 volts Human Body Model (HBM) Classes 1-3. This standarddoes not apply to electrically initiated explosive devices orpart level design requirements. MIL-HDBK-263 provides additionalinformation

5、relative to the implementation of this standard.3. Electrostatic charges are generated by the relativemotion, physical separation of materials or flow of solids,liquids, or gases. Common sources of ESD include personnel,items made of common plastics, an”dprocessing equipment. ESD candamage parts by

6、direct contact with a charged source or bycharges induced from electrostatic fields. Examples of ESDSparts are micro-circuits, discrete semiconductors, thick and thinfilm resistors, hybrid devices and piezoelectric crystals.4. The purpose of this standard is to establishcomprehensive requirements for an ESD control program to minimizethe effects of E

15、SD on parts, assemblies, and equipment. Aneffective ESD control program will increase reliability anddecrease both maintenance actions and lifetime costs. Thisstandard shall be tailored for various types of acquisitions.1.2 a. This standard defines the performancerequirements for an ESD control prog

16、ram for electrical andelectronic parts, assemblies, and equipment, susceptible todamage from ESD. Electrically initiated explosive devices andpart level design are excluded from these requirements. Thisstandard covers identification, testing, classification, assemblyand equipment design criteria, pr

17、otected areas, handlingprocedures, training, marking of hardware, protective coveringand packaging, and provides for quality assurance requirements,audits and reviews.1.3 Application. This standard shall apply to Governmentactivities and contractors, subcontractors, suppliers, andvendors. When this

18、standard is applied to Government activitiesthe term “contractor” shall be replaced with “Governmentactivity” as appropriate.2. APPLICABLE DOCUMENTS2.1 General. 36、 . .MIL-STD-1686C3. DEFINITIONS3.1 The definitions of terms not defined herein shall be inaccordance with MIL-HDBK-263.4. GENERAL REQUIREMENTS4.1 General. Contractors shall establish, implement, anddocument the ESD control program in accordance with therequirements of this standard. Contractors shal

37、l also apply theESD control program requirements (see 5.1.1) to subcontractors,suppliers, and vendors to provide continuous protection for ESDSparts, assemblies and equipment. Detailed guidance forestablishing, implementing, documenting, and auditing theelements of an ESD control program is provided

38、 in MIL-HDBK-263.4.1.1 Tailoring of this standard. This standard, orportions thereof, may not apply to all acquisitions orapplications. The contractor shall tailor the ESD controlprogram for the acquisition by selecting the applicable elementsof figure 1. The reference numbers in figure 1 are includ

39、ed forready reference to the appropriate sections of this standard.Figure 1 cannot, and does not take precedence Over contractual.delivery order or this standards requirements. Tailoring issubject to approval by the acquiring activity.5. DETAILED REQUIREMENTS5.1 ESD control program plan. The contrac

40、tor shall preparean ESD control program plan that addresses each of the elementsof the ESD control program shown in the tailoring flow chartdepicted in figure 1. The ESD control program plan is theprincipal document for designing, implementing, and auditing theESD control program. The goal is a full

41、y implemented andintegrated ESD control program that conforms to the qUalitysystem requirements.5.1.1 Subcontractor control. The contractor shall ensurethat subcontractors, suppliers and vendors have established andimplemented an ESD control program in accordance with therequirements of this standar

44、ee 5.2.2),protected areas (see 5.3), and handling procedures (see 5.4)provide the requisite levels of ESD protection in accordance withthe requirements of thts standard. 11 characterization of theESD susceptibility of a part is accomplished by classification tothree defined models: the Human Body Mo

45、del (HBM), Machine Model(MM), and Charged Device Model (CDM). The HBM, MM, and CDMsensitivity classification of parts shall be in accordance withtables I and II. HBM ESD sensitivity classification of parts shall bedetermined as follows:(a) At the discretion of the contractor, all partsshall be considered as HBM ESD sensitive.
