REQUIREMENTS 3.1 General requirements. 3.1.1 Pre-production samples. - Unless otherwise specified in the con- tract or order, pre-production samples of the tape shall be manufactured by the methods and procedures proposed for the production lot. shall be tested ao specified in section 4 herein and

These samples See 4.1.2. 3.1.2 Materials. 3.1.2.1 Backing. - The backing material shall be a high grade polytetra- fluoroethylene, etched or prepared so that conventional adhes

12、-T-22260 (Wep) 3.1.2.2 Adhesive. - The adhesive shall be pressure-sensitive and shall not require heat, moisture, or other specific preparation prior to applica- tion. The adhesive shall be non-corrosive and thermosetting or heat-curing. 3.1.2.3 Rolls. - The tape shall be furnished in lengths of 18,
13、 36, 60, and 72 yards per roll, unless otherwise specified. Where the tape is re- quired for machine taping, the overall diameter of the roll and the mandrel diameter of the cylinder core shall be specified by the contract or purchase order; when the tape is applied by hand, it shall be put up in ro
14、lls over a core diameter of three inches, unless otherwise specified. 3.1.3 Gages. - The contractor shall provide himself with whatever gages are necessary and adequate to ensure that the material to which this speci- fication applies will meet the dimensional requirements of the specifica- tim. If
15、so stipulated in the contract, order, or requisition, the Govern- ment will furnish drawings of pertinent Navy Final Inspection Gages for guid- ance in the design of the contractors inspection gages. cedure shall not relieve the contractor of, his responsibility in the design and manufacture of such

21、hall aver- age at least 2.1, when tested as in 4.5.4.2. 3.2.3 Tensile strength. - The tensile strength of the tape shall aver- age at least 2500 pounds per square inch in both the machine and transverse directions, when tested as in 4.5.4.3. 3.2.4 than 150 percent in both the machine and transverse

25、Ob4 BEL-T-22260 (Wep) 3.2.11 Dielectric constant. - Dielectric constant shall average at least 2.0 at 1000 cycles, when tested as in 4.5.4.11. 3.2.12 Power factor. - Power factor shall average at least 0.0003 at 60 to 100,000,000 cycles, when tested as in 4.5.4.12. 3.2.13 Volume resistivity. - Volum
26、e resistivity shall be a minimum average value of megohms, when tested as in 4.5.4.13. 3.2.14 Surface resistivity. - Surface resi tivity, at 100 percent R.H., shall have a mini.num average value of 3.6 by 10 8 megohms, when tested as in 4.5.4.14. 3.2.15 Dielectric strength, short time. - Short time

QUALITY ASSURANCE PROVISIONS 4.1 Government inspection. - The Government inspector will make such inspections as are necessary to determine that the tape is in accordance with the requ
29、irements of the contract and specifications. Unless otherwise specified, these inspections will be conducted in accordance with instruc- tions contained in NAVORD OP 400. 4.1.1 Sampling. - Unless otherwise specified by the contract or pur- chase order, and when applicable, the sampling plans and pro
30、cedures used by the Government inspector in the determination of the acceptability of products submitted by a supplier for Government inspection shall be in accordance with 4.1.2 and 4.1.4. 4.1.2 Pre-production sample. - Unless otherwise specified for each con- tract or order, a representative sampl
31、e of five rolls shall be manufactured by the methods and procedures proposed for the production lot. These shall be submitted to the Government inspector for pre-production tests at an activity designated by the Bureau of Naval Weapons, for purposes of deter- mining compliance with the requirements
32、of the contract and specifications. Further production of the item by the contractor prior to approval of the contracting activity or the completion of tests on the pre-production sam- ples shall be at the contractors risk. Pre-production samples accepted will be applied as part of the quantity spec

34、pection of units of pro- duct, the term “lot“ shall mean “inspection lot“; i.e., a collection of units of product submitted by a supplier for Government inspection. Unless otherwise determined by the Government inspector, each shipment of units of product shall be a separate “inspection lot“ and may
35、 differ from the quan- tity specified in the order or contract. Where a shipment consists of less than 60 units, the Government inspector may select and combine several ship- ments into one “inspection lot.“ In any event, all units of a single “in- spection lot“ shall be made to the same design, wit
36、h the same material and manufacturing techniques, and shall be part of one continuous production run. 4.1.4 periodic production samples. - The Government inspector shall randomly select from each production lot a number of units equal to 10 per- cent of the lot size, but not less than 6 nor more tha
37、n 40 units. Unless otherwise specified in the contract or purchase order, these units shall be submitted to a Bureau of Naval Weapons assigned activity to determine com- pliance of the samples with the requirements of the contract, specifications, and drawings. specifications and withstands the test

39、actors inspection shall be conduct- ed in accordance with provisions of “Inspections by Contractor“, as contain- ed in NAVORD OP 400. 4.3 Classification of tests. - Inspection and testing of the tape shall be classified, as follows: 4.3.1 Pre-production and periodic production tests. - Pre-productio
40、n and periodic production tests shall be accomplished on samples selected as specified in 4.1.2 and 4.1.4 which are representative of the production of the tape after the award of the contract, to determine that the production meets the requirements of this specification. These tests are detailed in
41、 4.5. Acceptance shall be based on no defects in the sample. the sample to comply with these requirements will result in the rejection of the lot or the cessation of production, as determined by the procuring activity . Failure of 4.3.2 Tests after delivery. - Unless otherwise specified in the con-
42、tract, the Government reserves the right to conduct any or all of the tests specified herein, as deemed necessary, after receipt of the tape. Any de- fects discovered during or after these tests due to the contractors fail- .Ure to comply with the specifications for this material shall be corrected

44、Wep) 4.4 Test equipment. 4.4.1 Testing machine. - The testing machine shall be similar to that described in method 1041 of PED-STD-175, with at least a 10-inch jaw sep- aration, a preferable working range of O to 10 pounds, with readings in 0.1 pound increments or less, and with a pulling clamp spee
45、d of 12 plus or minus 0.5 inches per minute. 4.4.2 Steel strip. - A cold-rolled, corrosion resisting steel strip (ASTM Standard Designation A167, Type 302 or 304) 1/16 inch by 2 inches by 5 inches, finished to a surface roughness of not more than 20 nor less than 10 microinches, as measured by a sur
46、findicator or equivalent surface measur- ing device, shall provide a rigid base for testing adhesion of tape. Strips shall be polished lengthwise and measurements taken crosswise. Quarter- inch scribe marks shall be placed on one edge of the strips at 1/2-inch in- t erva1 s. 4.4.3 Roller. - The stee
47、l roller required shall be 3.25 inches plus or minus 0.1 inch in diameter by li75 plus or minus 0.5 inches in width, shall be covered with rubber approximately 1/4 inch thick, and shall have a duro- meter hardness of 80 plus or minus 5. The weight of the complete assembly, which is controlled by the
48、 original diameter of the steel roller, shall be 4.5 plus or minus 0.1 pound. 4.5 Pre-production and periodic production tests. 4.5.1 The contractor or Government inspector shall conduct pre-pro- duction and periodic production tests as specified in 4.3.1 to assure that the upper or movable member s
49、hall consist of a foot having a flat steel face measuring 1/4 inch in diameter and so arranged as to move with its face parallel to the face of the anvil at all times. The movable member shall be of such weight and shall be so attached to the oper- ating rod of the micrometer that three ounces of dead weight shall be ap- plied to all samples being measured. Measurements shall be made at random in lengths of not less than three feet on each roll of tape, and
