SCOPE1.1 Scope. This specification cover

17、ecedence. In the event of a conflict between the textof this specification and the references cited herein, the text of thisspecification shall take precedence. Nothing in this document, however,supersedes applicable laws and regulations unless a specific exemption hasbeen obtained.3. REQUIREMENTS*
18、3.1 Qualification. The adhesives furnished under this specificationshall be products which are authorized by the qualifying activity for listingon the applicable qualified products list at the time of award of contract(see 4.3 and 6.3). In addition, the retention of the qualification for theadhesive
19、 on the applicable qualified products list shall be dependent onperiodic verification of continued compliance with the requirements of thisspecification (see 4.3.3).* 3.2 Material. The ingredients used to manufacture these adhesivesshall be suitable in all respects for the purpose intended. The adhe
20、siveshall not cause deterioration of the test substrates.3.2.1 Characteristics. The material, a one-part solvent dispersedadhesive, shall be air curing without the use of heat or pressure, and shallbe suitable as received, for application by use of a brush of natural orsynthetic fibers. A flexible c
21、ontinuous film having tackiness, strength,stretch, adhesion, and aging properties suitable for the intended purposeshall remain after the evaporation of the solvent. The film shall show nopock marks or visible evidence of porosity.3.2.2 Formulation changes. New qualification tests shall be requiredi

The adhesive shal
23、l have no adverse effect on thehealth of personnel when used for its intended purpose. Questions pertinentto this effect shall be referred by the contracting activity to theappropriate departmental medical service who will act as adviser to thecontracting agency. The manufacturer at time of qualific
24、ation shall certifythat the adhesive contains no substance known to be toxic to the user undernormal conditions of use. Material safety data sheets shall be prepared andsubmitted in accordance with FED-STD-313, one copy of which shall be forwardedto the preparing activity of the specification and on
25、e copy to the qualifyinglaboratory.3.3 Physical properties.3.3.1 Strip adhesion strength. The strip adhesion strength of theadhesives shall conform to table I when tested as specified in 4.6.2.3.3.2 Dead load (Type II only). Type II adhesives, when tested asspecified in 4.6.3, shall be capable of su
26、pporting a dead load of 0.9 kg (2lbs) with no more than 1.27 cm (0.5 inch) creep or separation along theadhesive layer. They shallflow easily, spread evenly, and cover the surface adequately when applied asspecified in 4.6.4.3.3.4 Accelerated storage. Adhesives stored as
29、specified in 4.6.5shall show no deterioration, gelling, settling, or separation of phases whichcannot be readily dispersed by manual stirring. After storage, they shallmeet the brushability requirements of 3.3.3 and strength requirements of“after accelerated storage“ in table I.3.4 Shelf life. The a

31、sspecified in 4.6.6. After the storage period, the adhesives shall meet therequirement for brushability (3.3.3), and the “as received“ strip adhesionstrength shall be not less than 80 percent of the values specified in table I.3.4.1 Extension of shelf life. This specification makes provisions forext
32、ending field shelf life of these adhesives (see 6.1.3.1). The shelf lifefor types I and III may be extended 6 months and the type II shelf life 3months when the stored material is in conformance with the requirements of 3.4after the field storage periods.3.5 Instruction sheet. For each adhesive subm
33、itted for qualification,the manufacturer shall forward the qualifying activity two copies of aninstruction sheet. The instruction sheet shall contain the followinginformation:a. Cleaning proceduresb. Number of coatsc. Drying time between coatsd. Minimum and maximum open assembly timee. Curing timef.
34、 Recommended thinner and method of thinningg. Precautions to be usedh. Adhesive covered by this specification shall not be used for structuralpurpose, or for life raft, inflatable boats, radome covers, pontoons,airship, or deicer boot manufacture, or repair3.6 Workmanship. The adhesive shall be manu
35、factured by such processesas to conform to this specification.4. QUALITY ASSURANCE PROVISIONS* 4.1 Responsibility for inspection. Unless otherwise specified in thecontract or purchase order, the contractor is responsible for the performanceof all inspection requirements (examinations and tests) as s
36、pecified herein.Except as otherwise specified in the contract or purchase order, thecontractor may use his own or any other facilities suitable for theperformance of the inspection requirements specified herein, unlessdisapproved by the Government. The Government reserves the right to performany of
37、the inspections set forth in this specification where such inspectionsare deemed necessary to ensure supplies and services conform to prescribedrequirements.* 4.1.1 Responsibility for compliance. All items must meet allrequirements of sections 3 and 5. The inspection set forth in thisspecification s
38、hall become a part of the contractors overall inspectionsystem or quality program. The absence of any inspection requirements in thespecification shall not relieve the contractor of the responsibility ofensuring that all products or supplies submitted to the Government foracceptance comply with all
39、requirements of the contract. Sampling inspection,as part of manufacturing operations, is an acceptable practice to ascertainconformance to requirements, however, this does not authorize submission ofknown defective material, either indicated or actual, nor does it commit theGovernment to accept def
40、ective material.4.2 Classification of inspections. 41、n (see 4.4)4.3 Qualification inspection. Qualification inspection shall consistof all the tests and examinations specified in this specification.4.3.1 Qualification sample. Qualification test samples shall consistof 4 quarts of each type of adhesive. The adhesive shall be furnished incontainers of t
42、he type to be used in filling contracts or orders. Samplesshall be forwarded to the Qualifying Laboratory: Commanding Officer, NavalAir Warfare Center Aircraft Division, Code 4.3.4.1, P.O. Box 5152, Warminster,PA 18974-0591. The samples shall be plainly and durably marked with thefollowing informati

44、(see 6.3)4.3.2 Manufacturers data.4.3.2.1 Test report. Two copies of the manufacturers test report,containing complete test data certifying that material submitted forqualification conforms to this specification, shall be submitted withqualification test samples. Location and identity of the plant w
45、hich producedthe samples tested shall also be stated. The contractor shall also furnishtoxicological data (see 3.2.3) necessary to evaluate the adhesive for proposeduse.4.3.2.2 Instruction sheet. Duplicate copies of the manufacturersinstructions for use of the adhesive shall be furnished with the qu
46、alificationsamples (see 3.5).4.3.3 Retention of qualification. In order to retain qualification ofan adhesive approved for listing on the Qualified Products List (QPL), themanufacturer shall verify by certification to the qualifying activity that themanufacturers product complies with the requiremen
47、ts of this specification.The time of periodic verification by certification shall be in two yearintervals and shall be initiated by the Government. The Government reservesthe right to re-examine the qualified product whenever deemed necessary todetermine that the product continues to meet any or all
48、 of the specificationrequirements.4.4 Quality conformance.4.4.1 Lot formation. A lot shall consist of all adhesive of the sametype manufactured from the same ingredients, processed at the same time, andpackaged as specified in the contract or order. No lot of adhesive will beconsidered for acceptanc
49、e if more than 30 days have elapsed from the date onwhich the actual manufacturing process is completed to the date on which thelot is made available for selection of samples.4.4.1.1 Source inspection.
