LL 8-2010 Page ii Foreword The NEMA Lamp Section has prepared this standards publication based on discussions with representatives of the United States Environmental Protection Agency, the United States Department of Energy, and

15、the Natural Resources Defense Council. Utilities, environmental groups, energy efficiency consortia, and other stakeholders have recently expressed concerns that compact fluorescent lamp market penetration could be negatively impacted because of the presence of mercury. Since compact fluorescent lam

16、ps are an environmentally preferable product from a total mercury lifecycle perspective, it is of benefit to all stakeholders to minimize these concerns. The two key responses are to: 1. Limit the total mercury content of compact fluorescent lamps; and 2. Ensure that compact fluorescent lamps are ma

17、naged in an environmentally responsible manner at end-of-life. Therefore, this standards publication provides an industry way forward to commit to a voluntary maximum mercury dose level per lamp. It applies to integral, self-ballasted compact fluorescent lamps manufactured or imported after Septembe

18、r 2010. This will ensure that manufacturers have sufficient time to manage their supply chains. In the preparation of this standards publication, input of users and other interested parties has been sought and evaluated. 20、ERAL 1.1 SCOPE This standards publication covers limited integral, self-ballasted compact fluorescent lamps of all base types, such as E26, GU24, etc., hereinafter referred to as compact fluorescent lamps. 1.2 REFERENCES The following normative documents contain provisions, which through reference i

21、n this text constitute provisions of this standards publication. By reference herein these publications are adopted, in whole or in part as indicated, in this standards publication. These referenced documents are available from the organizations below. A method of measuring total mercury content is

22、under development by the International Electrotechnical Commission, and reference to it and any other relevant standards will be added in the future. Copyright 2010 by the National Electrical Manufacturers Association. LL 8-2010 Page 2 Section 2 MAXIMUM DOSE LEVEL The maximum dose level for an indiv

23、idual lamp shall be for a: a) 0- to less than 25-watt compact fluorescent lamp: 4.0 mg total mercury.*b) 25- to less than 40-watt compact fluorescent lamp: 5.0 mg total mercury.*To account for technical issues regarding how the mercury is added to the lamp as it is manufactured, the 4.0/5.0 mg limit

24、s stated above are applied to the average level of mercury by type/model of lamp offered for sale by a company, rather than each individual lamp. *The 4.0 mg maximum dose level is similar to European Union RoHS requirements and is based on evaluations in and discussions by the NEMA Lamp Section. *Th

25、e 5.0 mg maximum dose level is based on the higher CFL wattages found in the United States and the slightly higher level of mercury needed to operate a lamp at these wattages. 26、S DECLARATION 3.1 CONFORMANCE Conformance shall be based on a voluntary manufacturers declaration (Clause 3.2). Conformance shall be maintained by a suitably controlled manufacturing process. A suitable process shall also include periodic internal verification testing by the manufacturer or supplier

27、 (in the case of sourced lamps or amalgams or pellet doses). A manufacturer shall apply a minimum 95% conformance level to the long term manufacturing control plan. 3.2 MANUFACTURERS DECLARATION 3.2.1 The National Electrical Manufacturers Association (NEMA) shall maintain a website where compact flu

28、orescent lamp manufacturers are listed as conforming to the voluntary declaration.*Therefore, a manufacturers declaration of conformance shall be through listing on the NEMA website. All products sold by a manufacturer must be covered in order to be listed on the NEMA website. If a product is not in

29、tended to comply, it must be listed as an exception. NEMA will assume no responsibility for conformance and will simply maintain the list of companies that state that they comply and a list of deviating models, if they exist. 3.2.2 Manufacturers must resubmit their declarations by April 15 of every

30、year. Failure to resubmit shall result in de-listing of the manufacturer. 3.2.3 NEMA shall not be liable for any errors or omissions or misrepresentations by manufacturers nor any failure to list or de-list manufacturers. *Listing for NEMA member companies will be free. Listing for non-NEMA members

LL 8-2010 Page 4 Section 4 SAMPLE PREPARATION AND TEST 4.1 TEST LAMPS Test lamps shall be 0 (zero) hour lamps, i.e., lamps would be tested out of the box without any seasoning or

32、 preparation. 4.2 SAMPLE SIZE Sample size is under consideration and will be included in the future. 4.3 METHOD OF MEASURING TOTAL MERCURY CONTENT A method of measuring total mercury content for conformance to Section 2 for compact fluorescent lamps is under consideration and development by the Inte
