29、lation Standard2013 EditionThis edition of NFPA 225, Model Manufactured Home Installation Standard, was prepared bythe Technical Committee on Manufactured Housing. It was issued by the Standards Councilon November 27, 2012, with an effective date of December 17, 2012, and supersedes allprevious edit

30、ions.This edition of NFPA 225 was approved as an American National Standard on Decem-ber 17, 2012.Origin and Development of NFPA 225The first edition of NFPA 225 was developed as a result of numerous actions that led toNFPA being further involved in manufactured housing regulatory issues. First, it

31、should benoted that the previous responsibility for management of the ANSI standard for this subjectwas with the National Conference of States on Building Codes and Standards (NCSBCS).Their 1994 document, NCSBCS A 225.1, Manufactured Home Installations, formed the basis forthe first edition of NFPA

32、225. In 2000, an agreement in principle was reached between NCS-BCS and NFPA that would allow transfer of the ANSI standard to NFPA. It was a logical move,since an installation standard would use the basic criteria of the manufactured housing stan-dard, as contained in NFPA 501, Standard on Manufact

33、ured Housing, for a completed unit to beefficiently, effectively, safely, and adequately installed.The second area that highlighted the need for the installation standard was passage of theManufactured Housing Improvement Act (MHIA) of 2000. Although the MHIA was notimplemented until 2001, the act e

34、stablished a broad set of criteria to ensure that changescould be effectively promulgated with respect to the design, construction, and installation ofthe stock of manufactured homes. A key provision of the MHIA was the need to establish aninstallation standard that could be utilized by the U.S. Dep

35、artment of Housing and UrbanDevelopment (HUD), the ultimate overseer of manufactured homes. NFPA 225 thus not onlywas developed to pick up where that previous NCSBCS document had left off, it became anintegral part of providing another option, along with other state-sponsored installation stan-dards

36、, that could potentially be considered by HUD.The installation criteria in this standard are widely varied and cover a range of subjects. Aswritten, NFPA 225 is intended to be applied to new installations, regardless of whether theyare at new or existing manufactured housing sites. These criteria ar

37、e intended to be adoptedand enforced by the authority having jurisdiction when an alternative state or federal instal-lation standard does not exist.In addition to covering the basic administrative features and criteria, provisions are in-cluded for site preparation work, foundations, and procedures

38、 during on-site installation orerection, as well as management of appliances and utility connections. Requirements reflect-ing current design loads and practices associated with seismic, wind, and flood events havebeen included. These provisions govern single-section as well as multisection homes an

39、dprovide requirements for everything from interconnection criteria for multisection homes toanchor provisions to restrict movement from wind loads, seismic events, and flood.The 2009 edition added extensive revisions to the ground anchor design and spacingcriteria. These revisions included the addit

40、ion of more detail concerning soil conditions,width of the unit being installed, and anticipated loading on the home. An entirely newchapter, Chapter 15, outlining a design approach for prescriptive flood design provisions wasalso included. These changes allowed this edition of NFPA 225 to align mor

41、e closely with therequirements of FEMAs flood-resistant design criteria and the 2005 edition of ASCE/SEI 7,Minimum Design Loads for Buildings and Other Structures.The 2013 edition adds a new section on retroactivity in Chapter 1. A new provision requiringcarbon monoxide detectors has been added to a

42、lign with the requirements for other residentialoccupancies. Mobile homes built prior to June 15,1976, are also covered by this standard.1.3.5 This standard is designed to be adopted by authoritieshaving jurisdiction over, and responsibility for, the safety andhealth of manufactured home users. It is intended to apply toall home instal

46、lations, whether at new or existing manufac-tured home sites.1.3.6 Flood Hazard Areas. The provisions of this standardshall apply to installations on home sites that are whollyor partly located in flood hazard areas, including installa-tions of new manufactured homes, replacement manufac-tured homes

47、, substantial improvement of existing manu-factured homes, and repair of substantially damaged manu-factured homes. Installations in flood hazard areas shallmeet the requirements of Chapter 12.1.3.6.1* Pre-Installation Considerations. Prior to the installa-tion of a manufactured home, it shall be de

48、termined whetherthe home site lies wholly or partly within a special flood hazardarea as shown on the authority having jurisdictions (AHJs)flood hazard map. If the AHJ has not adopted a flood hazardmap, the AHJ shall be consulted to determine installation re-quirements.1.4 Retroactivity. The provisi

49、ons of this standard reflect a con-sensus of what is necessary to provide an acceptable degree ofprotection from the hazards addressed in this standard at thetime the standard was issued.1.4.1 Unless otherwise specified, the provisions of this stan-dard shall not apply to facilities, equipment, structures, orinstallations that existed or were approved for constructionor installation prior to the effective date of the standard.Where specified, the provisions of this standard shall beretroactive.1.4.2 In those cases where the authority having jurisdictiondetermines
