FreemanSubject: Co-management of Projects by Non-civil Servants Description of Driving Event: Due to circumstances involving human resources and h

2、iring issues, that prevented the Project from assigning a Civil Servant Deputy, a Contractor was placed in the position of Associate Project Manager. However, contractors cannot be responsible for certain management duties such as budget issues or direction of Civil Service employees. Therefore, the

3、 Project had to ensure that the proper protocol and authority hierarchy was followed under this unique Civil Servant/Contractor management team.Lesson(s) Learned: The Projects use of Civil Servant and Contractor personnel allowed the Project to successfully address all its management responsibilitie

4、s and roles. The factors that contributed to the success of this unique management team were; an explicit separation of government/contractor (budgetary and personnel) only functions, close and supportive relationship between Civil Servant Project Manager and Contractor Associate Project Manager; an

5、d appropriate delegation of authority in the Project managers absence.Recommendation(s): Projects can and should consider filling management positions with contractors when such choices best serve the projects interests and enhance success. However, under this type of management structure, the bound

6、aries of authority and responsibilities must be explicitly defined, communicated, and implemented to avoid unlawful delegation of government authority.
