The OSP SEB Voting Board members included representatives of the design and operations centers giving a more balanced experience base and perspective in procuring a better system. Com

7、mittee structure included an Operations Committee with representation from the astronaut corps, the flight controllers from JSC and the ground operations personnel from KSC.c. Focus on Operability. Early in the formulation phase, the OSP Program committed to placing a high emphasis on ensuring “oper

8、ability” in the design, to reduce life cycle costs and reduce process-induced failures. When pressure was ramping up, the emphasis on operations infusion into the design fell by the wayside.
