OSP implementation was impacted by a lack of shelf-ready standards and specifications for human-rated space flight. Additionally, OSP initially chose

Applicable documents carry-over from previous programs fosters requirement ambiguities, overlap, and more significantly, requirements creep from water-falling of applicable documents. Once standards sets are established for future development programs, they need to be organize
