2、a (in this case Logistics Support Analyses), conflicts of interest between the contractor organization may result in the inability to complete the analyses. Design Engineering and Logistics need to work together during the development effort in order to effectively reduce life cycle costs. This rela
3、tionship must be supported contractually and organizationally to minimize conflicts and to promote synergy. Description of Driving Event: While the ground systems were being designed for Constellation, the ground operations contractor was initially tasked with generating Logistics Support Analyses (
4、LSAs) for the new systems. Unfortunately, the ground operations contractor was not able to obtain the design data necessary to generate LSAs in a timely manner because of a conflict of interest between the ground operations contract and the design contract. Lesson(s) Learned: Initial LSAs should be
5、performed by the engineering contractor in order to prevent conflicts between contractor organizations and delays in producing the analyses. Recommendation(s): Include initial Logistics Support Analysis development as part of the responsibility of the engineering design contract, and include operati
6、onal logistics expertise from the operations contractor in the LSA review cycle.
