Introduction 1 The System Assisted Mobile Positioning through Satellite (SAMPS) Teleservice defines 2 the procedures a

28、nd signaling for a handset-based positioning service. SAMPS supports 3 various location-based services. SAMPS addresses subscriber-positioning requirements 4 in TIA/EIA-136 based networks and TIA/EIA-553-A based networks by utilizing the 5 existing Global Positioning System (GPS) infrastructure. SAM

29、PS utilizes the data and 6 signaling capabilities of TIA/EIA-136 and this specification to enhance the performance 7 of GPS-equipped Mobile Stations (MSs) by providing “GPS assistance.“ 8 The procedures, signaling and transport for operation of SAMPS on digital channels 9 (DCCH, DTC) are specified i

30、n TIA/EIA-136-740. This specification defines the 10 procedures and signaling and transport for operation of SAMPS on analog channels 11 (ACC, AVC). 12 1.1 Protocol Hierarchy 13 The protocol hierarchy for SAMPS in TIA/EIA-553-A networks is defined in the 14 following figure. The SAMPS capable MS com

31、municates with the SAMPS Teleservice 15 Server (SAMPS TS) by using the SAMPS Teleservice. The Serving SAMPS TS provides the SAMPS 21 capable MS with GPS Assistance. The Home SAMPS TS contains subscription and 22 authorization related information. The comm

33、unication between the Serving SAMPS TS 23 and the Home SAMPS TS is beyond the scope of this standard. For information about 24 the network reference model used for SAMPS (when SAMPS is used for emergency 25 calls), see TIA/EIA/IS-J-STD-036. 26 TIA/EIA-136-741-2013 - 2 - 1.2 SAMPS TS Address Handling

34、 1 The SAMPS TS Address is resolved by the TIA/EIA-553-A based network, and is 2 beyond the scope of this standard. 3 1.3 Mobile Station SAMPS Capabilities 4 This standard defines several kinds of “GPS assistance“ that the TIA/EIA-553-A network 5 can provide in order to enhance the performance of GP

35、S-equipped MS. 6 There are two models of operation. One where the Position Computation Function (PCF) 7 is located in the MS and one where it is located in the Network (NW): 8 1. MS-Based GPS (PCF in MS) 9 2. MS-Assisted GPS (PCF in NW) 10 1.3.1 MS-Based GPS (PCF in MS) 11 The MS-based model utilize

36、s a traditional GPS receiver in the mobile station. The model 12 may utilize network assistance. In this case, the SAMPS TS sends one or more assistance 13 messages, which may help the mobile reduce GPS acquisition time, increase sensitivity, 14 compute satellite position, or improve position determ

37、ination accuracy. The position is 15 computed in the mobile. The mobile determines what assistance information, if any, to 16 use. If assistance information is not used, the mobile is operating in a stand alone mode. 17 1.3.2 MS-Assisted GPS (PCF in NW) 18 The MS-assisted model utilizes a traditiona

38、l GPS receiver where the Position Calculation 19 function has been moved to the SAMPS TS. The SAMPS TS sends one or more 20 assistance messages to the MS. This assitance may help the embedded GPS sensor 21 reduce the GPS acquisition time or increase sensitivity. The MS returns the pseudorange 22 dat

39、a measured by the GPS sensor to the Serving SAMPS TS. The position of the MS is 23 computed in the SAMPS TS. 24 1.3.3 Optional Mobile Station SAMPS Capabilities 25 The following SAMPS capabilities are optional for mobile stations that support SAMPS: 26 The capability to determine and send Position I

40、nformation as a stand-alone GPS 27 receiver (MS-Based stand-alone). 28 The capability to determine and send Position Information (MS-Based with network 29 assistance). 30 The capability to determine and send the GPS Measurement Data (MS-Assisted). 31 The capabilities supported by the MS are reported

41、 to the TIA/EIA-553-A network in 32 Word C - Protocol Capability Indicator Word or in the PCI Report Message. 33 TIA/EIA-136-741-2013 3 2. Basic Operations 1 The following SAMPS message procedures apply to SAMPS message transactions on 2 the AVC and on the ACC. 3 2.1 Mobile Terminated Positioning Re

42、quest Procedure 4 The Mobile Terminated Positioning Request procedure is invoked by the MS upon 5 receipt of Measure Position Request 1, Measure Position Request 2 and Measure Position 6 Request 3 messages from the Serving SAMPS TS. The Measure Position Request X 7 messages delivered to the MS are u

43、sed by the Serving SAMPS TS to ask the MS for 8 Position information or GPS measurements. When an MS reports a value of 9 GPS_MODE = 101 (see Section 8), Measure Position Request 2 is not sent by the 10 Serving SAMPS TS. 11 The MS may use the Preferred Type of Positioning Information Element (IE) to

44、 12 determine what type of response to return to the Serving SAMPS TS. The response is 13 returned in either the Measure Position Response 1 and Measure Position Response 2 14 messages or in the Measure Position Response 1, Measure Position Response 3 15 message(s). The MS may use the Positioning Cl

45、ient Identity IE, which may be blank, to 16 determine whether to respond to the Measure Position Request with a success, request 17 declined indication. If the MS accepts the Measure Position Request, then the MS shall 18 read the QoS Parameters and determine to what level it will comply with the re

46、quested 19 QoS. If the Kiwi field of the QoS Parameters IE indicates Do not return a position or 20 measurements if the QoS is not fulfilled and the MS is not fulfilling the QoS parameters, 21 then the MS shall not include the Position Information IE or the GPS Measurement 22 Parameters IE in the me

47、asure position response and the SAMPS Result IE shall indicate 23 Success, request declined. 24 Optionally, if the MS determines that it needs more GPS Assistance Data, the MS may 25 invoke the Mobile Originated Positioning Assistance Request Procedure before 26 responding to the Measure Position Re

48、quest. 27 The MS shall return a Measure Position Response 1 message with a result indication. If 28 positioning results are to be returned, this message shall be followed by either the 29 Measure Position Response 2 message or by the Measure Position Response 3 30 message(s). 31 If the Preferred Typ

49、e of Positioning IE in Measure Position Request 1 indicated 32 MS-Based GPS and the MS desires to and is able to return the information, the MS shall 33 include either the Position Information (Measure Position Response 2) or the GPS 34 Measurement Parameters (Measure Position Response 3 message(s) along with the 35 Measure Position Response 1 message. 36 If the Preferred Type of Positioning IE in Measure Position Request 1 indicated 37 MS-Assisted GPS and the MS desires to and is able to return the information, the MS 38 shall include either the GPS Measurement Parame
