、ering Standards and Publications are designed to serve the public interest through eliminating misunderstandings between manufacturers and purchasers, facilitating interchangeability and improvement of products, and assisting the purchaser in selecting and obtaining with minimum delay the proper pro

The existence of such Standards and Publications shall not in any respect preclude any member or non-member of TIA from manufacturing or selling products not conforming to such Standards and Publications. Neither shall the existence of such Standards and Publications

、preclude their voluntary use by Non-TIA members, either domestically or internationally. Standards and Publications are adopted by TIA in accordance with the American National Standards Institute (ANSI) patent policy. By such action, TIA does not assume any liability to any patent owner, nor does it

、 assume any obligation whatever to parties adopting the Standard or Publication. This Standard does not purport to address all safety problems associated with its use or all applicable regulatory requirements. It is the responsibility of the user of this Standard to establish appropriate safety and

、health practices and to determine the applicability of regulatory limitations before its use. (From Project No. SP-3-0090-RV1-RF1, formulated under the cognizance of the TIA TR-8 Mobile and Personal Private Radio Standards, TR-8.5 Subcommittee on Signaling and Data Transmission). WAI MM Layer TIA-902.BAAF-A i Foreword (This foreword is not part of this standard.) This document h

、as been published by the Telecommunications Industry Association (TIA) in accordance with the terms and conditions provided for in a Memorandum of Understanding (MoU) executed by and between the TIA, the Associated Public-Safety Communications Officials (APCO), the National Association of State Tele

、communications Directors (NASTD), and the various agencies of the Federal government (FED). This TIA Standard is being promulgated and will be maintained by the TR-8.5 Signaling and Data Transmission committee, and working groups under the sponsorship of the Telecommunications Industry Association.

、This document has been published as a TIA Standard because it contains useful technical information on emerging digital techniques for Land Mobile Radio Service. In particular, it describes the wideband air interface mobility management layer technology. Generally, the wideband air interface been de

、veloped by TIA TR-8.5 to be consistent with the Statement of Requirements adopted by the National Coordination Committees Interoperability Subcommittee, WG6 Wideband Data. This document references that the primary user needs document will be “APCO Project 25/34 Statement of Requirements (P34SOR)”. T

、his mobility management layer specification provides a standard for the definition and control of system access and mobility tracking of MRC units over 50, 100, and 150 kHz bandwidth physical radio media. The TIA makes no claims as to the applicability of the information contained in this document f

、or any purpose although it is believed that the information will prove to be invaluable to designers of wideband data compliant equipment. Some aspects of the specifications contained in this document may not have been fully operationally tested; however, a great deal of time and good faith effort h

、as been invested in the preparation of this document to ensure the accuracy of the information it contains. While all reasonable efforts have been made to ensure the accuracy of this document, it should be understood that significant work remains in fully developing the standard series and this docu

TIA-902.BAAF-A WAI MM Layer ii Patent Identification The readers attention is called to the possibility that compliance with this document may require the use of one or more inventions covered by patent rights. By publication of this document, no position is taken

、with respect to the validity of those claims or any patent rights in connection therewith. The patent holders so far identified have, we believe, filed statements of willingness to grant licenses under those rights on reasonable and nondiscriminatory terms and conditions to applicants desiring to ob

、tain such licenses. The following patent holders and patents have been identified in accordance with the TIA intellectual property rights policy: None currently identified TIA shall not be responsible for identifying patents for which licenses may be required by this document or for conducting inqui
