1、IINCH-POUND I A-A-595 14 November 3,1999 COMMERCIAL ITEM DESCRIPTION LEATHER, CALFSKIN AND KIP, FOR HEADBANDS, LACING AND HANDICRAFT The General Services Administration has authorized the use of this commercial item description as a replacement for MIL-L- 13 8 16 and MIL-L-40074 for all Federal agen

2、cies. 1. SCOPE. This commercial item description covers the requirements for full-grain, vegetable- tanned, perspiration-resistant calfskin or kip leather in the form of whole skins and cut lacing. Type I leather is primarily used in making tooled leather items, hat bands and headbands. Type II leat

3、her lacing is primarily used for leather-craft work in occupational therapy. 2. CLASSIFICATION. The leather, lacing, and headbands shall be in the following types, classes, and treatments. Type I Type I -Whole calfskin or kip leather -Cut calfskin or kip lacing Class 1 Class 2 Class 3 -Smooth finish

4、ed, full grain, natural tannage color on both sides, -Smooth fiiished, full grain, natural tannage color on flesh side -Full grain, natural tannage color on both sides, no added fiiish and added finish on grain side Treatment A -Mildew resistant treated Treatment B -Not mildew resistant treated Bene

The Type I leather shall be whole skins of full-grain, vegetable-tanned calfskins or whole skins or sides of full-grain, vegetable-tanned, perspiration-r

7、esistant kip. The flesh side of the leather shall be free of coarse loose flesh and shall be buffed smooth. The Type II leather lacing shall be flat with beveled edges, full-grain, vegetable-tanned, perspiration- resistant, calfskin or kip. The width shall be 3/32 inches + 1/64 inch, -0 inch. The la

8、cing shall be furnished on spools in lengths of 100 yards + 10 yards, -0 yard. 3.2 Thickness. The thickness of the leather and the lacing shall be as specified in the contract. A tolerance of I 1/2 ounce shall be permitted. The flesh side for Types I and II may be skived or shaved on the flesh side

9、to ensure greater uniformity of thickness. The thickness of the Type II leather used for headbands only shall be 2 ounces I 1/2 ounce (NOTE: 1 ounce = 1/64 inch). 3.2.1 Trim (form) and area. The leather sides shall be trimmed to conform to the definition of a “side”. The area of the side shall be no

10、t more than 28 square feet. The area, expressed in square feet, shall be legibly marked in the butt area on the flesh side of the leather. 3.3 Color and finish The color of the leather shall be natural as produced by the vegetable tanning process. For headbands only, the finish shall contain no lead

11、 chromate, lead pigments or other lead salts. 3.3.1 Colorfastness. The leather shall be tested for resistance to dry and wet crocking in accordance with commercial testing practices, using ASTM-D-5053. Staining of the dry and wet crock cloths shall be not lower numerically than AATCC value “4” on th

12、e Chromatic Transference Scale. 3.4 Chemical requirements. The chemical requirements for Type I and II shall conform to the requirements specified in Table I. TABLE I. The leather shall contain not less than 1.6 and not more than 5.0 percent of the active ingredient ortho-phenylphenol. b. Amical The leather shall contain not less than 300 pp

15、rn and not more than 1000 pprn of the active ingredient Diodomethyl-P-tolysulfone. c. Butsan 30L The leather shall contain not less than 100 pprn and not more than 400 pprn of the active ingredient 2-(thiocyanomethylthio)benzothiazole (TCMBT). 3.5 Area stability of leather to perspiration. When the

16、area stability of the leather to perspiration is tested, eighty (80) percent of tested specimens shall have an area loss no greater than 18 percent when tested in accordance with commercial practices using ASTM-D-2322 3.6 Stitch tearing strength Eighty (80) percent of the specimens tested shall have

17、 stitch-tearing strength values of not less than 18 pounds when tested in accordance with ASTM-D-4705. 4. REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulat

18、ion (FAR). 5. QUALITY ASSURANCE PROVISIONS 5.1 Product conformance. The product offered shall meet the salient characteristics of this commercial item description, conform to the producers own drawings, specifications, standards, and quality assurance practices, and be a similar product offered for

19、sale in the commercial marketplace. The Government reserves the right to require proof of such conformance. 5.2 Market acceptability. The item offered, or a generic equivalent, must have been sold to the commercial market or to the Government. 5.3 Visual examination. Each calfskin and kip shall be e

20、xamined for the defects listed below. 5.3.1 Defects. Any hole, cut, or tear; color not as specified; any part shaded; any spot or stain (outside); raw edges, discoloration, cut, scratch, hole brand, hip mark, rough shoulder, heavy vein; deep fat wrinkle, slaughter cuts; label missing, incorrect, or

21、illegible; measurement of item not as specified; bar code omitted or not readable by scanner; human-readable interpretation (HRI) omitted or illegible; bar code not visible on packaged item; bar code causes damage to the item; any items not packaged in accordance with the contract or purchase order.

22、 5.4 Acceptance criteria. Acceptance criteria shall be as specified in the contract or purchase order.
