5、h tile positioning guide gages for performing both 90 and 45 degree cuts. The gage for square cutting shall be either a base mounted fixed gage bar or a pivot type bar fitted with an index locking pin for positioning the gage in both 90 and 45 degree locations. In either case, the gage shall be grad
6、uated in increments of 1/8 inch or less and marked with progressive numerical characters at each inch interval to indicate the distance from the blade cutting plane. The 45 degree angle shall include a positive type clamping device for securing the gage at any desired position within the adjustment
7、range. 3. Construction. The cutter shall be a hand operated, compact, portable, structure with a built-in carrying handle and weighing not more than 40 pounds. the cutter shall be capable of producing both square and diagonal cuts in all commercially available resilient floor tile, size 9x9 inch, an
8、d shall produce square cuts in tile size 12x12 inch up to 3/16 inch thick. Cutting blade ($1 shall be hardened and ground tool steel, demountable replaceable type. The blade holder shall be equipped with wear compensating guide (SI to maintain blade alignment throughout the life of the cutter. The b
9、lade actuating hand lever shall be proportionately shaped, with comfortable , and of sufficient length and strength to transmit the necessary cutting force to the blade. Handgrp force required to perform any cutting operation within the capacity of the cutter shall not exceed 75 pounds. 4. Interchan
10、geability. All parts shall be manufactured to such standards that will permit replacement or adjustment of worn or damaged parts without modification of the parts or tool assembly. Contractor certification. The contractor shall certify and maintain substantiating evidence that the product offered me
11、ets salient Characteristics of this CID, and that the product conforms to the producers own drawings, specifications, standards, and quality assurance practices. The government reserves the right to require proof of such conformance prior to first delivery and there after as may be otherwise provide
12、d for under the provisions of the contract. Regulatory requirements. In accordance with section 23.403 of the Acquisition Regulations, the Uovernment policy is to acquire items composed of the highest percentage of recovered materials practicable, consistent with maintaining a satisfactory level of

Unless otherwise specified in the e contract or purchase order, the contractor is responsible for the performance of all inspection, examination, and test requirements specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own or
15、any other facilities suitable for the inspection requirements specified herein, unless disapproved by the Clovernment. The Government reserves the right to perform any of the inspections, examinations, or tests set forth in this description where such inspections, examinations, and tests are deemed
16、necessary to assuFe supplies and service conform to prescribed requirements. Responsibility for compliance. All items shall meet all requirements of salient characteristics paragraphs. The inspection set forth in this description shall become a part of the contractors overall inspection system or qu
17、ality program. The absence of any inspection requirements in the description shall not relieve the contractor of the responsibility of ensuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Sampling inspection, as part of manuf
18、acturing operations, however, this does not authorize submission of known defective material, either indicated or actual, nor does it commit the Government to accept defective material. Sampling inspection. As a minimum sampling inspection, the supplier shall randomly select the number of samples in
19、 table I that is applicable to the quantity of items being purchased. Each sample item shall be inspected to determine conformance with the performance testo. Should any of the sample items fail to meet the test requirements the entire lot shall be considered defective and unsuitable for acceptance.

The number of separate test pieces, type of material and thickness variation required for this test shall be as follows: 4 each 9 x 9 inch vinyl 3/32 inch thick, 4 each 9 x 9 inch asphalt 118
22、inch thick, 4 each 9 x 9 inch vinyl 3/16 inch thick, and 1 each 12 x 12 vinyl 118 inch thick. Two pieces of each type and thickness of the 9 x 9 inch size shall be cut at both 45 degree and 90 degree positions and three square cuts shall be performed on the 12 x 12 inch size. The cut edge shall be s
23、mooth, straight, free from splits, cracks, and broken edges and shall not deviate from a true plane in relation to the applicable guide gage by more than 1/32 inch in twelve inches.
