14、ard)isreferencedaspartoftheCleanAirActAmendmentsof1990under40CFR60,subpartsCbandEb.AsofJanuary2004,approximately1,123individualsholdProvisional certificates,and523 individualsholdsite-specificOperator CertificatesundertheStandard.The Standard was first published in 1989. A revised edition was publis
15、hed in 1994, whichdeletedcompost-specificandmaterialsciencetestquestionsfromtheoutlineofsubjectmatteron the Provisional Examination. Also, the outline for the Operator Examination was revised.Addenda1a,issuedin1996,broadenedthedescriptionoftheexperiencerequiredforaProvisionalCertificate.Addenda1b,is
16、suedin1998,revisedtherequirementsforrenewalofcertificatesandprovided for renewal of a Provisional Certificate upon achieving an Operator Certificate. Inaddition, the provisions regarding expiration of certificates were revised. The Standard wasreaffirmedin2000.This2005revisionoftheStandardwasinitiat
17、edonApril10,2003.TheCommitteeonQualifica-tionsofResourceRecoveryFacilityOperators(theCommittee)determinedthatarevisiontotheStandardwasneededtoclarifytheprovisionsforrenewalandtransferofOperatorCertificates.Also, aftera number ofrequests, the Committeeagreed to expandthe Standard toinclude allfacilit
18、iesthatcombustmunicipalsolidwaste,whetherornotafacilityrecoversenergy.Therevisedstandard provides for a new form of certification for Combustion Operators of facilities thatcombustmunicipalsolidwastebutdonotrecoverenergy.AlthoughthescopeandcoverageoftheStandardnowexceedsitstitle,theCommitteechosetor
19、etaintheoriginaltitleoftheStandardforcontinuityandhistoricalreasons.This Standard establishes criteria for three ASME certifications (provisional, operator, andcombustion) and sets forth duties and qualifications for three facility positions (Chief FacilityOperator,ShiftSupervisor,andCombustionSyste
20、mOperator).Applicantswhomeetproscribedqualificationrequirementsandwhothendemonstrateknowl-edgeandcompetenceinaccordancewiththewrittenexaminationdescribedintheStandardwillbe issued Provisional and/or Combustion certificates. Both certifications are portable, in thattheycontinueineffecteveniftheholder
21、transfersemploymenttoadifferentfacility,butmustberenewedevery5yearsinaccordancewithcertainrequirementsoftheStandard.PersonswhoholdavalidProvisionalCertificate,whootherwisearequalified,andwhohavedemonstratedknowledgeandcompetenceinaccordancewithasite-specificoralexaminationasdescribed in the Standard
22、 will be issued an Operator Certificate. The Operator Certificate isvalid for a 5-year period and is renewable, providing the applicant meets certain continuingrequirementsoftheStandard,includingcompetencywithanysignificantchangesintechnologyatthefacility.TheStandardfurtherprovidesrequirementsfortra
23、nsferofanOperatorCertificateshouldtheholderrelocateemploymenttoafacilitywithtechnologysubstantiallyequivalenttothefacilityatwhichtheholderwasemployedwhentheoriginalOperatorCertificatewasissued.ThisStandardwasdevelopedunderproceduresaccreditedasmeetingthecriteriaforAmericanNational Standards. This certification is granted to aqualifiedapplicantwhopassesanexamination.ItisnotfacilityspecificbutisaprerequisitetoobtainOperatorcertification.Provisionalcertificationexpiresafter5yearsunlessrenewedinaccordancewithpara.4.5.1ofthisStandard.1.3.2 Operator.Thiscertificat
