This specification covers the requirements, examinations and tests for the loading, assembling and packing for one type of propelling charge designated as Charge, Propelling, M229, for Howitzer M119 and is intended for

REQUIREMENTS. 3.1 Mate rial. Material shall be in accordance with applicable drawings and specifications. 3.2 Pronellina chara

The M229 propelling charge consists of an M200 charge as the main increment loaded in accordance with drawing 9282042 which meets all of the requirements of MIL-C-48360 (with the exception of marking requirements) and a flash reducer assembly loaded in accordance with drawing 12630698 s
15、ewn to the main charge assembly. The complete assembly shall comply with all requirements specified on drawing (dwg) 12630699 and with all the requirements specified in applicable specifications. 3.3 ProDe llant we iaht. 3.3.1 Flash reducex . The flash reducer assembly shall be loaded with 3.0 2 0.0
16、5 ounces of M30 propellant conforming to the requirements of MIL-P-70539 and 1.5 2 0.05 ounces of Type II potassium sulfate meeting the requirements of MIL-P-193. 3.3.2 Flash reduce r assemb IV we iaht. The flash reducer assembly weight shall not differ by more than i 0.10 ounces from the total weig
17、ht of the propellant, plus that of the potassium sulfate, plus the average tare weight of the bag assembly. 3.3.3 Chame. n roDellina assemb IV we iaht. The charge, propelling assembly weight of the M229 propelling charge shall not differ by more than 2 0.15 ounces from the total weight of that speci
18、fied on the loading authorization plus the average tare weight of the bags. 3.4 provinu around. Ballistic testing shall be performed on the main increment of the charge only. The charge when tested in accordance with 4.4.3.3 shall meet the ballistic requirements of MIL-C-48360. 3.5 First a rticle in
19、mectio n. Test samples shall be withdrawn from the first lot produced by the contractor. Samples will be tested in accordance with all the requirements of this specification. Until the first article test has been performed and found to be acceptable, the contractor is in no way authorized by the Gov

This is a one time qualification test for a new contractor to load assemble and pack M229 propelling charges. Test samples shall be withdrawn from the first lot produced by the contractor. Charges will be test
22、ed in accordance with all the requirements of,this specification and with Table III (see 6.7). Until the initial production sample has been found to be acceptable, the contractor is in no way authorized by the Government to initiate production of a second lot unless otherwise directed by the contrac
23、ting officer. 3.7 JrJorkmans hin. The propellant grains shall be free of dirt, foreign material and other defects that would make the item unsuitable for its intended use. The cloth and thread used for the manufacture of propelling charge bags shall be void of grease, oil, dirt, foreign material, ho
24、les, rips or tears. All components and assemblies shall be fabricated and finished in a thorough workmanlike manner. All required marking shall be neat and sharply defined. 4. QUALITY ASSURANCE PROVISIONS 4.1 Remo nsibilitv for inmect ion. Unless otherwise specified in the contract or purchase order
25、, the contractor is responsible for the performance of all inspection requirements (examinations and tests) as specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own or any other facilities suitable for the performance of the inspection requ
26、irements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set for in this specification where such inspections are deemed necessary to ensure supplies and services conform to prescribed requirements. 4.1.1 Pesoons ibilitv for
27、 comD liance. All items shall meet all requirements of Sections 3 and 5. The inspections set forth in this specification shall become a part of the contractors overall inspection system or quality program. The absence of any inspection requirements in the specification shall not relieve the contract
28、or of the responsibility of ensuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Sampling inspection, as part of manufacturing operations, is an acceptable practice to ascertain conformance to requirements, however, this does
29、 authorize submission of known defective material, either indicated or actual, nor does it commit the Government to accept defective material. 4.1.2 General Drovisions. Unless otherwise specified herein, the provisions of MIL-A-48078 apply and form a part of this specification. References shall be m
30、ade to MIL-STD-109 to define quality assurance terms used herein. 4.2 Classification of inmect ions. Quality Conformance Inspection (see 4.4). 4.3 First a rticle inmection. 4.3.1 Sub mission. The contractor shall submit a first article sample as designated by the contracting officer for eva
32、luation in accordance with the provisions of 4.3.2. The first article sample shall consist of fifteen (15) propellant charge assemblies packed in a fiber drum and fifteen (15) complete sets of parts (i.e. 15 each of every component and every sub assembly) which have been produced by the contractor.
33、4.3.2 nsnectio ns to be re rformed. The first article assemblies submitted in accordance with 4.3.1 will be subjected by the Government to any or all of the requirements of the applicable drawings and to the inspections and tests of Table I. All inspections in Table I shall be classified Major unles
34、s otherwise specified. 4.3.3 Reiect ion. If any assembly, component or test specimen fails to comply with any of the applicable requirements, first article sample shall be rejected. The Government reserves the right to terminate inspection upon any failure of an assembly, component or test specimen

Oua litv CO nformance inmection. 4.4.1 I ; rm i n. Inspection lots shall comply with the lot formation provisions of MIL-A-48078 and MIL-STD- 1168.
37、In addition: a. Flash reducers shall contain M30 propellant, Type I, from not more than one lot from one manufacturer. b. Main increments shall contain propellant from not more than one lot. c. The same lot of propellant loaded into the main increment shall be loaded into the flash reducer. d. Potas
38、sium sulfate from not more than one manufacturer. e. An entire lot of M30 propellant shall be used to form a lot of M229 propelling charges unless otherwise directed by the contracting officer. 4.4.2 Examinatio n and tests . See MIL-A-48078. a. Classif ication of c haracte risticg. Quality conforman
39、ce examinations and tests are specified in the following Classification of Characteristics paragraphs. The contractors quality program or detailed inspection system shall provide assurance of compliance of all characteristics with the applicable drawings and specification requirements utilizing as a
40、 minimum the conformance criteria specified. When cited herein, attributes sampling inspection shall be conducted in accordance with Table II below, using the inspection levels stated in the Classification of Characteristics paragraphs. Unless otherwise specified herein or provided for in the contract, alternative quality conformance procedures, methods or equipment, such as statistical process control, tool control, other types of sampling procedures, etc. may be used by the contractor whe
44、n they provide, as a minimum, the level of quality assurance required by the provisions herein. Prior to applying such alternative procedures, methods, or equipment, the contractor shall describe them in a written proposal submitted to the Government for evaluation (see 6.9). When required, the cont
45、ractor shall demonstrate that the effectiveness of each proposed alternative is equal to or better than the specified quality assurance provision(s1 herein. In cases of dispute as to whether the contractors proposed alternative(s1 provides equivalent assurance, the provisions of this specification s
46、hall apply.
