Practice5.1 To ensure safe handling, loading, storing, and transport-ing of material, personnel shall be trained in the CGApublications, CFR regulations, and other d

16、ocuments, as listedin Sections 2.2, 2.3, and 2.4, respectively.5.2 Handling:5.2.1 Handling shall be in accordance with CGA Publica-tion No P-1, Safe Handling of Compressed Gases in Containersand as specified by the manufacturer.5.2.1.1 Personnel who handle or store, or both, cylinders ofHalon 1301 s

17、hall be trained properly to recognize and identifythe characteristics of the product and the proper methods ofsafely handling full, partly full, and empty cylinders.5.2.2 All Halon transfers between storage containers andrecycling processes shall be performed by personnel trained inhandling procedur

18、es.5.2.3 Halon 1301 recycling and transfer processes shall bein conjunction with the equipment requirements specified bythe manufacturer.5.2.4 Halon handling shall be in nonsmoking, heater-free,ventilated areas to preclude product accumulation. Provisionsshall be made to ensure that service areas li

19、mit Halon 1301concentrations to not exceed 10 % for 1 min and 0.1 % for 8 h.5.2.5 Cylinders shall not be over filled. The maximumpermitted filling density for Type II product in accordance withSpecification D5632 shall be 77 lb/ft3(1233 kg/m3). Themaximum permitted filling density for Type I product

20、 inaccordance with Specification D5632 shall be 70 lb/ft3(1121kg/m3). The liquid portion of the liquefied gas shall notcompletely fill the containers internal volume and the pressureshall not exceed five fourths the service pressure of thecontainer at any temperature up to and including 130F (54C).T

21、he filling density requirements for pure specification quality(Type II) product are specified in Title 49 CFR 173.304 and173.305.5.2.6 Handling of materials should be done in a manner thatprevents contamination of commingling of materials other thanHalon 1301.5.2.7 Cylinders shall be free of dirt an

22、d contamination thatwould contribute to or would cause deterioration of the productduring shipment or storage. Precautions should be taken toprevent the entry of oil, water, or any other foreign matter intothe container. Unique coatings or preservatives applied prior toshipment to protect the contai

23、ners are not considered contami-nation.5.3 Transportation:5.3.1 Shipment of materials between distributors, collectors,recyclers, and reclaimers shall be as specified in accordancewith DOT regulations Title 49 CFR.5.3.1.1 The minimum design pressure requirements shall beas stated in Title 49 CFR Par

24、t 173.301. The pressure inside thecontainer at 70F (21C) shall not exceed the service pressurefor which the container is marked. The pressure inside thecontainer at 130F (54C) shall not exceed five fourths theservice pressure for which the container is marked. Fig. 1illustrates the effect of tempera

25、ture on cylinders filled withmixtures of Halon 1301 and nitrogen.5.3.2 Transportation shall be in suitable vehicles to precludecylinder damage by excessive mechanical vibration, shock,freezing, or deleterious high temperatures throughout the entiretransport route.5.3.2.1 If cylinders are expected to

26、 be subject to unaccept-able transport conditions, the cylinders should be placed underinsulated conditions.5.3.3 Compressed gas cylinder permanent marking require-ments shall be in accordance with Part 178 of Title 49 CFR andshall be maintained in legible condition as required by Part 173of Title 4

27、9 CFR. Warning labels shall be affixed to the cylindersconforming to the requirements of 82.106 of Title 40 CFR.5.4 Storage:5.4.1 Storage shall be in accordance with CGA PublicationNo. P-1, in qualified cylinders in accordance with Parts 173and 178 of Title 49 CFR.5.4.2 Cylinders should be stored in

28、 areas that will protectvessels from physical and environmental damage, and tamper-ing from unauthorized personnel.5.4.2.1 Facilities should be constructed and oriented so thatsafety requirements are fulfilled for storage of pressurizedcylinders.5.4.3 Storage containers shall be fitted with pressure

29、-releasemechanisms to limit vessel pressure to not more than theminimum required test pressure of the cylinder. Safety reliefvalves shall be set at no less than 75 %, nor more than 100 %of the minimum required test pressure of the cylinder. Safetyrelief valves shall be in contact with the vapor spac

30、e of thecylinder.5.4.3.1 Periodic hydrostatic testing and reinspection of cyl-inders used for Halon 1301 shall comply with Part 180 of Title49 CFR.5.4.4 Containers shall be clearly marked and labeled toidentify whether the Halon 1301 contained conforms to eitherType I or Type II of Specification D56

31、32.5.4.5 Insulation shall be placed on pallets or shoring andprovisions should be made to prevent excessive shock orthermal fluctuations to cylinders.5.4.6 Cylinders shall be stored in a manner that will preventcontamination from external sources.5.4.6.1 If Halon 1301 in accordance with Specificatio

32、nD5632 is stored in the same area as material not in accordancewith the specification, storage shall be segregated or clearlyidentifiable as not being similar.5.5 Extreme Elevated Temperature ConsiderationsWhenType I or Type II mixtures of Halon 1301 and N2may beexposed to constant temperatures at o

33、r greater than 131F(55C) during transportation or storage, then higher containerpressures will be encountered that require alternative fill in thecontainer to that specified in 5.2.5. In this instance, limitcontainer fill density to a maximum of 62.5 lb/ft3(1001 kg/m3).A maximum fill density of 62.5

34、 lb/ft3(1001 kg/m3) and amaximum non-absorbable gases content of 19.3 % should beobserved if it is desired to prevent a liquid full condition up to149F (65C). 35、en reclaimed or recycled usingapproved reclamation systems may be released for reissue,provided test examination to validate the material to specifi-cation is fulfilled.6.1.1 Reclaimed or recycled Halon 1301 that cannot beproven to comply with Specification D5632 shall not bereissued. The material w

36、ill be processed by environmentallysafe methods until conformance to product standard isachieved.7.
