Asuperscript epsilon (e) indicates an editorial change since the last revision or reapproval.1. Scope1.1 This guide is intended to as

3、sist emergency medicalservices (EMS) agencies and institutions in selecting andutilizing individuals who teach in EMT (emergency medicaltechnician) training programs which include instruction inbasic life support knowledge and skills.1.2 This guide identifies six categories of instructor in aBLS/EMT

4、 (basic life support/emergency medical technician)training program: adjunct instructor, clinical/field preceptor,practical skills instructor, associate instructor, courseinstructor/coordinator (I/C), and course administrator. Theguide recognizes that an individual may, depending on his/herlevel of p

5、ractice and the training program involved, function inany or all of these categories.1.3 This guide includes specific guidelines for qualifica-tions, training, education, experience, scope of authority, re-sponsibilities, continuing education, evaluation, and mainte-nance of competency when applicab

6、le.1.4 This guide does not include specific guidelines for thecourse administrator or the adjunct instructor. While the guiderecognizes, by offering a definition of each category, that thesetypes of individuals function in many BLS/EMT trainingprograms, the limited instructional roles played by thes

7、eindividuals precludes the need for specific selection andutilization guidelines.1.5 This guide is intended to apply to any individual whoteaches in BLS/EMT training programs regardless of theindividuals present level of clinical practice.1.6 This guide intentionally omits references to length ofpre

8、hospital care experience, teaching experience, and continu-ing education requirements. This guide also omits reference towaiver or equivalency. These issues should be addressed by theappropriate agency.1.7 This guide applies only to instructors who teach in basiclife support training courses designe

9、d to prepare an individualfor certification to practice as an EMT (basic) or first responder.It does not apply to instructors who teach in specialized coursesthat do not in themselves qualify the individual for a level ofEMT certification.1.8 This guide does not establish certification requirements.

10、Such requirements should be established by the certifyingagency in the jurisdiction in which the BLS/EMT instructorwill function. This guide may be used to provide considerableguidance to the jurisdiction responsible for establishing certi-fication standards.1.9 This standard does not purport to add

11、ress all of thesafety concerns, if any, associated with its use. Terminology3.1 Definitions of Terms Specific to This Standard:3.1.1 adjunct instructoran individual with specializedsubject matter expertise, who, on occasion, instructs a specifictopic of a curriculum under t

13、he direction of the courseinstructor/coordinator.3.1.2 associate instructoran individual who possesses thequalifications and education/training of a course instructor/coordinator, but, in a specific course, assumes a supportive orassisting role to the course instructor/coordinator. This indi-vidual

17、 any or all first responder andEMT-basic procedures as defined by the National StandardCurricula.3,43.1.4 basic life support/emergency medical technician (BLS/EMT) training programa course of instruction that providesan individual with the knowledge and clinical skills of emer-gency medical care nec

18、essary to function at a level of firstresponder or EMT (basic) level of care. Such courses include,but are not limited to, first responder and EMT-basic trainingprograms.3.1.5 BLS/EMT instructoran individual who provides in-struction in a training or education program for prehospitalBLS/EMT personne

19、l. This term includes any individual whofunctions as an adjunct instructor, clinical/field preceptor,practical skills instructor, associate instructor, or courseinstructor/coordinator.3.1.6 certificationcurrent, formal approval by the appro-priate certifying agency to function at a specific level of

20、practice. This may also be referred to as approval or licensure.3.1.7 clinical certificationa standardized process forevaluation and recognition of an acceptable level of compe-tence in a specific aspect of patient care.3.1.8 clinical experienceexposure to and practice in anarea of patient care.3.1.

21、9 clinical/field preceptoran individual who supervisesand evaluates the students during clinical or field experiencesunder the direction of the course instructor/coordinator.3.1.10 course administratoran individual responsible formanaging administrative details of a course, separate fromactual instr

22、uction of the course.3.1.11 course instructor/coordinator (I/C)an individualwho is authorized by the appropriate entity to present andassess competence in all of the subject matter contained in acurriculum. This person also oversees all instruction in thecourse and makes final evaluations concerning

23、 student compe-tence.3.1.12 course medical directorthe licensed physician whoprovides medical direction for all didactic and clinical instruc-tion and clinical practice experience included in a BLS/EMTtraining program.3.1.13 evaluationthe process of verifying clinical andeducational skills and knowl

24、edge competencies of a BLS/EMTinstructor.3.1.14 instructor training programan educational pro-gram that provides a foundation of essential educationalprinciples to assist individuals to instruct in, or coordinate,BLS/EMT programs. It must, at a minimum, contain theelements of the DOT EMS Instructor

25、National StandardCurriculum.53.1.15 practical skills instructoran individual who assistswith practical skills instruction under the direction of thecourse instructor/coordinator.3.1.16 qualificationa requirement which shall be met by aBLS/EMT instructor candidate prior to selection and practiceas a

26、BLS/EMT instructor.4. Significance and Use4.1 Since the quality of prehospital BLS/EMT trainingdepends, in large measure, on the instructional abilities andcompetencies of the BLS/EMT instructor, it is imperative thatthe individual selected and used in this capacity possess thequalifications and cap

27、abilities necessary to provide effectiveinstruction.4.2 A BLS/EMT instructor must possess clearly definedknowledge and skills competencies, have clearly defined re-sponsibilities and scope of authority related to instructionalprograms, and meet other specific requirements pertinent to thelevel of in

28、struction.4.3 Using this guide, EMS institutions and organizationsshould be able to develop requirements for selection andutilization of BLS/EMT instructors for BLS/EMT training andeducation programs.BASIC LIFE SUPPORT INSTRUCTOR GUIDELINES5. Course Instructor/Coordinator5.1 An individual shall be c

29、onsidered eligible to serve as aBLS/EMT course I/C (instructor/coordinator) when require-ments as outlined in 5.1.1 and 5.1.2 have been met by thatindividual.5.1.1 QualificationsPrior to entering the instructor train-ing program, the course I/C candidate shall:5.1.1.1 Be at least a high school gradu

30、ate or have a GeneralEquivalency Diploma (GED); preferably a higher educationdegree in a supportive discipline,5.1.1.2 Have prehospital patient care experience at least atthe level being taught,5.1.1.3 Be certified at least at the level being taught,5.1.1.4 Demonstrate, at the level being taught, cu

31、rrentcompetence in and knowledge of emergency care of the acutelyill or traumatized patient to the satisfaction of the appropriateagency, and5.1.1.5 Demonstrate to the instructor training agency, read-ing and language skills commensurate with resource materialsto be utilized in the BLS/EMT training

32、program.5.1.2 Education/Training/ExperienceThe course I/C can-didate shall:5.1.2.1 Have served as a practical skills instructor, clinicalor field preceptor, and successfully completed a supervisedprobationary teaching experience in a BLS/EMT trainingprogram at the level to be taught to the satisfact

33、ion of theappropriate agency,5.1.2.2 Have advanced clinical certifications, provider orintructor, or both, as appropriate for the curriculum beingtaught,5.1.2.3 Be certified as a CPR instructor according to thecurrent standards as promulgated by the American HeartAssociation or the American Red Cros

36、2.5 Successfully complete an instructor training pro-gram that includes the knowledge and skills objectives con-tained in the DOT Instructor Curriculum.55.1.3 Scope of AuthorityThe course I/C shall have theauthority to:5.1.3.1 Conduct BLS/EMT training programs with approvalof appropriate EMS agency,

37、5.1.3.2 Document to the appropriate agency those studentssuccessfully completing the BLS/EMT training program, and5.1.3.3 Regulate student behavior within the scope of thetraining program under the institutional guidelines for dueprocess.5.1.4 ResponsibilitiesThe course I/C:5.1.4.1 Should provide a

38、positive role model by:(a) Maintaining personal mental and physical health,(b) Maintaining appropriate personal hygiene and appear-ance,(c) Actively pursuing personal and professional develop-ment,(d) Recognizing personal limitations and seeking assis-tance when appropriate,(e) Demonstrating compete

39、nt, respectful, and caring in-teractions with students, coworkers, and patients at all times,and(f) Demonstrating professional behavior in the classroomor in the presence of students.5.1.4.2 Shall ensure a safe and effective learning environ-ment,5.1.4.3 Shall ensure competent training staff,5.1.4.4

40、 Shall maintain appropriate training records,5.1.4.5 Shall teach the curriculum as adopted and defined bythe appropriate certifying agency,5.1.4.6 Shall inform students of the criteria for successfulcourse completion,5.1.4.7 Shall consistently monitor student progress towardterminal course objective

41、s and provide appropriate feedback tothe students within guidelines established by the appropriatecertifying agency,5.1.4.8 Shall uphold state and national clinical standards forpractice at the appropriate BLS/EMT level,5.1.4.9 Shall evaluate the students for safe and effectiveperformance,5.1.4.10 S

42、hall orient, supervise and evaluate adjunct, prac-tical skills, associate instructors, and clinical/field preceptors,5.1.4.11 Shall coordinate student field or clinical activitieswith the clinical/field preceptors,5.1.4.12 Shall ensure that practical skills training equipmentis maintained in a safe

43、and acceptable operating condition,5.1.4.13 Shall protect the privacy of students and the con-fidentiality of training course records as required by applicablelaws and standards,5.1.4.14 Should have knowledge of the administrative andlegislative processes affecting the local, regional, or statepreho

44、spital EMS system, or combination thereof, and5.1.4.15 Should have knowledge of the laws and regulationsaffecting the local, regional, or state prehospital EMS system,or combination thereof.5.1.5 EvaluationThe evaluation of a course I/C shallinclude:5.1.5.1 Analysis of student outcomes,5.1.5.2 Class

45、room observation of the I/C, and5.1.5.3 Review of students course evaluations.5.1.6 Maintenance of CompetencyIn order to maintaincompetency, the course I/C shall:5.1.6.1 Maintain certification at least at the level beingtaught,5.1.6.2 Teach BLS/EMT related curriculum,5.1.6.3 Participate in continuin

46、g education programs, whichmay include:(a) Practice-related topics, for example, management oradministration, vehicle maintenance, or communications,(b) Clinical topics, and(c) Educational methods and materials.6. Associate Instructor6.1 The associate instructor shall possess the same qualifi-cation

47、s, training and education as the course I/C.6.2 The associate instructor differs from the course I/C inthat the associate instructor assumes a supportive and assistingrole to the course I/C in a specific BLS/EMT training program.7. Practical Skills Instructor7.1 QualificationsThe practical skills in

48、structor candi-date:7.1.1 Should be at least a high school graduate or have aGeneral Equivalency Diploma (GED),7.1.2 Shall have pre-hospital care experience or approval bycourse I/C and course medical director, or both, and7.1.3 Shall demonstrate to the satisfaction of the course I/Cand course medic

49、al director current competence in and knowl-edge of the skill(s) being taught.7.2 Education/Training/ExperienceThe practical skills in-structor candidate shall:7.2.1 Demonstrate mastery of the knowledge and skillsobjectives contained in lessons 1, 8, and 9 of the DOTInstructor Curriculum,57.2.2 Successfully complete a supervised probationaryteaching experience for the skill(s) to be taught to the satisfac-tion of the appropriate agency,7.2.3 Be certified as a CPR instructor according to thecurrent standards as promulgated by the American HeartAsso
