Asuperscript epsilon () indicates an editorial change since the last revision or reapproval.INTRODUCTIONThis consumer safety performance specification is intended to mitigate potential safety hazardsassociated with a childs use of

3、a stationary activity center and thereby minimize the risk of injury ordeath. The specific hazards addressed by this specification are seat strength to support the occupant,product tip over, openings for finger entrapment and small parts.1. Scope1.1 This consumer safety performance specification cov

4、ersperformance requirements, test methods and marking require-ments to promote safe use of a stationary activity center by anoccupant.1.2 This consumer safety performance specification is in-tended to minimize the risk of incidents to an occupantresulting from normal use and reasonably foreseeable m

5、isuseor abuse of a stationary activity center.1.3 No stationary activity center produced after the approvaldate of this consumer safety performance specification shall,either by label or other means, indicate compliance with thisspecification unless it conforms to all requirements containedherein.1.

6、4 This consumer safety performance specification is notintended to address incidents and injuries resulting from theinteraction of other persons with the child occupant in thestationary activity center or the incidents resulting from abuseand misuse by children able to walk.1.5 The values stated in

7、inch-pound units are to be regardedas standard. The values given in parentheses are mathematicalconversions to SI units that are provided for information onlyand are not considered standard.1.6 The following precautionary caveat pertains only to thetest methods portion, Section 7, of this consumer s

Terminology3.1 Definitions of Terms Specific to This Standard:3.1.1 closed base stationary activity center, na stationaryactivity center that does not allow the occupants feet to contactthe floor when the produ

25、ding productintended to remain stationary that enables a sitting or standingoccupant whose torso is completely surrounded by the productto walk, rock, play, spin or bounce, or all of these, within alimited range of motion.4. Calibration and Standardization4.1 All testing shall be conducted on a conc

26、rete floor thatmay be covered with18 in. (3 mm) thick vinyl flooring, unlesstest instructs differently.4.2 The product shall be completely assembled, unlessotherwise noted, in accordance with the manufacturers in-structions.4.3 No testing shall be conducted within 48 h of manufac-turing.4.4 The prod

27、uct to be tested shall be in a room with anambient temperature of 73 6 9F (23 6 5C) for at least 1 hprior to testing. Testing shall then be conducted within thistemperature range.4.5 All testing required by this specification shall be con-ducted on the same unit.5. General Requirements5.1 Hazardous

28、Sharp Edges or PointsThere shall be nohazardous sharp edges or points as defined by 16 CFR 1500.48and 16 CFR 1500.49 before and after testing to this consumersafety specification.5.2 Small PartsThere shall be no small parts as defined by16 CFR 1501 before testing or liberated as a result of testing

32、ly placed in the manufacturers recom-mended use position. The unit shall remain in its manufactur-ers recommended use position during and upon completion ofthe test in accordance with 7.2. If a unit is designed with alatching or locking device, that device shall remain engagedand operative after tes

33、ting.5.5 OpeningsHoles or slots that extend entirely through awall section of any rigid material less than 0.375 in. (9.53 mm)thick and admit a 0.210-in. (5.33-mm) diameter rod shall alsoadmit a 0.375-in. (9.53-mm) diameter rod. Holes or slots thatare between 0.210 in. (5.33 mm) and 0.375 in. (9.53

34、mm) andhave a wall thickness less than 0.375 in. (9.53 mm), but arelimited in depth to 0.375 in. (9.53 mm) maximum by anotherrigid surface shall be permissible (see Fig. 2). The product shallbe evaluated in all manufacturers recommended use positions.5.6 Scissoring, Shearing, PinchingA product, when

35、 in amanufacturers recommended use position, shall be designedand constructed so as to prevent injury to the occupant fromany scissoring, shearing or pinching when members or com-ponents rotate about a common axis or fastening point, slide,pivot, fold or otherwise move relative to one another.Scisso

36、ring, shearing or pinching that may cause injury shall notbe permissible when the edges of the rigid parts admit a probegreater than 0.210 in. (5.33 mm) and less than 0.375 in. (9.53mm) diameter at any accessible point throughout the range ofmotion of such parts.5.7 Exposed Coil SpringsAny exposed c

37、oil spring whichis accessible to the occupant, having or capable of generatinga space between coils of 0.210 in. (5.33 mm) or greater duringFIG. 2 Opening ExampleF2012 183static load testing in accordance with 7.1.2 shall be covered orotherwise designed to prevent injury from entrapment.5.8 Labeling

38、:5.8.1 Warning labels (whether paper or non-paper) shall bepermanent when tested in accordance with 7.5.1 7.5.3.5.8.2 Warning statements applied directly onto the surfaceof the product by hot stamping, heat transfer, printing, woodburning, etc. shall be permanent when tested in accordancewith 7.5.4.

39、5.8.3 Nonpaper labels shall not liberate small parts whentested in accordance with 7.5.5.5.9 ToysToy accessories attached to, removable from, orsold with a stationary activity center, as well as their means ofattachment, must meet applicable requirements of ConsumerSafety Specification F963.5.10 Pro

40、tective ComponentsIf the child can grasp protec-tive components between the thumb and forefinger, or teeth, orif there is at least a 0.04 in. (1.0 mm) gap between thecomponent and its adjacent parent component, such componentshall not be removed when tested in accordance with 7.4. Allprotective comp

41、onents that are accessible to a child in theproduct or accessible to a child from any position around theproduct shall be evaluated.5.11 Spring Supported Stationary Activity CenterEachspring (or equivalent resilient member) must have a redundantsystem to prevent the seat from falling should the spri

42、ng fail.With any one of the springs disabled, the redundant systemmust fully support the test weight, the seat must come to rest atan angle not more than 25 from the horizontal, and ahazardous condition must not be created as defined in Section5 when tested in accordance with 7.1.2.NOTE 1This test s

43、hall be performed independently after all othertesting is completed.5.12 Product must comply with the applicable requirementsof the Consumer Product Safety Improvement Act (CPSIA).6. Performance RequirementsNOTE 2The forces which are to be applied to the sample in the testsdescribed in Section 7 of

44、this standard are readily applied by means of acalibrated force gauge, or in the case of static load and dynamic load tests,by dead weights.6.1 Structural IntegrityAll tests that cover static anddynamic loading, and occupant retention, are to be performedon the same product, sequentially and without

45、 refurbishing orrepositioning of adjustment, if any. At test conclusion, thereshall be no failure of seams, breakage of materials or changesof adjustments that could cause the product not to fully supportthe child or create a hazardous condition as defined in Section5. Maximum slippage of adjustable

46、 features, if any, is 1 in. (25mm).6.1.1 Dynamic LoadTest in accordance with 7.1.1.6.1.2 Static LoadTest in accordance with 7.1.2.6.2 Leg OpeningsThe seat of the stationary activity centershall be designed so that the leg openings will not permit thepassage of the test probe shown in Fig. 3 when tes

47、ted inaccordance with 7.1.3.6.3 Stability:6.3.1 Tip-OverA stationary activity center shall not tipover, when tested in accordance with 7.3.1.6.3.2 Seat TiltFor stationary activity centers with seatssuspended from above by springs (or equivalent resilientmembers), the seat shall not tip more than 25

48、from thehorizontal when tested in accordance with 7.3.2. This require-ment does not apply to stationary activity centers where thedirection and travel of the seat is controlled by the frame of theproduct.NOTE 3Apply either 6.3.1 or 6.3.2, not both, to product as applicable.6.4 Motion Resistance for

49、Open Base Stationary ActivityCenters:6.4.1 All closed base stationary activity centers are exemptfrom the requirement in 6.4.6.4.2 Stationary Activity Center that Does Not RotateAround a Central Stationary PostThe stationary activitycenter shall not move more than 1.0 in.
