Scope1.1 This practice provides guidelines for the qualificationsto acc

3、omplish the various levels of maintenance on U.S.-certificated experimental and special light sport aircraft. Inaddition, it provides the content and structure of maintenancemanuals for aircraft and their components that are operated aslight sport aircraft.1.2 This standard does not purport to addre

4、ss all of thesafety concerns, if any, associated with its use. It is theresponsibility of the user of this standard to establish appro-priate safety, health, and environmental practices and deter-mine the applicability of regulatory limitations prior to use.1.3 This international standard was develo

Terminology3.1 Definitions:3.1.1 annual condition inspectiondetailed inspection ac-complished once a year on a LSA i

9、n accordance with instruc-tions provided in the maintenance manual supplied with theaircraft. The purpose of the inspection is to look for any wear,corrosion, or damage that would cause an aircraft to not be ina condition for safe operation.3.1.2 A however, the regulations do require themanual to be

10、 developed in accordance with industry consensus standards.5.1 FormatThe maintenance manual shall have the fol-lowing sections:5.1.1 GeneralListings of general specifications,capacities, and instructions on ground handling, servicing, andlubrication such as:5.1.1.1 Equipment list,5.1.1.2 Sources to

11、purchase parts,5.1.1.3 List of disposable replacement parts, for example,air filters, fuel filters, oil filters, and tires,5.1.1.4 Engine specifications,5.1.1.5 Weight and balance information,5.1.1.6 Tire inflation pressures,5.1.1.7 Approved oils and capacities,5.1.1.8 Recommended fastener torque va

12、lues,5.1.1.9 General safety information, and5.1.1.10 Instructions for reporting possible safety of flightconcerns found during inspection/maintenance.5.1.2 InspectionsInstructions on and checklists for thecompletion of periodic and annual condition/100-h inspections,as appropriate.5.1.3 StructuresA

13、description of and instructions for themaintenance, repair, and alteration of the aircraft primarystructures such as:5.1.3.1 Wing (fixed, rotary, or inflatable),5.1.3.2 Empennage (or cart),5.1.3.3 Landing gear, and5.1.3.4 Structural control surfaces, for example, elevator (ifapplicable).5.1.4 Engine

15、maticdiagram, and instructions for the maintenance and repair of theaircraft fuel system, if a powered aircraft.5.1.6 PropellerA description of and instructions for themaintenance and repair of the propeller, if a powered aircraft.NOTE 3An LSA manufacturer may defer to the propeller manufac-turer fo

16、r the required maintenance, repair, and overhaul instructions.5.1.7 Utility SystemsA description of the systems andinstructions for the maintenance and repair of utility systemssuch as heating, vent, and air-conditioning, if installed.5.1.8 Instruments and AvionicsA description of and in-structions

17、for the maintenance, repair, replacement, and instal-lation of existing and additional instruments and avionics, asapplicable.5.1.9 Electrical SystemA description of the system, sche-matic diagram, and instructions for the maintenance, repair,and alteration, as appropriate.5.1.10 Structural RepairA

18、description of the structuralrepairs that are authorized without further consultation with themanufacturer.F2483 18125.1.11 Painting and CoatingsA description for the repair,replacement, or alteration, or a combination thereof, of paint orcoatings used on the aircraft.5.1.12 RevisionsA section, such

19、 as a change history table,for the listing of any revisions to the maintenance manual bythe manufacturer.5.1.13 Feedback FormA form for the aircraft owner ormaintainer to provide notification to the manufacturer aboutissues and anomalies identified during the operation or main-tenance of the aircraf

20、t or in the content of the manual.5.2 Inspection, Repair, and AlterationsEach of theinspections, repairs, and alterations outlined in the maintenancemanual shall specifically list:(1) Recommended special tools to accomplish the task,(2) The parts needed to perform the task,(3) Type of maintenance, f

21、or example, line, heavy, oroverhaul,(4) The level of certification needed to accomplish the task,for example, owner, A condition inspection; gyroplane; heavy main-tenance; inspection; light sport aircraft; line maintenance;maintenance manual; major alteration; major repair; overhaul;powered parachut

22、e; repairman; safety directive; special lightsport aircraft; weight shiftANNEX(Mandatory Information)A1. LSA MAJOR REPAIR AND ALTERATION (MRA) REQUIREMENTSNOTE A1.1Type Certificated (TC) components are not covered by thisannex.A1.1 IntroductionAny repair or alteration not containedin the related Mai

23、ntenance Manual (MM) must be authorizedby the Aircraft Original Equipment Manufacturer (OEM). TheAircraft OEM must provide complete information on how toperform the repair or alteration which can include, but is notlimited to, the following:A1.1.1 Aircraft Models and Serial Number(s) that can usethe

24、 MRA.A1.1.2 Replacement PartsAssemblies, subassemblies, de-tail parts, or attaching parts required.A1.1.3 Consumable or Bulk Materials required.A1.1.4 Special tools, fixtures, or test equipment required.A1.1.5 Preparation Instructions.A1.1.6 Installation Instructions.A1.1.7 Assembly Instructions.A1.

25、1.8 Testing Instructions.A1.1.9 Inspection Instructions.A1.1.10 Authorization.A1.1.11 Documentation and Records Requirements.A1.2 The Aircraft OEM shall also do the following:A1.2.1 Create, store, and maintain the data in whateverformat (electronic, paper, and other) they determine is best fortheir

26、company.A1.2.2 Decide whether additional information is requiredfor in-house use and records.A1.2.3 Decide how the in-house information will be stored(for example, in a database, spreadsheet, or some other form ofelectronic or paper storage).A1.2.4 Decide how the information will be incorporatedinto

27、 the Maintenance Manual and in some cases the PilotsOperating Handbook (POH).A1.2.5 Define how the completed form will be provided tothe aircraft owner or mechanic (for example, PDF by email,download from the Aircraft OEM website, or another means).A1.2.6 Define how the aircraft owner or mechanic ca

28、nreturn the signed form for the Aircraft OEMs inhouse records(to show the original configuration has been changed).A1.3 The Aircraft OEM must develop a LSA Major Repairand Alteration (MRA) form. This form:A1.3.1 Is a standard means for the Aircraft OEM to providethe information to the aircraft owner

29、 and mechanic.A1.3.2 Should follow the main blocks sequence, blockheadlines, block numbering, minimum required blocks andpredefined affidavits compared to the block structure definitionin A1.4. If a specific block is not required for a particularMRA, insert the words: Not Applicable. The form should

30、maintain a consistent appearance and remain easily recogniz-able compared to the example MRA form provided on theASTM website at https:/www.astm.org/COMMITTEE/F37.htm. Further detailing within the individual form is alsoacceptable when it does not change the sense of the mainblock.A1.3.3 IS NOT inte

31、nded to be provided to an aircraft owneror mechanic to complete and submit to the Aircraft OEM forapproval or authorization. If the Aircraft OEM wants toprovide this type of request form, it can be created in-house tomeet company requirements.A1.3.4 A revision history shall be kept for each MRA.A1.4

32、 MRA Form Block ExplanationsUnless otherwisedefined, all blocks are to be completed by the Aircraft OEMwhen filling out the form. 38、nd performance specification subse-quent to completion of the repair or alteration specified in theMRA”.A1.4.5.2 Revision level of applicable ASTM design andperformance specification.A1.4.5.3 Name and title of the person authorized to sign theMRA.A1.4.5.4 Signature of the authorized person.A1.4.5.5

39、Approval Date. The date indicated is whenAircraftOEM approval is granted for the aircraft identified in BLOCK1. When the MRAis used for different aircraft Serial Numbers,this date may be different than the date when the MRA wasoriginally created.A1.4.6 “BLOCK 5CONFORMITY STATEMENTRETURN TO SERVICE”A

40、1.4.6.1 Affidavit: “I hereby certify the repair and/or altera-tion has been completed in accordance with this MRA and allthe referenced documents. Potentially unclear procedures havebeen clarified with the Aircraft OEM. No issues were observedthat might hinder return to service.”A1.4.6.2 Include the

41、 required qualification of the mainte-nance person authorized to perform the MRA. When multiplequalifications are included, any can perform the MRA.A1.4.6.3 When “Task Specific” is required as aqualification, this may require additional training for any of theidentified qualifications. This must be

42、detailed in BLOCK7PREPARATIONA1.4.6.4 The following fields must be made available andare to be completed by the Aircraft Owner or mechanic, asapplicable, incorporating the MRA: Certificate Holders Name and Address Certificate Type and Number Date SignatureA1.4.7 “BLOCK 6AIRCRAFT CONFIGURATIONPREREQU

43、ISITES”A1.4.7.1 In cases where the MRAdepends on completion ofa previous configuration change or changes, these must beidentified here.A1.4.7.2 Affidavit: “This MRA is only valid for the aircraftidentified when the configuration conforms to the followingdefinitions. Any listed documents must be comp

44、lied with priorto conducting this MRA.”A1.4.7.3 List any preceding documents, such as MRA(s),Notification(s), Service Bulletin(s), or other documents andinformation. Include the document identification by ID,Revision, Issue Date, and Title.A1.4.8 “BLOCK 7PREPARATION”Include the following information

45、 as required:A1.4.8.1 Information on task specific training, if any (SeeBLOCK 5).A1.4.8.2 Removal of existing assemblies, subassemblies,detail parts, etc. A reference to a specific procedure(s) in theMaintenance Manual could also be provided.A1.4.8.3 Instructions for modification of the existingairf
