Asuperscript epsilon () indicates an editorial change since the last revision or reapproval.INTRODUCTIONThis consumer safety specification addresses incidents associated with infant inclined sleepproducts identified by the U.S. Con

3、sumer Product Safety Commission (CPSC).In response to incident data compiled by the CPSC, this consumer safety specification attempts tominimize the following: (1) fall hazards, (2) positional asphyxiation, and (3) obstruction of nose andmouth by bedding. This consumer safety specification is intend

4、ed to cover normal use and reasonablyforeseeable misuse or abuse of inclined sleep products.This specification does not cover inclined sleepproducts that are blatantly misused or used in a careless manner that disregards the safety instructionsand warnings provided with each inclined sleep product.T

5、his consumer safety specification is written within the current state-of-the-art of infant sleepproduct technology and will be updated whenever substantive information becomes available thatnecessitates additional requirements or justifies the revision of existing requirements.1. Scope1.1 This consu

6、mer safety specification establishes safety performance requirements, test methods, and labeling requirements tominimize the hazards to infants presented by infant inclined sleep products as identified in the introduction.1.2 This consumer safety specification is intended to minimize the risk of inj

7、uries to infants resulting from normal use andreasonably foreseeable misuse or abuse of infant inclined sleep products.1.3 This consumer safety performance specification covers a free standing product with an inclined sleep surface primarilyintended and marketed to provide sleeping accommodations fo

8、r an infant up to 5 months old or when the infant begins to roll overor pull up on sides, whichever comes first. It also covers a smaller product intended for newborns up to 3 months old or whennewborn begins to wiggle out of position or turn over in the product or weighs more than 15 lb (6.8 kg), w

9、hichever comes first.It also covers infant and newborn inclined sleep product accessories, which are attached to, or supported by, another product withthe same age or abilities, or both, as the free standing products. If the inclined sleep product can be converted into a product forwhich another AST

10、M standard consumer safety specification exists, the product shall meet the applicable requirements of thatstandard. For example, an inclined sleep product that can have the recline angle adjusted below 10 shall also comply with theapplicable requirements of Consumer Safety Specification F2194.1.4 N

11、o infant inclined sleep product produced after the approval date of this consumer safety specification shall, either by labelor other means, indicate compliance with this specification unless it conforms to all requirements contained herein.1.5 The following precautionary caveat pertains only to the

12、 test method portion, Section 7, of this consumer safety specification:This standard does not purport to address all of the safety concerns, if any, associated with its use. Terminology3.1 Definitions of Terms Speci

22、fic to This Standard:3.1.1 accessory inclined sleep product, na rigid framed inclined sleep product that is intended to provide sleepingaccommodations for infants or newborns and attaches to or is supported by another product.3.1.2 compact inclined sleep product, na free standing infant or newborn i

23、nclined sleep product having a distance of 6.0 in.(152 mm) or less between the underside of the lowest point on the seat bottom and the support surface (floor).3.1.3 conspicuous, nadja label which is visible, when the unit is in a manufacturers recommended use position, to a personstanding near the

24、unit at any one position around the infant inclined sleep products but not necessarily visible from all positions.3.1.4 dynamic load, napplication of impulsive force through free fall of a weight.3.1.5 fabric, nany woven, knit, coated, laminated, extruded or calendared flexible material that is inte

(432 mm).3.1.10 non-paper label, nany label material (such as plastic or metal) which either will not tear without the aid of tools ortears leaving a sharply defined edge.3.1.11 occupant, nthat individual who is in a product that is set up in one of the manufacturers recommended use positions.3

32、.1.12 paper label, nany label material which tears without the aid of tools and leaves a fibrous edge.3.1.13 seat bight line, nthe intersection of the seat back surface with the seat bottom surface (see Fig. 3).3.1.14 static load, na vertically downward force applied by a calibrated force gage or by

33、 dead weights.3.1.15 structural component, nany load bearing member or part of the product that supports the weight or portion of theweight of the occupant.F3118 16a34. Calibration and Standardization4.1 All testing shall be conducted on a concrete floor that may be covered with 18 in. (3 mm) thick

34、vinyl floor covering, unlesstest instructs differently.4.2 The product shall be completely assembled, unless otherwise noted, in accordance with the manufacturers instructions.4.3 No testing shall be conducted within 48 h of manufacturing.4.4 The product to be tested shall be in a room with an ambie

35、nt temperature of 73 6 9F (23 6 5C) for at least 1 h prior totesting. Testing then shall be conducted within this temperature range.4.5 All testing required by this specification shall be conducted on the same unit.5. General Requirements5.1 Lead in PaintsThe paint and surface coating shall conform

36、with 16 CFR 1303.5.2 Hazardous Sharp Edges or PointsThere shall be no hazardous sharp points or edges as defined by 16 CFR 1500.48 and16 CFR 1500.49 before and after testing to the consumer safety specification.5.3 Small PartsThere shall be no small parts as defined by 16 CFR 1501 before testing or

37、liberated as a result of this testingto this specification.5.4 Wood PartsPrior to testing, any exposed wood parts shall be smooth and free from splinters.5.5 Scissoring, Shearing, PinchingA product, when in the manufacturers recommended use position, shall be designed andconstructed so as to prevent

38、 injury to the occupant from any scissoring, shearing, or pinching when members or components rotateabout a common axis or fastening point, slide, pivot, fold or otherwise move relative to one another. Scissoring, shearing, orpinching that may cause injury could exist when the edges of any rigid par

39、ts admit a probe greater than 0.210 in. (5.33 mm) andless than 0.375 in. (9.53 mm) diameter at any accessible point throughout the range of motion of such parts.5.6 OpeningsHoles or slots that extend entirely through a wall section of any rigid material less than 0.375-in. (9.53-mm)thick and admit a

40、 0.210-in. (5.33-mm) diameter rod shall also admit a 0.375-in. (9.53-mm) diameter rod. The product shall be evaluatedin all manufacturers recommended use positions.5.7 Exposed Coil SpringsAny exposed coil spring which is accessible to the occupant, having or capable of generating a spacebetwee

43、n coils of 0.210 in. (5.33 mm) or greater during static load testing (see 7.2.2) shall be covered or otherwise designed toprevent injury from entrapment.5.8 Protective ComponentsIf an infant can grasp components between the thumb and forefinger, or teeth, (such as caps,sleeves, or plugs used for pro

44、tection from sharp edges, points, or entrapment of fingers or toes), or if there is at least a 0.040 in.(1.00 mm) gap between the component and its adjacent parent component, such component shall not be removed when tested inaccordance with 7.1.5.9 Labeling:5.9.1 Warning labels, (whether paper or no

45、n paper) shall be permanent when tested per 7.5.5.9.2 Warning statements applied directly onto the surface of the product by hot stamping, heat transfer, printing, wood burning,etc. shall be permanent when tested per 7.6.5.9.3 Non-paper labels shall not liberate small parts when tested in accordance

46、 with 7.7.5.10 ToysToy accessories attached to, removable from, or sold with product, as well as their means of attachment, must meetapplicable requirements of Consumer Safety Specification F963.5.10.1 Toy mobiles that attach solely to an infant inclined sleep product are not required to contain lab

47、eling as stated inConsumer Safety Specification F963, subsections 5.6.2 Safety Labeling Mobiles and 6.3 Instructional Literature Mobiles.6. 48、t tip over when tested accordingto 7.3.2. The infant and newborn inclined sleep products and accessories are exempt from this requirement.6.1.2 Stability Infant or Newborn Inclined Sleep ProductThe infant or newborn inclined sleep product shall not tip over whentested according to 7.3.3. Inclined sl

49、eep product accessories are exempt from this requirement when attached to, or supported by,another product per the manufacturers instructions. Compact inclined sleep products are also exempt from this requirement.6.2 Unintentional Folding:6.2.1 Products that fold shall meet either 6.2.1.1, 6.2.1.2, 6.2.1.3 or 6.2.1.4.6.2.1.1 Products designed without latching or locking devices must remain in the manufacturers recommended use positionsduring and upon completion of the test, in accordance with 7.4.2.6.2.1.2 Products designe
