4、rtered in 1919 and accredited by the Standards Council of Canada to the National Standards system in 1973. It is a not-for-profit, nonstatutory, voluntary membership association engaged in standards development and certification activities. CSA standards reflect a national consensus of producers and

5、 users including manufacturers, consumers, retailers, unions and professional organizations, and governmental agencies. The standards are used widely by industry and commerce and often adopted by municipal, provincial, and federal governments in their regulations, particularly in the fields of healt

6、h, safety, building and construction, and the environment. Individuals, companies, and associations across Canada indicate their support for CSAs standards development by volunteering their time and skills to CSA Committee work and supporting the Associations objectives through sustaining membership

7、s. The more than 7000 committee volunteers and the 2000 sustaining memberships together form CSAs total membership from which its Directors are chosen. Sustaining memberships represent a major source of income for CSAs standards development activities. The Association offers certification and testin

8、g services in support of and as an extension to its standards development activities. To ensure the integrity of its certification process, the Association regularly and continually audits and inspects products that bear the CSA Mark. In addition to its head office and laboratory complex in Toronto,

9、 CSA has regional branch offices in major centres across Canada and inspection and testing agencies in eight countries. Since 1919, the Association has developed the necessary expertise to meet its corporate mission: CSA is an independent service organization whose mission is to provide an open and

21、ally titled ISO (International Organization for Standardization) Standard 14064-2 (first edition, 2006-03-01).The ISO 14000 family of standards was developed by environmental experts from around the world, under the auspices of ISO Technical Committee 207. Canada plays a major role in this area. The

22、 Secretariat of ISO/TC 207 is held by CSA on behalf of Canadas member body in ISO, the Standards Council of Canada.This Standard was reviewed for Canadian adoption by the CSA Technical Committee on Climate Change, under the jurisdiction of the Strategic Steering Committee on Business Management and

Climate change has implications for both human and naturalsystems and could le

43、ad to significant changes in resource use, production and economic activity. In response,international, regional, national, and local initiatives are being developed and implemented to limit greenhousegas (GHG) concentrations in the Earths atmosphere. Such GHG initiatives rely on the quantification,

44、monitoring, reporting and verification of GHG emissions and/or removals.ISO 14064-1 details principles and requirements for designing, developing, managing and reportingorganization or company-level GHG inventories. It includes requirements for determining GHG emissionboundaries, quantifying an orga

45、nizations GHG emissions and removals and identifying specific companyactions or activities aimed at improving GHG management. It also includes requirements and guidance oninventory quality management, reporting, internal auditing and the organizations responsibilities in verificationactivities.This

46、part of ISO 14064 focuses on GHG projects or project-based activities specifically designed to reduceGHG emissions or increase GHG removals. It includes principles and requirements for determining projectbaseline scenarios and for monitoring, quantifying and reporting project performance relative to

47、 the baselinescenario. It provides the basis for GHG projects to be validated and verified.ISO 14064-3 details principles and requirements for verifying GHG inventories and validating or verifying GHGprojects. ISO 14064-3 describes the process for GHG-related validation or verification and specifies

48、components such as validation or verification planning, assessment procedures and the evaluation oforganization or project GHG assertions. ISO 14064-3 can be used by organizations or independent parties tovalidate or verify GHG assertions.Figure 1 displays relationships among the three parts of ISO

49、14064.0.2 ISO 14064 is expected to benefit organizations, governments, project proponents and stakeholdersworldwide by providing clarity and consistency for quantifying, monitoring, reporting and validating or verifyingGHG inventories or projects. Specifically, use of ISO 14064 could enhance the environmental integrity of GHG quantification, enhance the credibility, consistency, and transparency of GHG quantification, monitoring and reporting,including GHG project emission reductions and removal enhanceme
