2、tions Committee” (ERC) : “The European Conference of Postal and Telecommunications Administrations, considering a) that the EUTELTRACS service with OmniTRACS satellite terminals as a Land Mobile Satellite Service (LMSS) has been introduced into Europe and the Middle East, b) that EUTELTRACS service
3、provides interconnection with the public switched networks for closed user group communications, c) that the EUTELTRACS service as Land Mobile Satellite Service (LMSS) has secondary status in the frequency band 14.0-14.25 GHz and operates on a non-protected and non-interference basis (RR342) in the
4、frequency bands 10.95-11.20 GHz, 11.45-11.70 GHz and 12.50-12.75 GHz. Consequently the service must not impose any constraints on existing services or on future developments to the Primary Services in the frequency bands mentioned, d) that it will be desirable for CEPT Administrations to have common
5、 regulations at their disposal, concerning the type approval, the marking, the use and the free circulation of OmniTRACS terminals, e) that a European Telecommunications Standard (ETS) covering Mobile Earth Stations (MES) operating in the 10 GHz and 14 GHz frequencies is currently being drafted by E
6、TSI, O f) that OmniTRACS terminals will be required to meet the standard of technical performance as described in EUTELSAT document “OmniTRACS Mobile Communications Terminal Technical Definition for the EUTEL- TRACS System, Version ET-1.3”, recommends 1. that CEPT Administrations will accept EUTELSA
7、Ts type testing procedures of OmniTRACS terminals as described in the EUTELSAT System Operations Guide, ESOG Vol. I, Sections 3 and 7 and in Appendix V of the “OmniTRACS Mobile Communications Terminal Technical Definition for the EUTELTRACS System, Version ET-1.3” and will accept these until end 199
8、2 as type approval procedures, 2. that CEPT Administrations shall not require an individual license for non-residents for the use of OmniTRACS te rm i n a 1 s , 3. that all CEPT Administrations permit the free circulation and use of OmniTRACS terminals provided: i) that the terminal has been type te
9、sted by EUTELSATs procedures and bearing a mark in conformity with the conditions set out in Annex 1 of this Recommendation; ii) that the user is a subscriber to an authorised EUTELTRACS Service Provider; iii) that EUTELSAT has agreed with any Administration requesting it the necessary measures for
