2、the “Telecommunicalions“ Commission: The European Conference of Postal and Telecommunications Administrations, considering (a) that the possibilities of use of the fiequency spectrum for radiocommunications remain strictly limited, (b) that demand for radio links is constantiy growing, (c) that it i
3、s therefore necessary to pay greater attention to economising on the use of frequencies, recommends that the general principles set out hereunder be taken into account when a telecommunications network or link is established: 1. The use of radio resources should be limited to those cases where the p
4、roposed links are of demonstrable value and where the use of alternative methods of transmission (including inductive systems and carrier current systems) is not feasible in practice, 2. The cost of equipment and of its operation should not be a deciding factor in giving priority to radio over other
5、 transmission systems, 3. 3.1. that the equipment used is the most technically up-to-date for an optimum use of the spectrum; 3.2. that the frequencies assigned be selected in the band which is best suited to the requirements to be met, 3.3. that the frequency band assigned to a station be as narrow
6、 as possible, taking into account its position in 3.4. that in so far as this makes it possible to achieve economy in the use of the spectrum, the resources 3.5. that the transmission powex and the type and (the) height of the antenna be chosen so as to achieve the 3.6. that each frequency be assign
