5、RdBOOK 42 2326434 0032266 5TL INTRODUCTION The European Conference of Postal and Telecommunications Administrations CEPT is an organization of Postal and Telecommunications Administrations and Recognized Private Operating Agencies from twenty-six countries within Europe. The CEPT Telecommunications
6、Commission promotes the availability of a wide range of international public telecommunications services and ensures the interworking between national public telecommunications networks on a global basis. CEPT has produced the following three Recommendations which relate to the type approval process
7、: T/G 01-01. “Criteria for accreditation of testing laboratories for telecommunications terminal equipment.” T/SF 47. “Formal procedures for privately supplied terminal equipment for connection to public telecommunications networks and/or access to public services.” T/SF 48. “Procedures for issue an
8、d use of certificates of conformity to standards for telecommunications terminal equipment.” These Recommendations foresee a number of telecommunications testing laboratories working on a common basis. With this in mind, the CEPT Yearbook gives a list of the national authorities and laboratories whi
9、ch are recognized as competent in the administrative and technical procedures for testing and approval of telecommunications terminal equipment. The information is provided by CEPT Members or the responsible Authorities in the respective CEPT Member Administrations country and made public with their
10、 express consent. 11、unications terminal equipment for attachment to public telecommunications networks and/or access to public telecommuni- cations services. The Yearbook provides an overview of relevant national approval procedures and requirements, and information on how to approach the responsible Administration or

The approval is granted for an unlimited time but is revocable. An approval constitutes a guarantee that the eq

The applicant must be established within the EEC. For PABXs, the applicant himself must also be approved by the RTT
42、, in order to have the right for working at Belgian subscribers premises. In this case, the company which is candidate for approval must be established within the EEC and prove that it is able to install and maintain telecommunications terminal equipment at any Belgian subscribers premises. The foll
43、owing information has to be provided by the applicant in general: - circuit diagram; - technical and operational information; - agreement for payment of testing fees; - certificate for electrical safety; - technical questionnaire. The applicant can modify and resubmit the equipment if the equipment
44、is rejected in the rst phase. A final rejection cannot be appealed. The validity of the approval, its cancellation and transfer are subject to the same rules as defined in Recommendation T/SF 47. An approval constitutes in general a guarantee that the equipment can be connected to the public network
45、; however, it does give any guaranties concerning the reliability of the equipment. For telecommunications terminal equipment covered by NETs, and as a part of a request for type approval, the applicant may submit to the Approval Authority a complete test report and its certificate of conformity, if
46、 both are issued in accordance with the CEPT rules on conformity testing and certification. Where the equipment conforms to NETs, the certificate of conformity will be recognized for the approval purposes, so that the equipment will not be subject again to test which it has already passed. The follo
47、wing types of terminal equipments (or software) are subject to approval: - Type 1 : Limited to voice terminal equipments (such as telephone sets, key-systems, answering machines, alarm - Type 2: Limited to transmitters, etc.), or telefax equipments (Groups 2 and 3) and 50 bauds teleprinters. - termi
48、nal equipment (unless 50 bauds teleprinters) to be connected to the public switched telex network; - terminal equipment to be connected to leased telegraph circuits; - data transmission modems to be connected to leased line circuits or to the public switched telephone network, - data terminal equipm
